Scheme Introduction: A Brief Overview

The Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY) is a major employment promotion scheme launched by the Central Government to support both job seekers and employers. Under this scheme, eligible first-time employees can receive a financial incentive of up to ₹15,000, while employers who create additional jobs can receive incentives of up to ₹3,000 per month per employee. The scheme aims to encourage formal employment, increase social security coverage, and help more young people enter the organised workforce.

The scheme mainly benefits individuals who are joining formal employment for the first time and are registered with the Employees' Provident Fund Organisation (EPFO). Employees with a monthly salary of up to ₹1 lakh can become eligible for financial assistance after completing the prescribed service period. At the same time, businesses and establishments that hire additional workers can also receive government incentives, making it easier for employers to expand their workforce and create new job opportunities.

PM Viksit Bharat Rozgar Yojana is being implemented by the Ministry of Labour & Employment through EPFO. Existing EPFO-covered establishments do not need separate registration under the scheme, while eligible employees and employers receive benefits through Aadhaar-linked and PAN-linked bank accounts after fulfilling the prescribed conditions. The scheme applies to eligible jobs created between 1 August 2025 and 31 July 2027.

With a total outlay of ₹99,446 crore, the Government aims to facilitate the creation of more than 3.5 crore jobs under PM-VBRY. Interested employers can obtain scheme-related information through the PM Viksit Bharat Rozgar Yojana Portal. The scheme is expected to play an important role in generating employment opportunities, supporting manufacturing growth, increasing workforce formalisation, and helping millions of workers gain access to social security benefits through the EPFO system.

PM Modi to Disburse ₹2,400 Crore Under PM-VBRY

Prime Minister Shri Narendra Modi will release incentives worth around ₹2,400 crore under the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY) on 19 June 2026 at Vigyan Bhawan, New Delhi. The disbursement marks a major milestone in the implementation of the employment-linked incentive scheme, which has already facilitated employment opportunities for approximately 15 lakh beneficiaries across the country. Under PM-VBRY, eligible first-time employees can receive an incentive of up to ₹15,000, while employers generating additional employment are eligible for monthly incentives. To commemorate the occasion, regional-level events are being organized at nearly 200 locations across India, where employers will also hand over appointment letters to newly recruited employees. The Government aims to create more than 3.5 crore jobs under the scheme and expand formal employment and social security coverage for workers across various sectors.

Scheme Benefits for Employees

  • Those in the manufacturing industry are eligible for incentive benefits for up to 4 years.
  • Employers from all other sectors can claim these benefits for a period of 2 years.
  • The incentive amount is determined according to the EPF wage of the employee, as outlined below:
    • For employees earning up to Rs. 10,000/month – Incentive is 10% of salary or up to Rs. 1,000/month.
    • For salaries between Rs. 10,001 to Rs. 20,000/month – Fixed incentive of Rs. 2,000/month.
    • For salaries between Rs. 20,001 to Rs. 1,00,000/month – Fixed incentive of Rs. 2,000/month.

Eligibility Requirements for Employees

  • Only individuals entering formal employment for the first time can avail the scheme benefits.
  • The employee needs to be enrolled with the Employees' Provident Fund Organisation (EPFO).
  • The monthly salary of the first-time employee must be below Rs. 1,00,000/-.
  • The employee must have completed a minimum tenure of six months with the employer.

Eligibility Requirements for Employers

  • The benefits of PM Viksit Bharat Rozgar Yojana are open to employers across every industry.
  • Entities with a workforce of fewer than 50 must onboard at least 2 new employees annually to qualify.
  • Organizations employing over 50 individuals are required to recruit a minimum of 5 new employees each year.
  • To be eligible for benefits, newly appointed staff must complete a minimum of six months in service.
  • The monthly salary of the recruited employee should not exceed Rs. 1,00,000/-.

  • Employee's Aadhaar Identity Proof.
  • Bank Account Number seeded with Aadhaar Card.
  • Employee's PAN details.
  • Universal Account Number (UAN) allotted by EPFO.

Required Documents for Employers

  • Valid GST or CIN number of the Business Entity.
  • Permanent Account Number (PAN) of the Organization.
  • Active Bank Account Details associated with the entity.
  • Tax Deduction and Collection Account Number (TAN).
  • ECR Reports.

Steps to Apply for Employees

  • When an individual joins a job for the first time, the EPFO issues a UAN (Universal Account Number) to them.
  • To qualify for the one-time wage benefit or a maximum incentive of Rs. 15,000/-, the employee must ensure that their UAN is activated.
  • The employee's bank account should also be linked with their Aadhaar to be eligible for the scheme.
  • Only those employees working with organizations already enrolled under the PM Viksit Bharat Rozgar Yojana/ EPFO can avail the benefit of this scheme.
  • The employer is responsible for registering first-time employees with the EPFO and initiating their UAN generation process.
  • Once registered, first-time workers will automatically become eligible for the PM Viksit Bharat Rozgar Yojana incentives.
  • The financial benefits under this scheme will be distributed in two separate phases.
  • The first installment will be credited after the employee completes 6 months of continuous service.
  • The second installment will be issued upon completion of 12 months of employment and a Financial Literacy Course.
  • Employees are required to complete this Financial Literacy Course before finishing their 12-month term.
  • To begin the course, employees must log in to the EPFO portal using their UAN and registered mobile number.
  • After logging in, navigate to 'My Dashboard' and click on the Learning Section.
  • Select the option 'Financial Literacy for ELI Members' and complete the enrollment.
  • The course involves watching all educational video modules provided on the platform.
  • Upon successful completion, a course completion certificate will be generated online.
  • Receiving this certificate makes the employee eligible for the second installment under the PM Viksit Bharat Rozgar Yojana.

  • Employers aiming to claim monthly incentives under the PM Viksit Bharat Rozgar Yojana do not need to register themselves.
  • But it is compulsory to provide details like PAN, GSTIN, PAN linkage, and ensure the timely submission of monthly ECR filings.
  • The Official Portal of PM Viksit Bharat Rojgar Yojana is live, from which all the information related to the scheme can be obtained.
  • It is important to fill out the following details in EPFO website to avail the benefits of PMVBRY :-
