Scheme Introduction: A Brief Overview

The Delhi DURGA E-Auto Scheme 2026 is a self-employment initiative of the Government of the National Capital Territory of Delhi for eligible women and transgender persons. DURGA stands for Driving, Upliftment and Rozgar for Women/Transgender Green E-Auto Scheme. The Delhi Cabinet approved the scheme on 23 September 2026, and the government subsequently launched a dedicated online portal on 12 October 2026. Through this initiative, eligible applicants can apply for the allotment of electric autos and create livelihood opportunities in Delhi's transport sector.

Under the first phase of the Delhi DURGA E-Auto Yojana, the government plans to allot 1,300 pink electric autos across Delhi. Of these, 1,170 autos are reserved for women and 130 for transgender beneficiaries. The scheme follows a district-wise allocation system, with a maximum allocation of 90 autos for women and 10 for transgender persons in each revenue district. If eligible applications exceed the available district-wise quota, the portal provides for selection through an online lottery or randomisation process.

Women and transgender applicants aged 20 to 40 years who meet the prescribed Delhi residency requirements can apply. The announced eligibility conditions include a valid voter identity card, a valid Light Motor Vehicle (LMV) driving licence, a Public Service Vehicle (PSV) badge and annual family income not exceeding ₹5 lakh. Applicants must also satisfy the applicable conditions relating to ownership of transport vehicles and the number of living children. Transgender applicants must provide the required transgender certificate.

The Delhi Transport Department is the nodal agency for the scheme. The Delhi Government has allocated ₹20 crore in its 2026-27 Budget for electric autos for women and transgender drivers. The announced support includes assistance through purchase subsidies and interest subvention on vehicle loans. Therefore, applicants should not assume that the scheme provides a completely free electric auto. The applicable financial assistance and vehicle purchase conditions must be checked against the official scheme guidelines.

The scheme aims to promote financial independence, women's participation in the transport sector, transgender inclusion and cleaner mobility. It also seeks to strengthen last-mile connectivity and improve access to transport services. The initiative is part of the Delhi Government's broader efforts to create livelihood opportunities for women, alongside schemes such as the Delhi Lakshmi Yojana.

Eligible applicants can now visit the official DURGA E-Auto Scheme portal to access the online application process. The portal supports category and district selection, driving licence verification, application number generation, document uploads, final submission, DLC verification, application status tracking, quota checking and LOI download. The application window is scheduled to remain open for three months following the scheme's approval in September 2026. Applicants should check the portal for the applicable closing date and current instructions.
