Scheme Introduction: A Brief Overview

• The Madhya Pradesh Government launched the Samadhan Yojana for electricity consumers in the state on 03-11-2025.
• The primary goal of the scheme is to provide relief to electricity consumers by offering a rebate on pending surcharge amounts.
• The three major power distribution companies in Madhya Pradesh will implement the Samadhan Yojana :-
  • Poorv Kshetra Vidyut Vitaran Company Limited.
  • Pashchim Kshetra Vidyut Vitaran Company Limited.
  • Madhya Kshetra Vidyut Vitaran Company Limited.
• Under this initiative, the government will offer a discount on the surcharge of pending electricity bills, with rebates ranging from 50% to 100%.
• The scheme will run in two phases :-
  • Phase 1 :- 03-11-2025 to 31-12-2025. Consumers who pay the full principal amount of their pending electricity bill during this period can get a rebate of 60% to 100% on the surcharge.
  • Phase 2 :- 01-01-2026 to 28-02-2026. Consumers paying their electricity bills in this phase can avail a rebate of 50% to 90% on the surcharge.
• The government has also introduced a facility to pay electricity bills in six easy installments, allowing consumers to still benefit from the surcharge rebate under the Samadhan Yojana.
• All domestic, non-domestic, commercial, agricultural, and industrial electricity bills that have been pending for more than 3 months are eligible for the surcharge rebate.
• The government estimates that approximately 90 lakh electricity consumers will benefit, with more than Rs. 3,000 crore waived under this scheme.
• To avail the rebate, consumers can either visit their electricity distribution company office or pay the bill online via the official company websites.
• Additionally, consumers can reduce electricity bills further by installing a rooftop solar plant under the Central Government's PM Surya Ghar Muft Bijli Yojana, which provides a subsidy of up to Rs. 78,000.
• For assistance regarding the Samadhan Yojana, consumers can visit their nearest electricity company office or call 1912.

Scheme Benefits

• The Benefit of Rebate will be provided on the Outstanding Electricity Bill.
• If the principal amount of the electricity bill is paid between 03-11-2025 and 31-12-2025, the rebate on the surcharge will range from 60% to 100%.
• If the principal amount is paid between 01-01-2026 and 28-02-2026, the rebate on the surcharge will range from 50% to 90%.
• The highest rebate on the surcharge is available when the electricity bill is paid in one full payment.
• Consumers also have the option to pay the bill in six convenient installments.
• For registration, domestic and agricultural consumers must pay 10% of the pending amount.
• Commercial and industrial consumers need to pay 25% of the pending bill to complete registration.

Eligibility Requirement

• The electricity bill must have been pending for more than 3 months.
• The bill should include a pending surcharge amount.
• Domestic, commercial, agricultural, and industrial electricity bills qualify for the rebate.
• The rebate on the surcharge applies only for payments made between 03-11-2025 and 28-02-2026.

Steps to Apply

• Both, Online and Offline ways are available through which the electricity consumers of Madhya Pradesh can avail the benefit of Samadhan Yojana.

Online Process

• Madhya Pradesh has three main electricity distribution companies.
• The first one is Madhya Kshetra Vidyut Vitaran Company Limited, the second is Poorv Kshetra Vidyut Vitaran Company Limited and the third is Pashchim Kshetra Vidyut Vitaran Company Limited.
• Each company provides an official website where electricity consumers can directly access the Samadhan Yojana benefits offered by the Madhya Pradesh Government.
• Visit the official website of your electricity distribution company and select the Samadhan Yojana 2025-2026 option.
• Enter your LT or HT connection number and click on the search button.
• The portal will verify your electricity connection and display the pending bill amount.
• You can pay your electricity bill online using Net Banking, UPI, Debit Card, or Credit Card.
• The portal automatically calculates the rebate on the surcharge of your electricity bill according to the date of payment.
• Pay your electricity bill online and get a rebate ranging from 50% to 100% on the surcharge amount under the Samadhan Yojana of MP Government.
• The Madhya Pradesh Government's Samadhan Yojana benefit applies only to electricity bill payments made on or before 28-02-2026.

Offline Process

• Beneficiary consumers need to visit their local area electricity office along with the latest pending electricity bill.
• Go to the bill payment counter and request the officials to clear your electricity bill, including the surcharge, under the Samadhan Yojana.
• If the consumer chooses to pay the full principal amount of the electricity bill, they become eligible for a rebate of 60% to 100% on the surcharge.
• If the consumer opts to pay the electricity bill in six installments, they must first pay the minimum amount, which is 10% of the total pending amount for domestic or agricultural connections and 25% for commercial or industrial connections.
• Select one of the above payment options and clear the pending surcharge under the Samadhan Yojana of the Madhya Pradesh Government.
