Scheme Introduction: A Brief Overview

The Delhi Khadi Kaushal Vikas Yojana is a skill development initiative launched by the Delhi Khadi and Village Industries Board (DKVIB) to improve the skills, productivity and employment opportunities of artisans, workers and aspiring entrepreneurs in Delhi. The Delhi Government notified the scheme on 29 March 2026, and it came into effect upon its publication in the Official Gazette on 30 March 2026. The scheme aims to strengthen khadi and village industries by recognising existing skills, providing training and helping participants align their abilities with national skill standards.

The scheme targets eligible Delhi residents, including artisans, workers, school and college dropouts, individual entrepreneurs and people seeking opportunities in khadi and village industries. Applicants from the notified categories can participate if they meet the prescribed conditions. To be eligible for the Delhi Khadi Kaushal Vikas Yojana, applicants must have lived in Delhi for at least 5 years and possess an Aadhaar card. Along with this, they must also meet the requirements for the selected training programme and be willing to participate in the scheme.

The Delhi Khadi Kaushal Vikas Yojana is designed to cover several training areas, including self-employed tailoring, pattern making, fashion clothing production, merchandising, documentation and IT help desk assistance, along with exposure visits. So far, DKVIB has started active training only for the tailoring trade, which also includes Recognition of Prior Learning (RPL) opportunities for people who already have practical sewing skills. DKVIB has said it will extend the scheme to other job roles and traditional occupations over time, to support the wider growth of khadi and village industries.

The scheme offers various benefits to eligible participants, including food during training, skill assessment, certification and identity cards after successful completion of the prescribed programme. Participants undertaking eligible RPL activities can receive sewing machine toolkits. The scheme also promotes digital literacy, product development, branding, market linkages and participation in trade fairs. DKVIB will facilitate e-catalogue development and help trained participants showcase their products through the Open Network for Digital Commerce (ONDC), where applicable, to improve their market reach and earning opportunities.

The training under the Delhi Khadi Kaushal Vikas Yojana will last for 12 days, with participants attending training for 8 hours daily. During the training period, each participant reportedly receives a stipend of ₹400 per day along with a one time meal. Thus, participants may receive a total of ₹4,800 as a stipend over 12 days, subject to the applicable training and payment conditions.

Eligible applicants can apply for the Delhi Khadi Kaushal Vikas Yojana online through its official DKVIB website. Applicants already registered on the e-Shram portal or through a Common Service Centre may also be included through the designated registration process. After submitting the application, applicants should monitor the DKVIB website for selection updates and their assigned training centre's details. Along with this, DKVIB also runs the Delhi Mukhyamantri Swavlamban Rozgar Yojana, a separate loan scheme for artisans and entrepreneurs who want to start or expand their own unit, a natural next step for anyone who completes DKVVY training and wants to go the self-employment route.
