Scheme Introduction: A Brief Overview

The Kerala She Scooter Scheme is a state government initiative that helps fisherwomen buy an electric scooter of their own. It was announced in the Kerala state Budget and is implemented by the Society for Assistance to Fisherwomen, better known as SAF. SAF is an agency working under the Department of Fisheries, Government of Kerala. Beneficiaries selected under the Kerala She Scooter Scheme will receive a grant of 75% of the cost of an electric scooter, subject to a maximum of ₹1 lakh.

The She Scooter scheme exists to solve a daily problem faced by thousands of women in Kerala's coastal belt. Women who sell fish must travel long distances every day to reach their customers. Most of them depend on buses and other public transport while carrying heavy baskets of fish. The state already supports women's mobility through the Keralam Free KSRTC Bus Travel Scheme for Women, but fish vending has its own demands. This work is slow, tiring, and limited to routes that public transport covers. A scooter of their own removes that barrier.

The scheme covers eligible women from fisherfolk families registered in the Fisherfolk Family Register (FFR) as well as eligible SAF Activity Group beneficiaries. It sits alongside other state efforts to build women's self-employment, such as the Keralam Dakshayani Self-Entrepreneurship Assistance Scheme. New beneficiaries must be engaged in fish vending, while the applicant must meet conditions related to residence, education, age, driving licence and two-wheeler ownership. The minimum educational qualification is Class 10, and applicants with higher qualifications are given preference. The scheme also requires eligible applicants to contribute the prescribed beneficiary share towards the scooter purchase.

For new beneficiaries, the applicant must be a permanent resident of a fishing village in Kerala and hold a valid two-wheeler driving licence. The applicant must not already own a two-wheeler and must be aged up to 45 years. Eligible SAF beneficiaries can apply up to the age of 50 years, subject to the conditions prescribed for the SAF category.

Under the SAF category, the Activity Group must have been functioning satisfactorily for at least 5 years and have 2 members. The group must identify the member who will take the electric scooter on its behalf, and the group itself must pay the beneficiary share. The applicant under this category must be the wife, unmarried daughter, or allied worker of an active fisherman.

Applications for the 2026-27 round were invited through the prescribed application form available from the concerned district office, Matsyabhavan and SAF nodal office, as well as through the SAF website. The last date to submit the application was 7 August 2026, and this application deadline has now passed. The scheme has since moved into its implementation phase, with the first phase of She Scooter distribution taking place in October 2026. This first phase covers 100 electric scooters for women engaged in fish vending and eligible SAF beneficiaries.

Eligibility Requirements

The Kerala She Scooter Scheme has separate eligibility conditions for existing SAF beneficiaries and new beneficiaries. Applicants must meet the conditions prescribed for their respective category.

  • The applicant must be a woman belonging to a fisherfolk family included in the Fisherfolk Family Register (FFR).
  • The applicant must be a permanent resident of a fishing village in Kerala.
  • The applicant must have passed Class 10. Preference is given to applicants with higher educational qualifications.
  • The applicant must hold a valid two-wheeler driving licence.
  • The applicant must not own a two-wheeler.

  • The beneficiary share for an SAF group must be paid by the group.

Required Documents

Applicants need to submit the required documents to establish their eligibility for the Kerala She Scooter Scheme. The following documents and supporting details are required as part of the application:

  • Proof of permanent residence in a fishing village in Kerala.
