About the Scheme

Obtaining education for students with disabilities is not limited to taking admission in a school or college. They also face several additional challenges in continuing their education. Due to weak financial conditions, lack of assistive devices, difficulty in reaching educational institutions, and the absence of modern technological resources, many students discontinue their studies midway. Keeping these challenges in mind, the Government of Madhya Pradesh launched the Mukhyamantri Divyang Shiksha Protsahan Yojana.

The objective of this scheme is not only to provide financial assistance to students with disabilities but also to make them self-reliant by providing the resources required for education. Under the scheme, eligible students are provided with a Laptop or a Motorized Tricycle according to their category of disability, enabling them to access digital education, continue their studies smoothly, and travel conveniently to schools, colleges, or polytechnic institutions.

This scheme has been specially designed for students with Visual Impairment, Hearing Impairment, Intellectual Disability, and Locomotor Disability. Eligibility is determined based on prescribed educational qualifications, the type of disability, and other specified conditions. The scheme is implemented by the Department of Social Justice and Empowerment of Persons with Disabilities, Government of Madhya Pradesh. Later, the Government amended the scheme by removing the condition related to the annual income limit of parents/guardians, enabling a larger number of eligible students with disabilities to avail its benefits.

Benefits of the Scheme

Under the scheme, students are provided assistance according to their category of disability and educational level. The maximum assistance is limited to ₹50,000 per beneficiary. Eligible students receive the following benefits:

Eligibility Criteria

To avail the benefits of the scheme, the applicant must fulfill the following eligibility conditions:

  • The applicant must be a permanent resident of Madhya Pradesh.
  • The applicant must belong to one of the prescribed categories of disabilities.
  • A valid Disability Certificate (UDID/Disability Certificate) is mandatory.
  • Students with Visual Impairment, Hearing Impairment, and Intellectual Disability must have secured at least 50% marks in the previous class.
  • Students with Locomotor Disability must have secured at least 60% marks in the previous class.
  • The student must have taken first-time regular admission to Class 10, Graduation, or Polytechnic (as per the applicable benefit category).
  • For students with Locomotor Disability, inability to walk due to disability in both legs is required. For other prescribed disability categories, a minimum of 40% disability is mandatory.
  • The applicant must be registered on the SPARSH Portal.
  • As per the revised order, there is no annual income limit for parents/guardians.

The following documents may be required while applying for the scheme:

Application Process

Online

If you have not yet completed your disability registration on the SPARSH Portal, follow the steps below before applying for the scheme.

  • Step 1: First, open the official website of the SPARSH Portal.
  • Step 2: On the home page, click on the "Disability Registration" option.
  • Step 3: Scroll down and select the "Register on the Disability Portal" option.
  • Step 4: Enter the Samagra Member ID of the person for whom the registration is to be completed.
  • Step 5: Click on the "Apply Online for Registration" option.
  • Step 6: Carefully verify the member's details displayed on the screen, such as the name, father's/mother's/spouse's name, and other information.
  • Step 7: Enter your UDID (Unique Disability ID) Card Number.
  • Step 8: Click on "Register." The disability details available in the UDID card will be displayed on the screen. Verify all the information carefully.
  • Step 9: Tick the Declaration checkbox.
  • Step 10: Finally, click on the "Complete Registration" button. After successful submission, your disability registration on the SPARSH Portal will be completed.

Note: Disability registration on the SPARSH Portal is mandatory before applying online for this scheme.

How to Apply Online for the Mukhyamantri Divyang Shiksha Protsahan Yojana?

  • After completing registration on the SPARSH Portal, eligible students can apply online for the scheme.
  • Step 1: Log in to the SPARSH Portal using your registered mobile number.
  • Step 2: Select "Mukhyamantri Divyang Shiksha Protsahan Yojana" from the list of available schemes.
  • Step 3: Carefully fill in all the required personal, educational, and disability-related information in the application form.
  • Step 4: Upload the required documents in the prescribed format.
  • Step 5: Review all the information once again.
  • Step 6: Submit the application and keep the application number or acknowledgement receipt safely for future reference.

Offline

If you wish to apply offline, fill out the prescribed application form and submit it along with the required documents to the concerned office in your area.

Applicants residing in rural areas can submit their applications at the following locations:

  • Gram Panchayat
  • Janpad Panchayat
  • Public Service Centre (Lok Seva Kendra)

Applicants residing in urban areas can submit their applications at the following offices:

  • Municipal Corporation
  • Municipality
  • Nagar Parishad

After submitting the application, make sure to collect the Acknowledgement Receipt from the concerned office. This receipt will be useful for checking your application status and for any future assistance.

Post-Application Process & Beneficiary Selection

After the online application is submitted, the concerned authorities verify the application and the uploaded documents. Thereafter, eligible students are selected as per the prescribed procedure.

The selection process is as follows:

  • Step 1: All online applications received through the SPARSH Portal are scrutinized at the district level.
  • Step 2: Applications submitted by school-level students are verified by the Joint/Deputy Director, Department of Social Justice, and the District Education Officer.
  • Step 3: Applications submitted by college and polytechnic students are verified through the officer/institution authorized by the District Collector.
  • Step 4: A list of eligible applicants is prepared and forwarded to the District Collector for approval.
  • Step 5: After approval by the District Collector, selected students are called on the scheduled date for verification of their original documents.
  • Step 6: After successful verification of the original documents, the student is considered the final beneficiary of the scheme.
  • Step 7: Thereafter, eligible students are provided with a Laptop or a Motorized Tricycle according to their eligibility.

Important Conditions of the Scheme

Beneficiaries receiving assistance under the scheme must comply with the following conditions:

  • The Laptop or Motorized Tricycle provided under the scheme cannot be sold or transferred to any other person.
  • After receiving the benefit, the student is required to submit an Undertaking in the format prescribed by the department.
  • If the student discontinues his/her studies midway, the department may recover the cost of the equipment provided as per the prescribed rules.
  • If the Laptop or Motorized Tricycle is damaged or lost due to the negligence of the beneficiary, assistance for the same benefit will not be provided again.
  • The benefit of the scheme shall be available only to students who fulfill the prescribed eligibility conditions.
  • If any incorrect or misleading information is found in the application, the application may be rejected and necessary action may be taken.
  • The original copy of the Undertaking shall remain with the office of the Joint/Deputy Director, Department of Social Justice, while one copy shall remain with the educational institution. If the student leaves the institution during the academic session and takes admission elsewhere, the institution must recover the cost equivalent to the equipment provided before issuing the Transfer Certificate (TC) and deposit the amount with the office of the Joint/Deputy Director.
