Scheme Introduction: A Brief Overview

• With the upcoming Vidhan Sabha Election in Assam, the ruling BJP has released its 2026 election manifesto containing 31 Sankalp (pledges) for the welfare of residents.
• The manifesto promises various schemes that will be launched if the party forms the government again in the state.
• Among these 31 Sankalps, a flagship agricultural scheme called the "Chief Minister Samagra Gramya Unnayan Yojana" has drawn wide attention from the farming community.
• The scheme is aimed at empowering farmers with modern agricultural equipment and supporting poor rural households through dairy support.
• Under the scheme, 10,000 farmers will be provided a subsidy of Rs 3 lakh each to assist them in procuring tractors, enabling mechanised farming and reducing dependence on manual labour.
• Additionally, 50,000 farmers will receive a subsidy of Rs 1 lakh each for the procurement of power tillers, a more affordable alternative suitable for small and marginal farmers.
• The scheme also covers livestock support: 25 lakh poor families will be provided 2 milk cows each, intended to boost household income through dairy production.
• Currently, the Chief Minister Samagra Gramya Unnayan Yojana is part of the BJP election manifesto and is not yet a notified government scheme.
• It will be implemented only if the BJP wins the 2026 Assam Assembly Election, scheduled for April 9, 2026.
• The election results will be declared on May 4, 2026.

Scheme Benefits

Chief Minister Samagra Gramya Unnayan Yojana offers the following benefits: 

A. Tractor Subsidy

• A subsidy of Rs 3,00,000 per farmer will be provided for the procurement of a tractor.
• This benefit will be extended to 10,000 farmers across Assam.
• The subsidy aims to mechanise farming operations, reduce labour costs, and improve overall agricultural productivity.

B. Power Tiller Subsidy

• A subsidy of Rs 1,00,000 per farmer will be provided for the procurement of a power tiller.
• This benefit will be extended to 50,000 farmers across Assam.
• Power tillers are particularly beneficial for small and marginal farmers with limited landholdings, offering an affordable mechanisation option.

C. Milk Cow Distribution

• 25 lakh poor families in Assam will receive 2 milk cows each under this scheme.
• The cows will support rural households in generating a secondary source of income through dairy farming and milk production.
• This component is aimed at uplifting the economic condition of the most vulnerable rural families in the state.

Eligibility Requirements

• The government has not shared the eligibility criteria, as the scheme is part of a manifesto. However, its benefits are likely to be provided to:
  • The applicant must be a permanent resident of Assam.
  • For tractor subsidy: The applicant must be a farmer with sufficient agricultural landholding to utilise a tractor productively.
  • For power tiller subsidy: The applicant must be a small or marginal farmer engaged in active cultivation.
  • For milk cow distribution: The applicant must belong to a poor or Below Poverty Line (BPL) family in rural Assam.
  • Only one unit of benefit (per category) will be applicable per eligible farmer or family.

Steps to Apply

• The Chief Minister Samagra Gramya Unnayan Yojana is currently part of the BJP party manifesto for the 2026 Assam Assembly Election.
• It will be implemented once the party forms the government in Assam after the election results on May 4, 2026.
• Applicants need to wait for the official launch of the scheme and the release of the government notification.
• Once the scheme is implemented, the government will release the notification along with the application process.
• Beneficiaries will need to submit the application form in the prescribed format, either online via the official portal or offline at designated government offices or Common Service Centres.
• Along with the application form, applicants will need to submit the required documents for verification.
• After verification, eligible farmers will receive the subsidy amount directly in their bank accounts through Direct Benefit Transfer (DBT).
