Scheme Introduction: A Brief Overview

The Delhi Solar Muft Bijli Yojana 2026 is a rooftop solar initiative of the Delhi Government designed to help domestic electricity consumers generate solar power and reduce their electricity bills. Under the current programme, eligible domestic consumers with an average monthly electricity consumption of up to 400 units can get rooftop solar installation of up to 3 kW at zero upfront cost, subject to eligibility, technical feasibility, programme availability and the applicable scheme conditions.

The scheme operates alongside the PM Surya Ghar: Muft Bijli Yojana and the Delhi Solar Energy Policy. The Delhi Solar Portal currently provides separate application options for consumers applying under PM Surya Ghar and those applying under the Delhi Solar Energy Policy. Eligible residential consumers can receive the applicable Central subsidy and Delhi Government support, while the exact subsidy depends on the scheme route, sanctioned capacity and conditions applicable to the installation.

The electricity consumption category also determines the benefits available to a household. Consumers using 0–200 units per month can retain their applicable electricity subsidy and receive the benefits available for solar generation and surplus power exported to the DISCOM. Consumers using 201–400 units per month can continue to receive their applicable electricity subsidy, while rooftop solar generation can further reduce their net electricity bill. Consumers using more than 400 units per month are not covered for free installation under the up-to-400-unit provision, although eligible consumers may receive other applicable solar subsidies and incentives.

Applicants need a valid electricity connection and a suitable location for installing the rooftop solar system. The application process includes registration on the Delhi Solar Portal, giving consent for the desired solar capacity, applying for a net meter through the concerned DISCOM, completing technical feasibility and site verification, and getting the solar plant installed through the applicable vendor. Consumers applying under PM Surya Ghar must select a vendor empanelled under the PM Surya Ghar portal for their concerned DISCOM. The Delhi Solar Portal also provides subsidy-status tracking through the consumer's CA Number.

For consumers opting for PM Surya Ghar, the installing vendor is responsible for panel cleaning and all-inclusive Operation and Maintenance for five years, including rectification of faults at the vendor's cost. Rooftop solar consumers can also benefit from net metering, under which surplus generation can be exported to the grid. The Delhi Solar Energy Policy provides additional Generation-Based Incentives for eligible consumers based on solar generation.

The Delhi Solar Portal began accepting solar applications from 21 September 2026 at 2:30 PM. The current programme information provides for benefits on a first-come, first-served basis for the specified target of 2,20,000 eligible consumers, with the scheme period shown up to 28 February 2027. Applicants should complete the registration and subsequent application formalities within the applicable period and subject to availability of the targeted installations.

Scheme Benefits

The Delhi Solar Muft Bijli Yojana helps eligible residential consumers install rooftop solar systems and reduce their electricity expenses. The scheme provides different benefits based on the consumer's average monthly electricity consumption and the applicable rooftop solar support.

• Free rooftop solar installation of up to 3 kW at zero upfront cost for domestic consumers with average monthly consumption up to 400 units.
• Combined Central and Delhi Government subsidy of up to ₹1.56 lakh for an eligible 3 kW residential system.
• Consumers using 0–200 units/month can retain their eligible electricity subsidy, receive a 50% energy-saving incentive and get payment for surplus solar power exported to the DISCOM.
• Consumers using 201–400 units/month can continue to receive their existing electricity subsidy of up to ₹800/month, subject to applicable rules.
• Consumers using more than 400 units/month can avail the enhanced Delhi capital subsidy of up to ₹78,000, subject to eligibility.
• Group Housing Societies and RWAs can receive Central and Delhi Government subsidies for solar installations in common areas.
• Eligible consumers can receive Generation-Based Incentives (GBI) under the Delhi Solar Energy Policy.
• Consumers can export surplus solar electricity to the grid through net metering and receive applicable bill credits/payment.
• The installing vendor provides 5 years of free maintenance, including rectification of faults, at no extra cost to the consumer.
• Residential solar systems up to 10 kW are eligible for waiver of application and registration charges.
• Consumers can access applicable zero-upfront-cost financing options through participating financial institutions.

Note: The actual subsidy, electricity bill savings and other benefits depend on the sanctioned solar capacity, electricity consumption, applicable tariff, technical feasibility and the rules applicable to the consumer.

The Delhi Solar Muft Bijli Yojana combines the Central Government's PM Surya Ghar: Muft Bijli Yojana subsidy with the enhanced Delhi State Capital Subsidy for eligible rooftop solar installations. The subsidy available to a consumer depends on the solar capacity, electricity consumption, category of consumer and applicable scheme conditions.

Eligibility Requirements

• The applicant must be a residential electricity consumer in Delhi.
• The applicant must have a valid residential electricity connection with the concerned DISCOM.
• Consumers with an average monthly electricity consumption of up to 400 units can get free rooftop solar installation of up to 3 kW, subject to applicable conditions.
• The applicant must have a suitable rooftop or other eligible installation area for the solar plant.
• The proposed solar installation must meet the technical feasibility and DISCOM approval requirements.

Steps to Apply

Eligible domestic electricity consumers can apply for the Delhi Solar Muft Bijli Yojana 2026 online through the official Delhi Solar Portal. The application process involves registration, providing electricity connection details, giving consent for rooftop solar installation, completing technical verification and obtaining the required net-metering connection.

1. Visit the official Delhi Solar Portal.
2. Select "Apply Under Delhi Solar Energy Policy" or "Apply Under PM Surya Ghar Yojana", as applicable.
3. Give online consent to your concerned DISCOM for the desired solar capacity, up to 3 kW. You can also scan the QR/barcode provided on the official scheme flyer to submit your consent.
4. Apply for a net meter connection through the concerned DISCOM portal.
5. If you are claiming the PM Surya Ghar subsidy, select a vendor empanelled under the PM Surya Ghar portal for your concerned DISCOM.
6. Allow the empanelled vendor to complete the site verification and technical feasibility assessment.
7. After feasibility approval, get the rooftop solar plant installed by the selected vendor.
8. After commissioning, the concerned DISCOM will complete the net meter installation.
9. Track the applicable solar subsidy through the prescribed process and pay the balance consumer contribution, if applicable, under the selected scheme model.
