Scheme Introduction: A Brief Overview

Goa Deen Dayal Swasthya Seva Yojana (DDSSY) is the flagship health insurance scheme of the Government of Goa that aims to provide affordable and accessible healthcare to the state's resident population. The scheme was introduced in December 2016 and is implemented by the Directorate of Health Services (DHS). It enables eligible families to receive cashless hospitalization for approved medical and surgical treatments at a wide network of empanelled government and private hospitals, helping them avoid large out-of-pocket medical expenses during emergencies.

The Goa Government has now increased the health insurance overage available under DDSSY. Families consisting of up to three members can now receive cashless health insurance coverage of up to ₹4 lakh per year, increased from the earlier ₹2.5 lakh. Families with four or more members can now receive coverage of up to ₹6 lakh per year, increased from the earlier ₹4 lakh. No family can claim more than ₹6 lakh under the scheme in a year.

The insurance amount can be utilized either by a single family member or collectively by multiple members during the policy period. The scheme covers 447 approved secondary and tertiary medical and surgical procedures and also provides additional financial assistance for medicines required to manage selected chronic diseases such as diabetes and hypertension. Beneficiaries can also access high-end diagnostic tests, mental health services, and certain Ayurveda treatments as notified under the scheme.

The Deen Dayal Swasthya Seva Yojana has been designed to cover the entire resident population of Goa on a family basis. Any person who has been residing in Goa for at least five years can apply for registration, provided they meet the prescribed eligibility conditions. Government employees and their families are not covered under DDSSY because they are already entitled to medical reimbursement under a separate government healthcare mechanism. To encourage wider participation, the government has kept the registration fee nominal and also provides a 50% concession on the registration and renewal fee for eligible OBC (Non-Creamy Layer), SC, ST and differently-abled applicants, subject to submission of the prescribed documents.

Registration and renewal of the Deen Dayal Swasthya Seva Yojana card can be completed through the Goa Online Portal or by visiting the designated DDSSY registration centres. Applicants are required to submit self-attested supporting documents, pay the applicable registration fee and complete the verification process. Once approved, beneficiaries receive a DDSSY card that enables them to avail cashless treatment at empanelled hospitals. Existing beneficiaries must renew their card for every policy period to continue receiving uninterrupted healthcare benefits under the scheme.

Eligibility Requirements

  • Applicant must be a resident of Goa for at least 5 years.
  • The scheme covers the entire resident population of Goa.
  • Registration is allowed only on a family basis.
  • A family includes:
    • Eligible person
    • Spouse
    • Unmarried children
    • Dependent parents
    • Dependent parents-in-law (for female applicants)
  • A registered family cannot be divided into separate family units.
  • Government employees and their families are not eligible under DDSSY.
  • OBC (Non-Creamy Layer), SC/ST and Differently Abled applicants are eligible for a 50% concession on the registration/renewal fee.
  • OBC applicants claiming the concession must have an annual family income below ₹6 lakh.

Required Documents

  • All uploaded documents must be self-attested.
  • Aadhaar Card / Aadhaar Enrolment Acknowledgement Slip of every family member above 5 years of age (Mandatory).
  • Residence Proof of the eligible person issued at least 5 years ago in Goa. Any one of the following:
    • Passport
    • Residence Certificate
    • Voter ID Card
    • Driving Licence
    • Aadhaar Card (issued at least 5 years ago with visible issue date, wherever applicable)
  • Ration Card to establish the family.
  • If the applicant does not have a Ration Card, submit the following documents, as applicable:
    • For Spouse (any one):
      • Marriage Certificate
      • Birth Certificate of Child
      • Passport
      • Voter ID Card (with spouse's name mentioned)
    • For Dependent Child:
      • Birth Certificate
      • School Leaving Certificate
    • For Dependent Parents / Parents-in-law:
      • Declaration stating that the parent(s) / parents-in-law are not employed.
  • For OBC (Non-Creamy Layer) Applicants:
    • Caste Certificate issued by the Deputy Collector.
    • Income Certificate issued by the Deputy Collector/Mamlatdar showing annual family income below ₹6 lakh.
  • For SC/ST Applicants:
    • Caste Certificate issued by the Directorate of Tribal Welfare or the Deputy Collector.
  • For Differently Abled Applicants:
    • Disability Certificate issued by the Medical Board, or
    • Disability Identity Card issued by the Directorate of Social Welfare.

DDSSY Registration Fee

Applicants must pay a one-time registration fee while applying for a new DDSSY card. The registration fee depends on the number of family members included in the application.

  • ₹200 for families with up to 3 members.
  • ₹300 for families with 4 or more members.
  • 50% concession on the registration fee is available for eligible OBC (Non-Creamy Layer), SC, ST and Differently Abled applicants, subject to submission of the prescribed documents.

How to Renew Your Goa DDSSY Card?

DDSSY beneficiaries must renew their card for every policy period to continue receiving cashless treatment at empanelled hospitals. Existing cardholders can renew their DDSSY card online through the Goa Online Portal by completing the renewal application, paying the applicable fee, and submitting updated documents, if required.

  • Visit the official Goa Online portal and log in to your account.
  • Go to Services → All Services → DDSSY → Deen Dayal Swasthya Seva Yojana (DDSSY) Renewal.
  • Enter your DDSSY Card Number and search for your member details.
  • Generate and verify the OTP sent to your registered mobile number.
  • Update the required information, if any changes are needed.
  • Upload supporting documents if renewing with updated details.
  • Pay the applicable renewal fee online.
  • Save the acknowledgement number for future reference and application tracking.
  • If the application is marked for compliance, submit the required documents within the prescribed time to avoid rejection.
  • After successful verification and approval, the renewed DDSSY card will become valid for the new policy period.

Note: Only existing DDSSY cardholders can renew their card. Renewal is mandatory to continue availing cashless treatment at empanelled hospitals during the new policy period.
