Scheme Introduction: A Brief Overview

The Chief Minister’s College Students Rehabilitation Scheme (CMCSRS) is a scheme of the Government of Manipur implemented by the Directorate of University & Higher Education (DUHE) under the Department of Higher Education. It was introduced to help affected undergraduate students continue their education without interruption by providing support such as college transfer, free admission, and monetary assistance.

Under the Chief Minister's College Students Rehabilitation Scheme, eligible students receive a set of practical facilities designed to help them continue their studies without major interruption. These include inter-college transfer on request, waiver of admission fees for the relevant academic session, and a one-time rehabilitation grant of ₹10,000. The overall aim of these provisions is to minimise educational disruption and reduce the risk of dropout among undergraduate students affected by the prevailing situation in the state.

For directly affected students, the rehabilitation grant of ₹10,000 is clearly structured to cover specific needs - ₹5,000 for books and stationery, ₹2,000 for uniform, and ₹3,000 for miscellaneous expenditure. The full amount is transferred directly to the student’s bank account through Direct Benefit Transfer (DBT). In addition, the scheme provides an inter-college transfer facility, which can be availed subject to the applicable conditions and availability of seats in the requested college.

CMCSRS works through a verification-based process. Affected students submit their application along with the prescribed certificate from the SDO/SDC. A Screening Committee headed by the Director (University & Higher Education) examines the applications and verifies their genuineness. After approval of the beneficiary list, selected students receive the applicable benefits, including transfer and admission support, while the rehabilitation grant is transferred through DBT.

The Government of Manipur also runs the Manipur State Competitive Scholarship Scheme, which provides annual financial assistance of ₹4,800 to Class 5 students and ₹7,800 to Class 8 students selected through a competitive examination, along with the Manipur Chief Minister’s Scholarship Scheme for Civil Services Aspirants that offers selected candidates free or partially funded coaching support (100% for the top 200 ranks through classroom mode and partial scholarships for subsequent ranks through online/VSAT mode) to help them prepare for UPSC and other civil services examinations.
