Scheme Introduction: A Brief Overview
For any child, the care and protection of parents is the greatest form of security. But some children lose that protection far too early, while others have parents who - because of serious illness or difficult circumstances - are simply unable to raise them. Bihar Parwarish Yojana is the state government's answer to exactly this situation. The scheme is run by the Social Welfare Department, Government of Bihar, through the Integrated Child Development Services (ICDS) network. Its purpose is straightforward: to give orphaned, destitute, and vulnerable children - including those affected by HIV/AIDS, leprosy, or the incapacity of their parents - enough financial support to grow up with dignity within a family or community setting, rather than being sent to a childcare institution or orphanage.
Under the Parwarish scheme, every eligible child aged 0 to 18 years receives ₹1,000 per month. The amount is transferred directly through RTGS into a joint bank account opened in the name of the child and the guardian, ensuring the support reaches the family without delay or middlemen. The entire cost of the scheme is borne by the state government, making it a fully state-funded initiative that prioritises the child's day-to-day needs such as food, education and healthcare.
Importantly, the benefit is sanctioned for one year at a time and is automatically renewed each year until the child turns 18, provided there is no adverse report. The scheme continues to be actively implemented, and district-level special camps are still being organised for fresh enrolments, making it easier for eligible families to apply. These camps, held with the help of Anganwadi workers and local officials, also help in verifying documents and guiding guardians through the simple application process.
At its core, the scheme reflects a simple belief: a vulnerable child is best raised within a family or familiar community rather than an institution. Instead of placing orphaned or affected children in shelter homes, Bihar Parwarish Yojana provides regular, predictable financial support to the person already caring for the child - a grandparent, aunt, uncle, or other relative - so that money is never the reason a child's schooling, food, or basic needs are neglected. The scheme is implemented at the grassroots through the Anganwadi network under ICDS, which makes it accessible even in remote villages, and payments are routed through the banking system to keep the process transparent and accountable.
