Description
The Allahabad High Court is one of the largest High Courts in the country and has a very large community of young advocates, including first-generation lawyers who do not have family chambers, established senior advocates or inherited professional infrastructure to support their initial years of practice.
While the present chamber-allotment system is a welcome step, greater institutional support is required to ensure that young advocates also receive a genuine opportunity to establish their independent practice. Seniority-based allotment and existing institutional arrangements can make it extremely difficult for newly enrolled and first-generation advocates to obtain a dedicated professional workspace.
I respectfully propose the creation of a Young Advocates Chamber/Workspace Scheme at the Allahabad High Court, with a separate quota or pool of chambers/consultation seats reserved for advocates in the initial years of practice. Such facilities may be provided on a shared or individual basis at nominal rent, with basic furniture, electricity, internet, computer/printer and legal-research facilities.
The Government of Uttar Pradesh and the High Court may also consider a Young Budding Lawyers Assistance Scheme providing financial and infrastructural assistance during the first 5 years of practice. This would particularly benefit first-generation advocates who do not have an established family chamber or senior professional support.
Further, wherever legally permissible, opportunities for Young Government Counsel, Assistant Government Advocates and prosecutorial assignments should be created through transparent, merit-based selection so that capable young advocates can develop professional experience rather than being excluded solely because of lengthy experience requirements.
The objective should not be to take away facilities from senior advocates, but to ensure that the next generation of advocates also has a pathway to grow. A young advocate who receives an opportunity today can become an independent and successful member of the Bar tomorrow.
“Senior advocates have earned their place at the Bar; young first-generation advocates deserve a fair opportunity to build theirs.”
