Scheme Introduction: A Brief Overview
- The Veer Parivar Sahayata Yojana was formally introduced by the National Legal Services Authority (NALSA) on 16 July 2025 with the aim of strengthening access to free legal aid for defence personnel and their families.
- The core purpose of this initiative is to create a responsive and easily accessible legal support system for serving and retired defence personnel, ensuring that legal issues are addressed promptly without procedural delays.
- This scheme has been structured keeping in mind the unique challenges faced by defence families.
- Legal assistance under the scheme is ensured even when personnel are posted in remote locations, border regions, high-altitude areas, or are unable to pursue legal remedies due to operational duties or deployment constraints.
- Under the Veer Parivar Sahayata Yojana, free legal assistance is available to :-
- Serving defence personnel.
- Ex-servicemen and retired defence personnel.
- Widows of defence personnel.
- Dependent family members of defence personnel.
- The scheme also extends its coverage to paramilitary and Central Armed Police Forces (CAPF) personnel, including their serving and retired members as well as their eligible dependents.
- To ensure last-mile delivery, the scope of the scheme includes the establishment of dedicated legal services clinics in rural areas, urban centres, border zones, and high-altitude regions wherever a functional Sainik Board exists.
- These clinics are being set up in coordination with the Kendriya Sainik Board.
- At these legal services clinics, beneficiaries receive completely free legal support, including counselling, documentation assistance, and representation by experienced empanelled advocates.
- Legal aid under the scheme covers a wide range of issues such as :-
- Property and land disputes.
- Matrimonial and family matters.
- Civil and other legal disputes.
- Assistance in accessing government welfare schemes.
- Any other legal issue affecting defence personnel or their families.
- Currently, the scheme is being implemented through a nationwide network of 34 Rajya Sainik Boards and 410 Zila Sainik Boards, ensuring broad and uniform coverage across the country.
- Eligible beneficiaries may apply for legal assistance by visiting their nearest District or State Sainik Board.
- In addition to offline applications, requests can also be submitted online through the Legal Services Management System (LSMS) Portal operated by NALSA.
- For greater convenience, NALSA has also made available a mobile application, accessible on both the Google Play Store and Apple iOS App Store, through which applicants can file legal aid requests under the Veer Parivar Sahayata Yojana.
- Separately, the Government is also considering a proposal titled Yudh Samman Yojana, under which one-time financial assistance may be provided to defence personnel who participated in the 1965 and 1971 wars.
- It is important to note that this initiative is currently at the proposal stage and has not yet been formally launched.

Beneficiaries under the Veer Parivar Sahayata Yojana can seek legal support across a wide range of matters, including the following :-
- Property and Succession Matters :-
- Disputes related to ancestral or self-acquired property.
- Issues concerning succession, inheritance, and ownership rights.
- Family and Personal Law Issues :-
- Matrimonial disputes.
- Claims related to maintenance and alimony.
- Matters involving child custody and guardianship.
- Consumer and Financial Protection :-
- Consumer-related grievances.
- Legal protection against financial frauds and cheating.
- Welfare and Social Security Support :-
- Legal help in accessing Central and State Government welfare schemes.
- Assistance in obtaining a Disability Certificate.
- Civil and Criminal Legal Support :-
- Legal representation in civil or criminal cases affecting the beneficiary or their family.
- Rights of Persons with Disabilities :-
- Legal aid for matters covered under the Rights of Persons with Disabilities Act, 2016. (RPwD Act)
- Any other relief or benefit available under disability-related laws.
- Other Legal Matters :-
- Legal assistance under any other applicable law, as permitted by legal services authorities.

Eligibility Requirements
The benefits of the Veer Parivar Sahayata Yojana are extended exclusively to the following categories of beneficiaries :-
- Defence Personnel and Their Families :-
- Currently serving members of the Armed Forces.
- Retired defence personnel and ex-servicemen.
- Widows of defence personnel.
- Spouse, children, and other dependent family members of defence personnel.
- Paramilitary Personnel and Their Families :-
- Serving paramilitary personnel.
- Retired paramilitary personnel.
- Widows, spouse, children, and other dependent family members of paramilitary personnel.
- Only individuals falling within the above categories are entitled to avail legal assistance under this scheme.
- Defence Personnel and Their Families :-
Required Documents
- A recent passport-size photograph.
- Aadhaar card for identity verification.
- Ration card, if applicable.
- Voter ID card.
- Caste certificate, where required.
Steps to Apply
- Eligible beneficiaries can seek legal support under the Veer Parivar Sahayata Yojana by submitting a written request through either of the following methods :-
- Through Legal Services Management System Portal.
- Through the District Sainik/ Soldier Boards.
Online Application Process
- The National Legal Services Authority (NALSA) operates a dedicated online platform known as the Legal Services Management System (LSMS), through which defence personnel and their family members can apply for free legal assistance under the Veer Parivar Sahayata Yojana.
- To begin the application process, applicants need to visit the LSMS portal and select the "Defence Personnel" option on the homepage.
- Next, choose the applicable eligibility category :-
- Serving Defence Personnel.
- Retired Defence Personnel.
- Dependent of Defence Personnel.
- After selecting the category, proceed to fill out the Legal Aid/ Grievance Application Form.
- In the application, clearly specify :-
- The nature of legal assistance or grievance, and
- A brief summary of the issue for which legal support is required.
- Applicants must then enter their personal information, including name, father's name, mobile number, and complete address, as required in the form.
- If the matter relates to an existing case, relevant case details should also be provided.
- Supporting documents, if available, can be uploaded online to strengthen the application.
- Once all mandatory fields are completed, submit the application through the portal.
- After submission, the request is automatically forwarded to the concerned Legal Services Clinic for appropriate action and resolution.
- Applicants can also track the progress of their application using the Diary Number or Registration Number generated at the time of submission.
Offline Application Process
- Defence personnel and their eligible family members can apply for legal assistance offline by visiting a recognised Legal Services Clinic.
- These legal aid clinics under the Veer Parivar Sahayata Yojana operate through :-
- Zila Sainik Board (District Sainik Board), and
- Rajya Sainik Board (State Sainik Board)
- At the clinic, the beneficiary's application is formally recorded, after which the concerned authority initiates appropriate legal action.
- The District Legal Services Authority (DLSA) may provide support in the form of :-
- Legal advice and counselling.
- Preparation and drafting of legal documents.
- Appointment of a panel advocate for court representation.
- Any other legal help permitted under applicable laws.
- Cases received under this scheme are treated on a priority basis, ensuring timely and effective resolution of the beneficiary's legal concerns.
