Scheme Introduction: A Brief Overview

Starting a business, continuing higher education, or arranging suitable equipment can be financially challenging for persons with disabilities. To make affordable institutional credit more accessible, the Government of India provides concessional financial assistance through the Divyangjan Swavalamban Yojana (DSY). The scheme provides loans of up to ₹50 lakh for eligible purposes, including self-employment and income-generating activities, higher education, vocational or skill development, and the purchase or modification of assistive devices and equipment. For self-employment, the interest rate ranges from 5% to 9% per year depending on the loan amount, while eligible education loans are available at 4% per year. The assistance is channelled through authorised implementing agencies rather than being provided as a direct cash grant to beneficiaries.

The scheme is implemented by the National Divyangjan Finance and Development Corporation (NDFDC), a Government of India company functioning under the Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice and Empowerment. NDFDC provides concessional financial assistance through State Channelizing Agencies, selected Public Sector Banks, Regional Rural Banks and other organisations authorised to channel its funds. The scheme is intended to support the economic and overall empowerment of persons with disabilities by helping them undertake suitable income-generating activities, pursue education and improve access to disability-friendly equipment and facilities.

To get a self-employment loan, the applicant must be an Indian citizen with at least 40% disability and meet the prescribed age conditions. The general age requirement is above 18 years, with a separate provision for persons with intellectual disabilities. There is no age condition for education loans. A Unique Disability ID (UDID) number is required, and the applicant must be able to undertake the proposed activity and meet the requirements of the implementing agency.

The loan can be used to start or expand eligible income-generating activities such as agriculture and allied activities, business, services, transport and professional work. It can also support higher education after Class 12, including eligible undergraduate, postgraduate, professional, ITI, diploma and skill-development courses. Financing is also available for assistive devices and for customising, retrofitting or modifying machines, equipment and vehicles to make them disability-friendly.

Eligible beneficiaries can get a loan of up to ₹50 lakh. Self-employment loans carry simple interest of 5% to 9% per year, while eligible education loans are available at 4% per year, up to ₹50 lakh. The actual loan amount and repayment schedule are decided by the implementing agency based on the approved purpose, project requirement and repayment capacity. The repayment period can generally extend up to 10 years.

Persons with disabilities may also need support beyond concessional credit. Readers looking for healthcare-related assistance can explore the Niramaya Health Insurance Scheme, which provides health insurance support to eligible persons with specified disabilities. Together, such schemes can help address different financial and support needs of Divyangjan.

Scheme Benefits

The Divyangjan Swavalamban Yojana provides affordable credit to eligible persons with disabilities for self-employment, education and other approved needs. The main benefits available under the scheme are:

  • Financial assistance is available for eligible vocational, technical and skill-development courses, including ITI and diploma courses.

  • Eligible expenses for converting vehicles, machines or equipment into a disability-friendly mode can also be financed.
  • A 1% interest rebate is available on eligible self-employment loans up to ₹50,000 for women with disabilities and specified other categories of persons with disabilities, as provided under the scheme.
  • The repayment period for applicable loans can extend up to 10 years, with the exact schedule decided by the implementing agency.
  • There is no prepayment charge when the beneficiary repays the loan before the end of the sanctioned tenure, subject to the scheme conditions.

The actual loan amount sanctioned depends on the requirement of the proposed activity, project cost, repayment capacity and assessment by the concerned implementing agency. The ₹50 lakh amount is therefore the maximum permissible limit, not a guaranteed amount for every applicant.

What Can the DSY Loan Be Used For?

The loan is not limited to starting a new business. Eligible beneficiaries can use the financial assistance for a range of activities that support employment, income generation, education and greater independence. Depending on the loan category, the assistance can be used for:

  • Starting or expanding an eligible self-employment or income-generating activity.

  • Customisation or retrofitting of machines and equipment to make them suitable for persons with disabilities.

The proposed activity or expenditure must fall within the purposes permitted under the scheme and meet the requirements of the concerned implementing agency.

Required Documents

Applicants need to submit documents that establish their identity, disability status and eligibility for the proposed loan. The exact document list may vary depending on the loan purpose and the implementing agency. Generally, applicants should keep the following documents ready:

  • Unique Disability ID (UDID) card or UDID details
  • Disability certificate, where required by the implementing agency
  • Proof of identity, such as Aadhaar Card or another accepted identity document
  • Proof of address or residence
  • Age proof
  • Recent passport-size photographs
  • Bank account details or other banking documents as required
  • Project report or details of the proposed business or income-generating activity, for self-employment loans
  • Course admission or fee-related documents, for education loans
  • Quotation or cost estimates for equipment, vehicles, assistive devices or other items being financed, where applicable

Applicants should confirm the latest document checklist with the concerned implementing agency before submitting the application, as additional documents may be required depending on the type and amount of loan.

Steps to Apply

Applying for a Divyangjan Swavalamban Yojana loan involves two main parts: submitting the loan intent online and then completing the document verification and loan processing with the concerned implementing agency. Follow these steps to make the process easier:

  • Start by opening the NDFDC How to Obtain Loan page. This page provides the current information on State Channelizing Agencies (SCAs), Public Sector Banks (PSBs), Regional Rural Banks (RRBs) and the online loan-intent facility.
  • Check the implementing agency available for your State or Union Territory. NDFDC provides loans through State Channelizing Agencies and also through selected PSBs and RRBs. The official page provides an Agency Details option where applicants can check the relevant agency and contact information.
  • Once you know the appropriate agency, use the NDFDC Loan Application to submit your loan intent online. The same facility is also available through the NDFDC Mobile App.
  • Enter the required details in the loan-intent form and provide information about the purpose for which the loan is required, such as self-employment, education or another eligible activity.
  • After submitting the online loan intent, do not consider the process complete. NDFDC specifically requires the applicant to submit the necessary documents to the nearest concerned SCA, RRB or PSB, as applicable.
  • Keep the required documents ready before approaching the implementing agency. These may include UDID and disability-related documents, identity and address proof, photographs, project or course-related documents and other papers required for the particular loan.
  • The concerned implementing agency will examine the application, proposed activity, financial requirement and other applicable conditions before processing the loan. The final loan amount and repayment schedule depend on the assessment and sanction by the concerned agency.
  • If you need help identifying the correct agency or understanding the application process, contact NDFDC through its official support channels or use the agency details provided on the NDFDC website.

Applicants should use the latest information available on the NDFDC website before submitting their documents, as implementing agencies, forms and procedural requirements may change. The current NDFDC loan page also provides links for downloading the loan application form and document checklist where applicable.

Repayment of Divyangjan Swavalamban Yojana Loan

Once the loan is disbursed, the beneficiary has to repay it according to the schedule fixed by the concerned implementing agency. The repayment period can generally extend up to 10 years, depending on the type and purpose of the loan.

  • Self-employment loans can generally be repaid over a period of up to 10 years from the date of disbursement.
  • The implementing agency decides the instalment amount and repayment schedule based on the loan and approved activity.
  • Education loans follow the repayment terms applicable to the sanctioned education loan.
  • The beneficiary must pay the instalments within the due dates specified by the implementing agency.
  • No prepayment charge is applicable when the beneficiary repays the loan before the scheduled end of the loan period, subject to the scheme conditions.
  • If the beneficiary dies during the loan period, interest is waived from the date of death, subject to the prescribed conditions and required documents.

Other Loan Conditions

The amount and terms of the loan are decided after the implementing agency assesses the applicant's requirement and proposed activity. Therefore, getting eligible for the scheme does not automatically mean that the applicant will receive the maximum loan of ₹50 lakh.

  • The maximum loan limit is ₹50 lakh, but the sanctioned amount depends on the actual requirement of the approved activity or project.
  • The loan may be provided as a term loan or working capital loan, depending on the approved purpose.
  • The applicant's repayment capacity and the viability of the proposed activity may be considered while deciding the loan amount.
  • Security or collateral requirements may vary according to the rules of the concerned State Channelizing Agency, bank, RRB or other authorised implementing agency.
  • Assets purchased or created with the loan may need appropriate insurance as required under the scheme or by the implementing agency.
  • The loan amount must be used only for the purpose for which it has been sanctioned.
  • The beneficiary must comply with the loan terms and conditions prescribed by the concerned implementing agency.
  • Applicants should confirm the latest loan conditions and documentation requirements with the concerned implementing agency before accepting the loan.
