Scheme Introduction: A Brief Overview

Bihar Mukhyamantri Alpsankhyak Kalyan Chhatravas Khadyann Yojana is a quiet but meaningful support system run by the Minority Welfare Department of the Bihar government. It specifically helps minority students (from communities such as Muslim, Sikh, Christian, Buddhist, Jain and Parsi) who leave their homes and stay in departmental or recognised minority hostels so they can continue their education without constant worry about basic food.

Under this scheme, every eligible student regularly residing in a minority hostel receives a fixed monthly quantity of foodgrains free of cost - 9 kilograms of rice and 6 kilograms of wheat, making a total of 15 kilograms. The foodgrains are usually supplied through the hostel administration or arranged via doorstep/delivery mechanisms linked to the Public Distribution System or departmental arrangements, so that students do not have to arrange or purchase ration on their own. This provision has been consistently highlighted in official communications and district-level reviews as a core facility alongside other hostel amenities such as cots, mattresses, bedsheets, study tables and chairs, and kitchen facilities.

This Khadyann (foodgrain) component works hand-in-hand with the main Mukhyamantri Alpsankhyak Chhatravas Anudaan Scheme (hostel grant scheme), under which students also receive ₹1,000 per month. Together, the two benefits significantly reduce the financial load of hostel living - covering both a modest cash support for incidental expenses and the basic staple food requirement - and help students focus more on their studies. The arrangement has been in operation for several years and continues to be mentioned regularly in official communications of the Minority Welfare Department, e-Kalyan portal updates, and district administrations.

The Alpsankhyak Chhatravas Khadyann Scheme is not a separate application-based programme. Once a student is admitted and regularly residing in a Minority Welfare Department hostel (or a recognised minority hostel under the department’s oversight), their name is included in the monthly list prepared by the hostel authorities or principal. After verification of residence, attendance and enrolment in a recognised school, college, university or technical institution in the relevant district, the foodgrains are made available. Regular attendance and continuous residence in the hostel remain important for continued benefit. Eligibility further requires the student to be a native of Bihar and belong to a recognised minority community.

How the benefit is provided

There is no separate application for the Mukhyamantri Alpsankhyak Kalyan Chhatravas Khadyann Yojana. Eligible minority students automatically get 9 kg rice + 6 kg wheat (15 kg) every month after admission.

  • For this, the student first gets admitted to a Minority Welfare Department hostel (or a recognised minority hostel).
  • After admission, the student must stay regularly in the hostel.
  • Hostel Principal / Superintendent prepares a monthly list of regular resident students.
  • Residence, attendance, and enrolment in a recognised institution are verified.
  • Once verified, the monthly foodgrains are arranged and distributed through the hostel.
  • No extra form or separate application is required for the foodgrain benefit.
  • Regular attendance and continuous residence are necessary for continued receipt of the foodgrains.
