Haryana Saksham Yuva Unemployment Scheme

Introduction

• On August 12, 2024, the Haryana Chief Minister has increased the benefits provided under Haryana Saksham Yuva Unemployment Scheme.
• Applicants who have registered for the scheme will receive the revised benefits from August 2024.
• Started on 1st November 2016, the Haryana Saksham Yuva Unemployment Scheme is providing employment assistance to unemployed youth of the state.
• The main objective behind launching this scheme is to provide financial assistance to the unemployed youth of Haryana State.
• Saksham Yuva Unemployment Scheme is also known as 'Educated Youth Allowance and Honorarium Scheme', and Haryana Saksham Yuva Scheme'.
• Initially this scheme was only for post graduates youth of the state.
• Later the scheme benefits was extended to Graduate and Intermediate students and the following courses are also added :-
  • Science Graduate.
  • Engineering and Science equivalent graduates.
  • Bachelor of Commerce (B.Com).
  • BA (Maths).
  • BA (Arts).
  • 10+2
• Under Haryana Saksham Yuva Unemployment Scheme, Haryana Government provide following allowance to the unemployed youth of the state:-
  • Rs. 3,500/- per month will be given to the Post Graduate Students increased from 2,500 per month.
  • Rs. 2,000/- per month will be given to the Graduate Students increased from 1,500 per month.
  • Rs. 1,200/- per month will be given to the 10+2 passed Student increased from 900 per month.
  • Apart from that Rs. 6,000/- will be provided as a honorarium for 100 hours of work allotted by the government.
• Honorarium will be provided only for a period of 3 years only or till the age of 35 years, whichever is earlier.
• To receive the benefits of Haryana Saksham Yuva scheme, beneficiary must meet its eligibility conditions.
• To implement the scheme across the state, the government appoints Haryana Employment Departmentt its nodal authority.
• Eligible applicants need to register online to receive benefits of Haryana Saksham Yuva Unemployment scheme.
• To felicitate this, the state government has developed a dedicated portal for the scheme.

Benefits of Scheme

• Government of Haryana will provide the following assistance to the unemployed youth of the state according to their education qualification:-

  Course	Amount
  Post Graduate	Rs. 3,500/- per month.
  Graduate	Rs. 2,000/- per month.
  10+2	Rs. 1,200/- per month.
  Honorarium Allowance	Rs. 6,000/- per month for 100 hours of work.

Eligibility Criteria

• Applicant must be domiciled resident of Haryana.
• Applicant should not be in any type of employment.
• The annual family income of the applicant from all sources should not exceed to Rs. 3 lakhs.
• Applicant should be registered in the live register of the concerned employment office.
• Registration must be at least 3 years old.
• Applicant must have passed 10+2 examination, as a regular student, from any recognized school affiliated to :-
  • Board of School Education Haryana, Bhiwani.
  • Central Board of Secondary Education (CBSE) Delhi.
  • Indian Certificate of Secondary Education (ICSE) Delhi.
• School should be situated in Haryana and UT Chandigarh Only.
• Applicant should not have passed 10+2 examination through correspondence or National Open School.
• Applicant must have a Graduate Degree From a University Recognized by Government of Haryana.
• Applicant must have a Post Graduate Degree from a University recognized by Government of Haryana.
• Applicant's age should be between :-
  • 18 to 35 years for 10+2.
  • 21 to 35 years for Graduates and Postgraduates.
• Applicant must possess degree through regular courses only from Punjabi University, Patiala and any recognized Universities in UT Chandigarh or NCT Delhi or Haryana.
• Applicant should not be an employee dismissed from Government Service.

Other Mandatory Conditions

• There should be a functional toilet in the applicant's house. In case the applicant does not have any functional toilet, he/she will have to construct a functional toilet within two months from the date of registration.
• Applicant's family should not be a defaulter of electricity department, if it is, then the applicant will pay the outstanding amount out of the allowance given to the applicant.
• That the family of the applicant is not a defaulter of any Co-operative Bank and if in default, then he/she undertakes to utilize part of the honorarium/allowance towards payment of such dues.
• That there is no encroachment on public/panchayat land by any member of his/her family.
• That the family of the applicant is not a defaulter of house tax payable to a urban local body and if in default, then he/she undertake to utilize part of the honorarium/allowance towards of such dues.

• The following documents are required at the time of applying for the 'Haryana Saksham Yuva Unemployment Scheme':-
  • Proof of Age i.e. Matriculation Certificate.
  • Aadhar Card.
  • Domicile Certificate of Haryana.
  • Income Certificate.
  • Qualification Proof:-
    • 10+2/ Degree Certificate.
    • Diploma Certificate.
    • Graduation Degree.
    • Post Graduation Degree.
  • Caste Certificate, If applicable.

How to Apply

• Eligible beneficiary can apply online for Haryana Saksham Yuva Unemployment Scheme through their official online portal.
• Firstly, you must register themselves on the portal.
• Select the Qualification i.e. 10+2, Graduation, Post Graduation.
• Fill all the required details :-
  • Domicile of Haryana.
  • Domicile Type.
  • Date of Birth.
  • Aadhar Number.
  • Employment Registration Number.
  • Name of the Employment Exchange.
  • Employment Registration Next Renewal Date.
  • Mobile Number.
  • Email.
• After clicking on Submit and Next, an OTP will be sent to your mobile number and Email.
• Your registration will be completed after successful verification.
• Then Log in with your Employment Registration Number, Password and Qualification.
• After Log in fill the required details and upload all the necessary documents.
• After uploading all the documents, double check all the details and submit application form.
• Concerned department check all the applications and verify all the details of applicants.
• Once short listed, you will be notified via Email or Message.

Features of the Scheme

• Under the Haryana Saksham Yuva Unemployment Scheme there are two components:-
  • Unemployment Allowance.
  • Honorarium Allowance.
• Unemployment Allowance is given to unemployed youth resident of Haryana.
• An Honorarium Allowance of Rs. 6,000/- will be given to the registered youth on completion of work allotted by the government.
• It is mandatory to work 100 hours every month.
• The honorarium will be paid for a maximum period of 3 years (36 months) or 35 years of age, whichever is earlier.
• The period of 3 years (36 months) will start from the date of allotment of honorarium and 35 years will be the exact date of completion of 35 years.
• Honorarium assignment will be provided in various Departments/Boards/Corporations/Registered Societies under Haryana Government.
• The honorarium will be paid by the company/enterprises concerned.
• Applicant has to select five preferred job option of his/her choice :-
  • Information, Education & Communication (IEC).
  • Marketing, Field Publicity, Awareness Generation.
  • Survey work such as SRDB, BPL etc.
  • Remedial classes for weak students of Government Schools.
  • Coaching classes for competitive exams.
  • Awareness generation & survey work such as for water conservation, micro/minor irrigation, soil testing, stoppage of burning of paddy stubble/chaff in fields and other such activities.
  • Sports and Yoga coaching classes in schools, colleges and village panchayats.
  • Old age home services.
  • Traffic Marshal/Home guard services.
• Any other work, as identified by the Government, a Department or Deputy Commissioner.
• In the private sector enterprises/establishments, the following sectors have been broadly indicated by the Industries Department for the honorary assignments:-
  • IT and ITeS.
  • Auto and Auto-ancillary Industries.
  • Textiles.
  • Banking, Financial Services and Insurance.
  • Retail Industry.
  • Agriculture & Allied Sector etc.
