i belong to mp but i studied in Rajasthan but i don't get any benefit of government from both side

i belong to mp and i studied from Rajasthan. I'm very good in studies but i don't get any benefit of government from both side neither Rajasthan nor madhya pradesh because they ask where you live and their state board and they give opportunity to their state one only then why I don't get opportunity from my state because of i don't study in their state
