Scheme Introduction: A Brief Overview

The Educational Assistance Scheme is a welfare initiative introduced by the Karnataka Building and Other Construction Workers Welfare Board under the Department of Labour, Government of Karnataka. The scheme aims to provide financial support to the children of registered construction workers to help them pursue education at various levels.

Under this scheme, financial assistance is provided annually based on the course or standard of study. The assistance ranges from ₹5,000 for pre-matric education to reimbursement of actual tuition fees for premier institutions such as IITs, IIMs, NITs, AIIMS, and similar Government of India institutions.

This scheme supports students from early education (nursery) to higher education, including technical, medical, and postgraduate studies. The amount varies depending on the level of education and course type.

To be eligible, the worker must be a registered construction worker with valid membership at the time of application, and the student must have passed the previous academic year and be enrolled in the current academic year.

The scholarship is disbursed through Direct Benefit Transfer (DBT) via the State Scholarship Portal (SSP). This notification is effective from the academic year 2021–2022.

Note: Only two children of a registered construction worker are eligible for assistance under this scheme.

Eligibility Requirements

  • For Registration as a Construction Worker:
    • The applicant must be a building or construction worker (unorganised worker)
    • The applicant must be at least 18 years of age
    • The applicant must have worked in construction for at least 90 days in a given year
  • For Availing the Scheme:
    • The applicant must be a registered construction worker
    • The worker's membership must be valid at the time of application
    • The student must have passed the previous academic year
    • The student must be enrolled in the current academic year
    • Students pursuing equivalent courses are also eligible
    • Students under National Institute of Open Schooling are eligible for exam fee reimbursement
    • (JRF candidates and certain employed candidates are not eligible for PhD/MPhil assistance)

Steps to Apply

1. Worker Registration

  • Start by visiting the official website of the Karnataka Building and Other Construction Workers Welfare Board. On the homepage, you can check the process in the Registration pdf, after that click on the "Register" option.
  • You will be asked to choose whether you are an existing worker or a new applicant.
  • If you are already registered on the Seva Sindhu portal, select the option for existing Seva Sindhu/E-Karmika workers.
  • Log in by entering the mobile number linked with your Aadhaar and request an OTP. Once you receive the OTP, enter it to verify your identity and proceed.
  • If you are a new construction worker, choose the new registration option. Provide your Aadhaar-linked mobile number and generate the OTP. After entering the OTP and completing verification, you can continue to the next step.
  • After verification, review the instructions and ensure you have all required documents ready before clicking on "Continue."

2. Applying for the Scheme

  • After completing registration, log in using your mobile number and the OTP received.
  • Once logged in, navigate to the "Schemes" section available on your dashboard.
  • From the list of schemes, select the Education Assistance for Construction Workers Scheme.
  • Fill in all the required details accurately and upload the necessary documents as requested. Before submitting, carefully check all the information provided.
  • Finally, accept the declaration and submit your application.

3. Renewal Process

  • To maintain an active registration, you need to renew it periodically.
  • Log in to the portal using your registered mobile number.
  • From your dashboard, select the "Renewal" option.
  • Enter the required details, upload the relevant documents, and review the information thoroughly. Once everything is correct, submit your renewal request.
