Scheme Introduction: A Brief Overview

The Maharashtra Gopinath Munde Farmer Accident Security Relief Grant Scheme is a social security scheme of the Government of Maharashtra. It aims to provide timely financial assistance to farming families facing financial hardship due to accidental death or permanent disability. The Agriculture, Animal Husbandry, Dairy Development and Fisheries Department implements the scheme. In Marathi, it is officially known as Gopinath Munde Shetkari Apghat Suraksha Sanugrah Anudan Yojana (गोपीनाथ मुंडे शेतकरी अपघात सुरक्षा सानुग्रह अनुदान योजना).

The Maharashtra Gopinath Munde Farmer Accident Security Relief Grant Scheme is the revised version of the earlier Gopinath Munde Farmer Accident Insurance Scheme (Gopinath Munde Shetkari Apghat Vima Yojana), which was launched in 2019. The Government later reviewed its implementation and found repeated delays in claim settlement and claim rejections by the insurance company. Therefore, in April 2023, the Government revised the scheme. It replaced the insurance-based model with a direct Sanugrah Anudan (ex-gratia grant) system. Under the revised system, the Government provides financial assistance directly to eligible beneficiaries.

Under the Maharashtra Gopinath Munde Farmer Accident Security Relief Grant Scheme, eligible beneficiaries receive financial assistance in the event of accidental death or permanent disability. The Government provides financial assistance of up to ₹2 lakh in cases of accidental death or specified permanent disability. It provides ₹1 lakh for the permanent loss of one eye, one hand, or one leg. The scheme remains active throughout the year and covers road and railway accidents, drowning, electrocution, lightning strikes, pesticide poisoning, snake and scorpion bites, falls from height, animal attacks, riots, and several other notified accidents. After approval, the financial assistance is transferred directly to the beneficiary's bank account.

On 4 August 2026, the Maharashtra Cabinet extended the scheme for another three years and approved several important changes. The revised scheme now covers eligible farmers, women farmers, landless agricultural labourers, and eligible members of farmers' families. Eligible beneficiaries between 10 and 75 years of age can avail the benefits under the prescribed conditions. Applicants can submit their claims online through the MahaDBT Farmer Portal or offline. After verification by the concerned authorities and approval by the competent committee, the financial assistance is transferred directly to the beneficiary's Aadhaar-linked bank account through the Direct Benefit Transfer (DBT) system.

Scheme Benefits

• Provides financial assistance of ₹2,00,000 to the nominee or legal heir in case of the accidental death of an eligible beneficiary.
• Provides ₹2,00,000 if an accident results in the permanent loss of both eyes, both hands, both legs, or one eye along with one hand or one leg.
• Provides ₹1,00,000 if an accident results in the permanent loss of one eye, one hand, or one leg.
• Covers accidents occurring at any time during the scheme period, subject to the prescribed terms and conditions.
• Financial assistance is transferred directly to the eligible beneficiary or legal heir through the prescribed payment system.
• Following the latest Cabinet approval, the scheme has been extended for another three years.
• The expanded scheme covers eligible farmers, women farmers, landless agricultural labourers, and eligible members of farmers' families, subject to the Government's notified guidelines.
• The scheme provides financial security to farming families by reducing the economic burden caused by accidental death or permanent disability.

Accidents Covered Under the Scheme

The scheme provides financial assistance if an eligible beneficiary suffers accidental death or specified permanent disability due to any of the following incidents:

• Road accident.
• Railway accident.
• Drowning.
• Poisoning or pesticide poisoning.
• Electric shock (electrocution).
• Lightning strike.
• Murder.
• Fall from height.
• Snake bite or scorpion sting.
• Naxalite attack.
• Wild animal attack.
• Death during childbirth caused by an accident.
• Riot-related incidents.
• Any other accidental death or permanent disability covered under the scheme guidelines.

Note: The accident must satisfy the conditions prescribed under the scheme. Financial assistance is released only after verification of the claim and approval by the competent authority.

Eligibility Requirements

To receive financial assistance under the Maharashtra Gopinath Munde Farmer Accident Security Relief Grant Scheme, the applicant must fulfil the following eligibility conditions:

• The applicant must be a permanent resident of Maharashtra.
• The deceased or injured person must be an eligible farmer, woman farmer, or landless agricultural labourer covered under the scheme.
• The farmer should have agricultural land recorded in their name in the 7/12 (Satbara) land record.
• Landless agricultural labourers and other newly added beneficiaries must fulfil the eligibility conditions notified by the State Government.
• All eligible members of the farmer's family are covered under the scheme, subject to the provisions notified by the Government.
• The eligible beneficiary must be between 10 and 75 years of age.
• The accident must be one of the covered accidental events specified under the scheme and should result in accidental death or eligible permanent disability.
• The claim application must be submitted within the prescribed time limit along with all required supporting documents.
• The claimant should fulfil all other conditions prescribed by the Government from time to time.

Ineligibility Conditions

Financial assistance under the scheme is not available in the following cases:

• Death due to natural causes.
• Permanent disability that existed before the commencement of the scheme.
• Suicide, attempted suicide or intentional self-inflicted injury.
• Accidents occurring while committing or attempting an unlawful or criminal act.
• Accidents caused while under the influence of intoxicating drugs or narcotic substances.
• Mental illness or insanity-related cases.
• Internal bleeding or medical conditions that are not caused by an accident.
• Accidents occurring during motor racing or similar competitive events.
• Death or injury arising out of war or military service.
• Murder committed by a close legal heir or beneficiary of the claim.
• Beneficiaries who have already received compensation for the same accident under any other Government accident compensation scheme.

Required Documents

The applicant or legal heir must submit the claim application along with the following documents. Depending on the nature of the accident, the concerned authority may ask for additional supporting documents.

• Duly filled claim application form.
• 7/12 (Satbara) land record of the farmer or other eligible proof, as applicable.
• Death Certificate (in case of accidental death).
• Legal Heir Certificate or Village Form No. 6 showing the approved heir entry.
• Age proof of the farmer or beneficiary (Aadhaar Card, School Leaving Certificate, Voter ID Card, or any other valid government-issued document).
• FIR, Spot Panchanama, Police Report, or Police Patil Report, wherever applicable.
• Medical records and Permanent Disability Certificate (for disability claims).
• Bank account details and Aadhaar Card of the claimant.
• Post-mortem Report or other accident-related documents, wherever applicable.
• Any other document required by the competent authority for claim verification.

Note: The supporting documents may vary depending on the type of accident. The concerned authority may request additional documents such as an Inquest Panchanama, Chemical Analysis Report, Driving Licence, Medical Certificate, or other records during claim verification.

Steps to Apply

Eligible farmers or their legal heirs can submit a claim under the Maharashtra Gopinath Munde Farmer Accident Security Relief Grant Scheme through the MahaDBT Farmer Portal or by visiting the concerned Agriculture Department office.

Online Application Process

1. Visit the official MahaDBT Portal and open the Farmer section.
2. Sign in using your Farmer ID or Aadhaar number. Complete the OTP verification to access your account.
3. After successful login, your farmer profile and linked land details will be displayed automatically.
4. Search for and select the Gopinath Munde Farmer Accident Security Relief Grant Scheme.
5. Enter the required accident, beneficiary, nominee, and bank account details in the online application form.
6. Upload the prescribed supporting documents in the required format and submit the application.
7. After submission, save the acknowledgement or application reference number for future tracking.
8. The concerned Agriculture Department officials will examine the application, verify the eligibility conditions, and scrutinise the uploaded documents.
9. If any clarification or additional document is required, the applicant may be asked to provide the necessary information through the prescribed process.
10. Once the claim is approved by the competent authority, the admissible financial assistance will be transferred directly to the beneficiary's Aadhaar-linked bank account through the Direct Benefit Transfer (DBT) system.

Offline Application Process

1. Obtain the prescribed claim application form from the office of the concerned Taluka Agriculture Officer.
2. Fill in the application form and attach all the required supporting documents.
3. Submit the completed application to the concerned Taluka Agriculture Officer within the prescribed time limit.
4. The concerned authorities will verify the claim and process it for approval.
5. Once approved, the financial assistance will be transferred directly to the beneficiary's or legal heir's bank account.
