Scheme Introduction: A Brief Overview

• Apun Bahan Scheme was launched in the state of Assam on 2 August 2023.
• The primary objective of the Assam Government is to support its regular government employees by helping them purchase two-wheelers or four-wheelers for personal and family use.
• The Finance Department is the nodal department for implementing this scheme.
• Regular and permanent employees of the Assam Government who wish to purchase a two-wheeler or four-wheeler are eligible to receive an interest subsidy under the scheme.
• Male government employees are eligible for a 2% interest subsidy on the purchase of petrol or diesel-powered two-wheelers and four-wheelers.
• If a male government employee purchases an electric vehicle (EV), a 3% interest subsidy is provided under the Apun Bahan Scheme.
• Women and differently abled government employees are eligible for a 3% interest subsidy on the purchase of any type of eligible vehicle.
• Beneficiaries can also avail themselves of a bank loan to finance the remaining cost of the vehicle.
• Banks may finance 85% to 90% of the vehicle's cost, subject to a maximum loan amount of ₹15,00,000 or 48 times the employee's net monthly income, whichever is applicable.
• The loan repayment period ranges from a minimum of 3 years to a maximum of 7 years.
• Government employees between 21 and 53 years of age are eligible to receive the interest subsidy under the Assam Government's Apun Bahan Scheme.
• The scheme accepts applications only through the offline mode. Beneficiaries cannot apply for the Apun Bahan Scheme online.
• The Apun Bahan Scheme application form is available from the office of the concerned Drawing and Disbursing Officer (DDO).
• Government employees may contact their respective DDO for any assistance or clarification related to the scheme or the application process.

Scheme Benefits

• Benefits that are provided by Assam Government to its employees under Apun Bahan Scheme are mentioned below :-
  • Eligible Assam Government employees receive financial assistance in the form of an interest subsidy for purchasing a vehicle under the Apun Bahan Scheme.
  • The interest subsidy is available only for the purchase of personal two-wheelers and four-wheelers.
  • Male government employees are eligible for a 2% interest subsidy on the purchase of petrol or diesel-powered vehicles.
  • Male employees purchasing an electric vehicle (EV) are eligible for a 3% interest subsidy.
  • Women and differently abled government employees receive a 3% interest subsidy on the purchase of any eligible vehicle.
  • The subsidy amount is credited directly to the beneficiary's salary account.
  • Employees can also avail of a bank loan covering 85% to 90% of the vehicle's on-road price, subject to the bank's terms and conditions.
  • The maximum loan amount is ₹15 lakh or up to 48 times the employee's net monthly income, whichever is applicable.
  • The loan can be repaid over a period ranging from 3 years to 7 years.

Eligibility Requirements

• Assam Government sets the following eligible requirements for applicants to provide them interest subsidy on the purchase of vehicle under Apun Bahan Scheme :-
  • The applicant must be a permanent resident of Assam.
  • The applicant must be a regular and permanent employee of the Assam Government.
  • The applicant must be between 21 and 53 years of age at the time of applying.
  • The applicant's annual family income from all sources must be more than ₹3 lakh.
  • The applicant must have completed a minimum of 7 years of regular government service.

• The following documents will have to be submitted with Apun Bahan Scheme Application Form in DDO Office at the time of applying for subsidy on the purchase of vehicle :-
  • Assam Residence Proof.
  • Aadhaar Card.
  • Identity Card of Employee.
  • Vehicle Quoation from Dealer.
  • Mobile Number.
  • ITR. (Income Tax Return)
  • Employee Salary Bank Account Details.

Steps to Apply

• Regular and permanent employees of the Assam Government can purchase a personal two-wheeler or four-wheeler and avail the interest subsidy under the Apun Bahan Scheme.
• Obtain the Apun Bahan Scheme application form from the office of the concerned Drawing and Disbursing Officer (DDO).
• Complete the application form, attach all the required documents, and submit it to the same DDO office.
• The Drawing and Disbursing Officer (DDO) will verify the application form and supporting documents before certifying them.
• After verification, the list of eligible government employees will be forwarded to the concerned financial institution for loan approval.
• Once the loan is sanctioned, the approved loan amount will be disbursed directly to the authorized vehicle dealer.
• The Assam Government will credit the applicable interest subsidy directly to the employee's bank account.
• The employee must repay the loan through regular installments as per the loan agreement.
• The loan repayment period ranges from a minimum of 3 years to a maximum of 7 years.
