Scheme Introduction: A Brief Overview

Mukhyamantri Kaushalya Yojana (MMKY) is a skill development scheme of the Government of Madhya Pradesh, implemented by the Madhya Pradesh State Skill Development & Employment Generation Board (MPSSDEGB), that runs exclusively for women. The State Government fully funds the scheme and offers employment-oriented skill training that follows national standards. Through this scheme, the government wants women in Madhya Pradesh to gain practical, job-ready skills so they can find a job or start their own work.

The State Government launched Mukhyamantri Kaushalya Yojana to bring more women into the workforce and to open doors for them in fields where their presence has remained low. MMKY has four clear objectives: to give women the skills they need for wage employment or self-employment, to increase their participation in non-traditional sectors, to expand their employment opportunities, and to increase women's remuneration levels after training. To meet these goals, the scheme set a physical target of training 2 lakh women every year from 2017-18.

The biggest benefit of MMKY is that the training is completely free, as the State Government bears the entire cost. Courses usually run from 15 days to 9 months (about 100 to 1,200 hours), depending on the trade. After training, the relevant Sector Skill Council issues an NSQF-aligned certificate, which remains valid for jobs in India and abroad. The scheme covers 14 sectors, including apparel, beauty and wellness, IT and ITES, healthcare, food processing, retail and banking, financial services and insurance (BFSI). 

The scheme works through government, semi-government and private training institutions. A woman registers on the official skill development portal with her Aadhaar number, and institutions select candidates online on the basis of merit according to the qualification each course demands. 

MMKY links training with jobs, as at least 70% of trained women must get wage employment or self-employment. In a job, a trainee must earn at least the minimum wage fixed for semi-skilled workers in Madhya Pradesh within three months of completing training. The government pays training providers in four result-based instalments, and the scheme does not give any stipend or DBT cash amount to trainees.

Just like Mukhyamantri Kaushalya Yojana, the Madhya Pradesh Government through MPSSDEGB is also running the Mukhyamantri Kaushal Samvardhan Yojana (MMKSY) for the youth (both men and women) of the state. Under this scheme, free employment-oriented skill training is provided as per national standards, with courses running from 15 days to 9 months, NSQF-aligned certification, and a target of training 2.50 lakh youth every year from 2017-18.

Scheme Benefits

Note: The 70% placement condition applies to the training programme as a whole. It does not guarantee a job to every individual trainee.

Eligibility Requirements

Women who wish to enrol in the Mukhyamantri Kaushalya Yojana must meet the following basic eligibility conditions prescribed under the scheme. 

  • Only women are eligible to apply.
  • Applicants must be at least 15 years old.
  • The applicant must meet the minimum educational qualification prescribed by the Government of India for the selected NSQF course.
  • The applicant must have a valid Aadhaar number for registration.

Interested and eligible candidates must keep the following documents ready to apply for Mukhyamantri Kaushalya Yojana (MMKY):

Steps to Apply

Women can apply for the MMKY only through online registration on the Madhya Pradesh skill development portal. However, the concerned authority has not officially released any fresh application window for 2026. Candidates can follow the steps below and apply once the official registration circular is released or the registration window is activated. The points below explain the registration process and the selection method under MMKY.

Online Registration Process on the Skill Development Portal

  • First, visit the official Skill Development Portal.
  • Click on the option to register a new candidate profile.
  • Fill in the profile form carefully and submit it.
  • Receive your username and password on your registered mobile number and email ID.
  • Log in to the portal with these credentials.
  • Verify your mobile number and email ID.
  • Enter the OTP received on your registered mobile number and email ID.
  • Enter your Aadhaar number and complete Aadhaar authentication.
  • Fill in the remaining details and complete your registration.
  • Download or print the registration receipt for future reference.

Selection and Admission Process

After registration, the selection and training follow this order:

  • Choose the course and check the minimum educational qualification it requires.
  • The institution selects candidates online on the basis of merit, according to the qualification prescribed for each course.
  • Selected candidates report to the allotted training centre.
  • Submit photocopies of your Aadhaar card, Voter ID, caste certificate, and educational certificate at the time of admission.
  • Attend the training batch for the full course duration.
  • Appear in the assessment at the end of the course.
  • After successful assessment, receive your NSQF-aligned certificate from the relevant Sector Skill Council.

Training Institutions Under the Scheme

Three types of institutions can run training programmes under MMKY:

  • Government institutions:
    • ITIs
    • Skill development centres
    • Polytechnics,
    • Engineering colleges
    • Agricultural engineering colleges
    • Colleges of the Higher Education Department.
  • Semi-government institutions: Training providers such as CRISP, IGTR, NIFT, ATDC and Bharat Sanchar Nigam Limited.
  • Private institutions: Experienced private training providers affiliated with a Sector Skill Council.

Post-Training Employment Provision

MMKY sets clear rules for placement and tracking after training:

  • At least 70% of all trained women must get wage employment or self-employment.
  • In wage employment, a trainee must earn at least the minimum wage for semi-skilled workers in Madhya Pradesh within three months of training.
  • For self-employment, the training provider must submit the enterprise registration certificate. If the trainee gets a loan under a government scheme, the provider must submit the sanction letter and bank account details as proof of income.
  • For training through government institutions, MPSSDEGB and the Rozgar Nirman Board handle placement.
  • MPSSDEGB and the Rozgar Nirman Board monitor trainees after placement.
  • NSDC-affiliated training providers track trained women for three months to check whether they remain in gainful employment or run their business profitably.
  • Training providers update each trainee's status and salary or income on the portal at fixed intervals.

Support for Self-Employment

The MMKY also supports women who want to start their own work:

  • MPSSDEGB has set up an Entrepreneurship Development Cell for self-employment.
  • Selected or interested trainees receive special training for self-employment.
  • MPSSDEGB has prepared Detailed Project Reports (DPRs) for different self-employment activities.
  • Training providers regularly file applications under self-employment schemes in the District Level Bankers' Committee meetings.

Certification and NSQF

  • Every trainee receives a certificate that follows national standards after completing the course.
  • The relevant Sector Skill Council takes responsibility for this NSQF-aligned certification.
  • The certificate remains valid for jobs in India and abroad.
  • The National Skills Qualification Framework (NSQF) organises qualifications by levels of knowledge, skill and aptitude.
  • It defines each level in terms of learning outcomes, which a learner can achieve through formal, non-formal or informal learning.
  • As a nationally integrated, quality assurance framework, NSQF links general education with vocational education and training.

Payment Structure for Training Providers

MMKY does not pay any DBT amount to trainees; instead, it pays non-government training institutions in four instalments tied to results, as shown below:
