Scheme Introduction: A Brief Overview

  • In order to promote Goat and Sheep husbandry, the state government of Haryana has announced a scheme called the "Mukhyamantri Bhed Bakri Palak Utthan Yojana".
  • Under the scheme, the government provides a 100% backend subsidy for the establishment of a Goat and Sheep husbandry unit.
  • The primary objectives of the scheme are to generate self employment opportunities and to upgrade and develop germplasm through the establishment of these units.
  • Unemployed individuals from weaker sections of society have the opportunity to increase their income through this initiative.
  • The animal husbandry department will assist these individuals to establish the sheep and goat husbandry units.
  • Individuals from SC/BPL/Widow and landless General, OBC, and other category families are eligible for the scheme.
  • Apart from the subsidy, the scheme also offers health insurance, free vaccination, and treatment to established unit animals.
  • However, health insurance coverage is subject to the availability of livestock insurance schemes.
  • If no such scheme is in operation, the beneficiary needs to insure their animals at their own expense, including premium amount.
  • Beneficiaries selected under the Mukhyamantri Bhed Bakri Palak Utthan Yojana, will receive a training of 11 days from the department.
  • The announced scheme is also known as "Mukhyamantri Bhed Bakri Palak Utthan Scheme" or "Chief Minister Bhed Bakri Palak Uthan Scheme".
  • The Animal Husbandry and Dairying department of Haryana is the nodal authority, whereas Haryana Livestock development board (HDLB) is the implementing agency of the scheme.
  • The government aims to establish a total of 572 Goats and Sheep's units (286 each) during the year 2024-25.
  • The breed to be purchased under the Mukhyamantri Bhed Bakri Palak Utthan Yojana are : -
    • Goat: Beetal, Jamanapari, Sirohi, or any other indigenous breed
    • Sheep: Gaddi, Nali, Marawari, or any other Non indigenous breed.
  • The minimum age of both male and female goat and sheep to be purchased under the scheme should be between 12 and 18 months.
  • The unit to be established under the scheme should consist of ten females and one male of Goat or Sheep.
  • Initially, the beneficiary has to pay a margin money of 25% for the unit that would be Rs 17,500/- per unit.
  • Upon submitting the proof of payment, the authority will credit the margin money amount to the beneficiary bank account.
  • The remaining subsidy amount which is 75% of the unit will be credited to the seller bank account after the purchase.
  • Unemployed individuals in the age group of 18 to 55 years are eligible for the scheme.
  • Eligible applicants can submit the Mukhyamantri Bhed Bakri Palak Utthan Yojana application online through Saral Haryana Portal.
  • Alternatively, its applications can be submitted offline through Common Service Centres, Antyodaya Kendra, Atal Sewa Kendra, and e-Disha Centres.
  • Selection for the Mukhyamantri Bhed Bakri Palak Utthan Yojana will be on a first come first serve basis.

Eligibility Requirements

  • The benefits of Mukhyamantri Bhed Bakri Palak Utthan Yojana are available to applicants who meet its following eligibility guidelines : -
    • Applicants must be domiciled residents of Haryana.
    • Applicants' age should be between 18 and 55 years.
    • Possession of a Parivar Pehchan Patra (PPP) is mandatory.
    • No minimum education qualification is required.
    • Preference will be given to trained beneficiaries.
    • Only individual applicants are eligible.
    • Applicants must not avail the scheme benefit previously.

Ineligibility Criteria of scheme

  • Applicants with the below mentioned eligibility criteria will not be considered eligible for the scheme : -
    • Applicants without Parivar Pehchan Patra (PPP).
    • Applicants employed in the Private Sector/Govt/Semi Govt. department.
    • Applicants from a group/firm or organization are not eligible.

Key Features of the Scheme

  • Only individuals applicants are eligible for Mukhyamantri Bhed Bakri Palak Utthan Yojana.
  • Applications from any group/firm/organization will not be considered.
  • The authority will share the date and venue for purchasing livestock units.
  • Veterinary surgeons will issue health certificates or purchase receipts for the animals.
  • Insurance facilities will be provided only if the state government operates livestock insurance schemes.
  • Otherwise, beneficiaries have to arrange insurance of their own.
  • The total cost required for establishing a unit of 10 female and 1 male (Sheep/Goat) is Rs 70,000/-.
  • It includes Rs 60,000/- for 10 females (Goat/Sheep) and Rs 10,000/- for one male Sheep/Goat.
  • The units established under the scheme will be verified by the team formed by the authority.
  • Upon verification, the concerned Semen Bank officer will release the subsidy amount.
  • If the number of applications exceeds the expectation, then the beneficiary will be selected on the following parameters : -
    • BPL applicants belonging to SC families.
    • BPL applicants from other categories.
    • Widow led families applicants.
    • Application received from Landless UR, BC, and other category families.
    • Applicants whose family members are not employed in Govt/Semi Govt jobs.
    • Families with no livestock but possess facilities for rearing sheep and goats.
    • Applicants trained in Sheep and goat rearing.
