Scheme Introduction: A Brief Overview

Gujarat Dr. Ambedkar Awas Yojana is an important state-level housing assistance scheme implemented under the Social Justice and Empowerment Department of the Government of Gujarat. Its primary objective is to provide financial assistance to economically weaker Scheduled Caste families, particularly families living below the poverty line or those without a house, to construct a permanent and safe home. Through the Dr. Ambedkar Awas Yojana, the government seeks to provide eligible families with financial support for house construction and help them access better living conditions and secure housing facilities.

Under the scheme, the housing assistance provided for construction on an individual basis is known at the departmental level as BCK-50. The scheme is applicable in both rural and urban areas and provides financial assistance in installments to economically weaker Scheduled Caste families, particularly those who are homeless, living in kutcha houses, or have an open plot for house construction. The Gujarat Dr. Ambedkar Awas Yojana also provides for convergence with other relevant government schemes, such as the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and the Swachh Bharat Mission, which may provide additional benefits in rural areas.

In recent years, significant amendments have been made to the Gujarat Dr. Ambedkar Awas Yojana. The housing assistance provided to eligible beneficiaries has been increased from ₹1,20,000 to ₹1,70,000. Thus, beneficiaries receive ₹50,000 more assistance than before. This increased assistance is applicable from the financial year 2025-26. Instead of being paid as a lump sum, the assistance is released in four installments based on the progress of house construction. The first installment is released with the administrative approval, the second installment after completion up to the plinth level, the third installment after roof casting, and the fourth installment after completion of the house along with the toilet.

The application process is primarily conducted online. Interested eligible applicants can register and apply for the scheme through the official e-Samaj Kalyan Portal of the Social Justice and Empowerment Department. The assistance is released after verification of the different stages of construction.

In addition, the Central Government operates a national housing scheme known as Pradhan Mantri Awas Yojana (PMAY) – Housing for All, which includes PMAY-Gramin for rural areas and PMAY-Urban for urban areas. Benefits of the Scheme

The scheme provides financial assistance to eligible Scheduled Caste beneficiaries for individual house construction. The 2025 Government Resolution is the key official source for the revised assistance amount and payment structure. It also provides for convergence with other government schemes for certain additional housing-related facilities.

• Housing Assistance: ₹1,70,000 to each eligible beneficiary.
• Mode of Payment: Financial assistance is provided through the DBT system/DBT Portal.
• Number of Installments: Four installments based on different stages of construction.
• First Installment: ₹30,000 after the administrative approval order.
• Second Installment: ₹80,000 after completion of construction up to the plinth level.
• Third Installment: ₹50,000 after completion of the roof-cast level.
• Fourth Installment: ₹10,000 after completion of the house along with the toilet.
• Toilet Assistance: Eligible beneficiaries who have not previously received toilet assistance under the Swachh Bharat Mission may receive ₹12,000 under the programme, subject to the applicable conditions.
• Convergence with MGNREGS: The Resolution provides for 90 days of employment at the rate of ₹288 per day, amounting to a total of ₹25,920. An MGNREGS Job Card is mandatory to receive this benefit.
• Convergence with Other Schemes: Subject to the conditions of the respective schemes, beneficiaries are to be linked with drinking water facilities under Tap Water/Jal Jeevan Mission, LPG connections under the Ujjwala scheme, and electricity-related benefits under the UJALA scheme.

Under the revised payment structure, financial assistance is released in the following stages according to the progress of house construction. 

Eligibility Requirements

Separate eligibility provisions are specified for rural and urban areas under the Dr. Ambedkar Awas Scheme.

For Rural Areas

• Beneficiaries of the Indira Awas Yojana who fulfil the other applicable conditions of the Dr. Ambedkar Awas Yojana can receive assistance under the scheme.
• An annual income limit of ₹47,000 for rural areas.

For Urban Areas

• The beneficiary must belong to the Scheduled Caste category.
• The webpage mentions categories such as widows, persons with disabilities, deserted women, and labourers.
• Wherever applicable, BPL beneficiaries are given priority.
• The beneficiary's annual income must not exceed ₹68,000.
• The beneficiary must have their own plot or a temporary mud house.

Online Application Process

Applicants can follow the steps below to apply for the Dr. Ambedkar Awas Yojana:

1. Visit the official e-Samaj Kalyan Portal.
2. New users should select the Register Yourself option and complete the registration process.
3. After registration, log in to the account through Login & Update Profile and complete the required profile information.
4. Select the relevant scheme from the available schemes.
5. Fill out the online application form and upload the documents requested by the portal.
6. Carefully check all the details before submitting the application.
7. Submit the application and save the reference number for future reference.

Approval and Payment

The department approves applications within the sanctioned number of beneficiaries and the approved budget provision.

• After the administrative approval order is issued, the beneficiary receives the first installment of ₹30,000.
• The second installment is released after completion of construction up to the plinth level, the third installment after roof casting, and the fourth installment after completion of the house along with the toilet.
• The installments under the scheme are paid through the DBT system/DBT Portal.
• The scheme also provides for social audit and third-party verification to monitor the implementation of the work.

1. First, visit the e-Samaj Kalyan Portal.
2. On the homepage, click on the Your Application Status tab.
3. Enter your application number and date of birth, and submit the details.
4. The application status will then be displayed on the screen.

Urban Housing Component: BCK-51

Along with BCK-50, the Directorate of Scheduled Caste Welfare lists BCK-51 - Financial Assistance for Housing in Urban Areas (Dr. Ambedkar Awas Scheme) as a separate urban housing assistance component.

• It provides housing assistance to eligible Scheduled Caste beneficiaries in urban areas, particularly those who are houseless or require housing support.
• The annual income limit for BCK-51 is ₹6,00,000.
• A ₹45,000 subsidy is provided under the scheme.
• The scheme is implemented through agencies such as the Gujarat Housing Board, Housing Board, Slum Clearance Board, and other relevant agencies.
