Scheme Introduction: A Brief Overview

• The Mizoram government has started a new health insurance scheme called the "Mizoram Universal Health Care Scheme (MUHSC)."
• Launched in 2025, this scheme has been designed for the people of Mizoram to alleviate the burden of medical expenses.
• Under this scheme, the government provides a cashless treatment of up to Rs 5 lakh to each resident of Mizoram.
• It is an umbrella scheme that will cover the central Ayushman Bharat Yojana as well as the state government health care scheme.
• After merging other health care schemes, the Mizoram Universal Health Care Scheme covers the general public, government employees, and civil pensioners.
• The scheme also provides benefits to provisional and muster roll employees of the state government.
• Medical treatment under the Mizoram Universal Health Care Scheme is provided through a package system.
• Beneficiaries will receive a cashless treatment without paying any charges.
• Treatment under the Mizoram Universal Health Care Scheme is provided in both government and empanelled private hospitals.
• To receive scheme benefits, beneficiaries are required to pay a premium according to their category.
• However, beneficiaries of the Ayushman Bharat Yojana are not required to pay any premium.
• Contributing beneficiaries can choose the plan available in their category and pay the premium accordingly.
• Each plan has its own benefits; therefore, it is advisable to check them before making a choice.
• The scheme also covers travel expenditure upon production of tickets, restricted to a few categories.
• Registration is mandatory for the Mizoram Universal Health Care Scheme, and can be completed online and offline.
• For registration, beneficiaries must present a ration card and an Aadhaar card.

Scheme Benefits

• Cashless Treatment of up to Rs 5 Lakh for all individuals and their family members.
• Treatment will be provided in government and empanelled private hospitals.

Beneficiaries Premium Contribution

To receive the benefits of the Mizoram Universal Healthcare Scheme, eligible beneficiaries are required to pay an annual or monthly premium. The contributions of each category are given below.

• Ayushman Bharat Jan Arogya Yojana Beneficiaries:

No Contribution Required

• Other General Public

Beneficiaries in this category must pay an annual premium under which all family members will be covered.

• Government Employees

Beneficiaries in this category must pay a monthly premium, which will be deducted from their salary.

• CSS Employees

• Civil Pensioners

Note: Civil Pensioner Earning a monthly pension below Rs 20,000 can opt for Private Ward by paying a monthly premium of Rs 1,000/-.

Eligibility Requirements

• All residents of Mizoram are eligible for this scheme, including:
  • Beneficiaries of Ayushman Bharat Pradhan Mantri Jan Arogya Yojana.
  • State government employees and their dependents.
  • Mizoram State Health Care Society employees and their dependents.
  • Provisional employees/Muster roll workers under the state government and their dependents.
  • Civil Pensioners and their dependents,
  • All other people are not covered under the above categories.

Required Documents

• Aadhar Card (for Individuals)
• Ration Card or Village Council/Local Council recommendation letter (for dependents)
• Ayushman Card (if any)

Steps to Apply

• Beneficiaries must register for the Mizoram Universal Healthcare Scheme.
• Registration can be completed either online or offline.

Online Registration

• Visit the official portal of the Mizoram Universal Healthcare Scheme.
• On the home page, select the beneficiary and enter your mobile number.
• Complete the authentication process by submitting the OTP received.
• Enter your ration card number and click on the search button.
• The list of ration card members will appear on the screen.
• Select the policy name and premium plan from the list.
• After selecting the plan, pay the premium price online using Credit/Debit Card or UPI.
• After successful payment, you will be redirected to the main page.
• From there, you must download the payment receipt for reference purposes.

Offline Registration

• The government also provide offline registration facilities in areas where online enrollment is not feasible.
• To register offline under the Mizoram Universal Healthcare Scheme, visit the sub-centre level in your area.
• Fill out the application form and submit the required documents.
• Once the offline enrollment is completed, a copy will be forwarded to MSHCS.
• Thereafter, your details will be uploaded to the portal.
