Scheme Introduction: A Brief Overview

The Government of Jammu and Kashmir runs the Jammu and Kashmir Free Bus Scheme for Women, an initiative of the Transport Department, Government of Jammu and Kashmir. Under which every female passenger in the Union Territory can travel free of cost in government-owned public transport. The facility covers JKRTC buses as well as Smart City buses, including the e-bus services operated through Jammu Smart City Limited and Srinagar Smart City Limited. The service was introduced from 1 April 2025 to make public transport more accessible and affordable for women.

The scheme is officially referred to as “Free Bus Service (JKRTC and Smart City Buses) for Female Passengers in the UT of J& K. It has also been publicly promoted by the Jammu and Kashmir Government as the J&K Zero-Ticket Travel Initiative, under which eligible female passengers can use the notified bus services without paying the regular fare. The initiative applies to the public transport services covered by the government’s arrangement and is intended to provide women with easier access to government-operated bus services for their regular travel needs.

Unlike schemes that provide financial assistance directly to beneficiaries, this initiative offers its benefit in the form of fare-free travel. Women do not receive money in their bank accounts under the scheme, and there is no separate cash subsidy or reimbursement mechanism specified for individual passengers. Instead, the applicable bus fare is waived when women use the government-owned transport services covered under the initiative. This makes the scheme a public-transport benefit rather than a direct financial assistance programme.

There is no separate online application or registration process for Free Bus Service for Women in J&K. Women can visit a JKRTC bus stand or bus stop, board an eligible JKRTC bus operating in the Union Territory of Jammu and Kashmir, and travel without paying the bus fare. In a similar initiative, the Jammu & Kashmir Transport Department has also introduced the Jammu & Kashmir GoFree Bus Service Scheme, which provides free bus travel for differently-abled persons (PwDs) on JKRTC buses and Smart City e-Buses across the Union Territory.

The Jammu and Kashmir Free Bus Travel for Women provides a fare-free public transport facility to female passengers on the services covered by the government order.

• Free bus travel: Female passengers can avail free ridership on the government-owned public transport covered under the order.
• JKRTC buses: The order covers the J&K Road Transport Corporation's bus services.
• Smart City buses: The notified service also covers Smart City buses operating under the arrangement specified by the government.
• No cash application: The benefit is provided in the form of fare-free travel rather than a monetary payment.
• No separate subsidy claim: The order does not prescribe reimbursement or a separate claim process for passengers.

Eligibility Requirements

The official order for the Jammu and Kashmir Free Bus Scheme for Women uses the broad category of female passengers and does not set out additional beneficiary conditions.

• The passenger must be female.
• The service is notified for the Union Territory of Jammu and Kashmir.
• The passenger must use the government-owned public transport services covered by the order.
• No separate age limit, Income, or category is prescribed under the scheme.
• The order does not prescribe a separate domicile certificate requirement.

Transport Not Specifically Covered

• The notification specifically identifies government-owned public transport and the JKRTC/Smart City services covered by the order.
• It does not notify a free-fare benefit for private buses or private minibuses. Therefore, private transport should not be presented as covered under this government order.

Required Documents

Under the Free Bus Service for Women in J&K, women do not have to submit any form or certificate to avail the benefit. The concerned authority has not yet released any official list of mandatory identity documents for this scheme.

• However, women can carry any valid photo identity card while travelling to avoid inconvenience if the bus staff asks for identification.

Application Process

The Jammu and Kashmir Free Bus Service for Women does not have an application process. The government extends the benefit automatically to every female passenger. Here is how a woman can use the facility.

How to Avail Free Travel in JKRTC Buses

Women can use the free travel facility in JKRTC buses running within the Union Territory. Follow these points:

• Go to the nearest JKRTC bus stand or bus stop.
• Board any JKRTC bus that runs within the UT of Jammu and Kashmir.
• Travel without paying any fare, as the government has sanctioned free ridership for all female passengers.
• Contact the JKRTC helpline if any staff member asks you to pay a fare.

How to Avail Free Travel in Smart City E-Buses

Jammu Smart City Limited and Srinagar Smart City Limited run e-buses in their cities. Follow these points:

• Find the Smart City e-bus stop nearest to you.
• Board the Smart City e-bus at the designated stop.
• Travel free of cost as per the Government Order.
