Jobs through Employment Offices

I am a PhD holder in English since 2014. Registered in Theni District Employment Office (upto Undergraduate) and Madurai District Employment Office (Masters and PhD) in 2016. Renewal has been done three times every once after 3 years. Is it possible to get a job through Employment Offices as trust in TRB is left with no fruit?
