Scheme Introduction: A Brief Overview

The Mukhyamantri Krishak Durghatna Kalyan Yojana is a flagship social security scheme of the Government of Uttar Pradesh that provides financial assistance to eligible farmers and their families in the event of accidental death or permanent disability. The scheme was introduced to provide financial security to farming families facing economic hardship after an unforeseen accident. It is implemented by the Uttar Pradesh Board of Revenue and extends its benefits not only to landholding farmers but also to eligible co-landholders, registered lessee farmers, sharecroppers, and eligible earning members of farmers' families, subject to the conditions prescribed in the Government Order.

Under the scheme, eligible beneficiaries can receive financial assistance of up to ₹5 lakh depending on the nature and extent of the accidental death or permanent disability. Besides providing assistance in cases of accidental death or complete physical disability, the scheme also offers compensation for specified categories of permanent disability. The financial assistance helps the affected family meet immediate expenses and provides financial support during difficult circumstances. The scheme covers various types of accidental incidents notified by the Government. However, only accidents that satisfy the prescribed eligibility conditions are considered for financial assistance. To receive Mukhyamantri Krishak Durghatna Kalyan Yojana benefits, the applicant must be a resident of Uttar Pradesh and belong to one of the eligible beneficiary categories at the time of the accident. Generally, the scheme covers eligible persons between the ages of 18 and 70 years. Applications should ordinarily be submitted within 45 days from the date of the accident, although the District Magistrate may allow an extension in exceptional circumstances. Eligible applicants or legal heirs can apply online through the Uttar Pradesh e-District Portal or the Uttar Pradesh Board of Revenue Portal, or submit an offline application at the concerned Tehsil office.

After verification and approval by the competent authorities, the admissible financial assistance is transferred directly to the beneficiary's or legal heir's bank account through Direct Benefit Transfer (DBT). If compensation has already been received under the Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) or the Pradhan Mantri Suraksha Bima Yojana (PMSBY), the beneficiary is entitled to receive only the admissible difference amount under the Mukhyamantri Krishak Durghatna Kalyan Yojana, as prescribed in the Government Order.

Covered Causes of Death or Permanent Disability

Financial assistance under the Mukhyamantri Krishak Durghatna Kalyan Yojana is provided only if the farmer's death or permanent disability is caused by any of the following accidents:

• Fire accident.
• Flood.
• Lightning strike.
• Electric shock.
• Snake bite.
• Attack or injury caused by wild animals or other animals.
• Drowning in a sea, river, pond, lake, well, or other water body.
• Storm, falling from a tree, or being crushed under a tree.
• Collapse of a house or building.
• Accidents involving railways, roads, aircraft, or any other vehicle.
• Landslide.
• Earthquake, gas leakage, or explosion.
• Falling into a sewer chamber.
• Any other accidental cause resulting in death or permanent disability.

Eligibility Requirements

• The farmer must be a permanent resident of Uttar Pradesh.
• The deceased or permanently disabled farmer must have been between 18 and 70 years of age on the date of the accident.
• The applicant must belong to any of the following eligible categories:
  • Recorded landholder (Khatedar) or co-landholder (Sah-Khatedar) whose name is entered in the Uttar Pradesh revenue records.
  • A family member of a recorded landholder/co-landholder whose primary source of livelihood is income from the agricultural land recorded in the name of the landholder/co-landholder.
  • A farmer cultivating agricultural land obtained on lease (including government, Asami, or private lease).
  • A sharecropper (Bataidar) engaged in agricultural cultivation.
• The accident resulting in death or permanent disability must be covered under the scheme guidelines.
• The applicant must submit the prescribed application form along with all required supporting documents within the prescribed time limit.

Applicants must submit the prescribed application form along with the following supporting documents:

• Proof of farmer status (any one of the following):
  • Certified copy of the Khatauni (for recorded landholders/co-landholders).
  • Certified copy of the registered lease deed (for registered private lessees).
  • Prescribed proof for sharecroppers (Bataidars), as specified under the scheme guidelines.
• Age proof (any one of the following):
  • Family Register extract.
  • High School Certificate.
  • Passport.
  • Voter ID Card.
  • Driving Licence.
  • Aadhaar Card.
  • PAN Card.
• Residence proof (any one of the following):
  • Domicile Certificate issued by the Sub-Divisional Magistrate (SDM).
  • Passport.

• Post-mortem report (where applicable).
• Panchanama report (where a post-mortem is not possible).
• Death Certificate (in case of death).

• Legal Heir Certificate (only in case of disputed succession).
• Copy of the applicant's bank passbook showing:
  • Bank name.
  • Branch name.
  • Account number.
  • IFSC code.
• Mobile number.
• Aadhaar number.

Steps to Apply

Eligible farmers or their legal heirs can apply for the Mukhyamantri Krishak Durghatna Kalyan Yojana through either the online or offline mode. Online applications can be submitted through the Uttar Pradesh e-District Portal and Revenue Portal, while offline applications can be submitted at the concerned Tehsil Office using the prescribed application form. Applicants must ensure that all required documents are submitted along with the application.

• Important: The application must be submitted within 45 days from the date of the farmer's death or permanent disability due to the accident. In exceptional circumstances, the District Magistrate may extend this period by up to one month. However, applications submitted after 75 days from the date of the accident will not be considered.

Online through e-District Portal

• Visit the Uttar Pradesh e-District Portal.
• If you are a new user, complete the registration process and log in to your account.
• Select Mukhyamantri Krishak Durghatna Kalyan Yojana from the list of available services.
• Fill in the online application form with the details of the deceased or permanently disabled farmer and the applicant/legal heir.
• Upload all the required supporting documents in the prescribed format.
• Review the application carefully and submit it online.
• Save the application number or acknowledgement receipt to track the status of your application.

Online through Revenue Portal

• Visit the official Uttar Pradesh Board of Revenue Portal.
• Click on the "Apply" button available under the Mukhyamantri Krishak Durghatna Kalyan Yojana.
  
• You will be redirected to the applicant login page. Click on "Applicant Login".
  
• Enter your mobile number and click on the "Send OTP" button.
  
• Enter the OTP received on your registered mobile number and click on the "Login" button.
• After logging in, select "Online Application" from the dashboard.
• Select the appropriate reason for the application, such as Death or Permanent Disability.
• Fill in the online application form with all the required details of the farmer, applicant, accident, and bank account.
• Upload the required supporting documents in the prescribed format.
• Review all the information carefully and submit the application online.
• After successful submission, save or print the acknowledgement/application number for future reference and status tracking.

Offline Application Process

• Obtain or download the prescribed application form for the scheme.
• Fill in all the required details relating to the deceased or permanently disabled farmer, the accident, and the applicant/legal heir.
• Attach all the required supporting documents.
• If the deceased farmer has more than one legal heir, all eligible legal heirs must submit a joint application.
• Submit the completed application in duplicate (one original and one photocopy) at the concerned Tehsil Office.
• Collect the acknowledgement receipt after submitting the application and keep it for future reference.

Important Points

• In exceptional circumstances, the District Magistrate may extend the application submission period by up to one month. Applications submitted after 75 days will not be accepted.

• The Tehsildar verifies the application before forwarding it for further approval.
• After verification, the District Magistrate approves eligible applications.
• Once approved, the financial assistance is transferred directly to the beneficiary's bank account.
• The application is normally disposed of within 45 days of submission.
• For permanent disability claims, only the disability certificate issued by the concerned Chief Medical Officer (CMO) is accepted.
• If the deceased farmer has more than one legal heir, all eligible legal heirs must submit a joint application.
• If compensation has already been received under eligible insurance schemes such as PMJJBY or PMSBY, only the admissible difference amount will be paid under this scheme.
• For deaths caused by snake bite or other venomous animal bites, a post-mortem report or a certificate issued by the local Primary Health Centre (PHC) doctor is accepted.
• No financial assistance is provided if the death or disability occurred due to suicide or while committing a criminal act.
• Sharecroppers must submit the prescribed certificate to prove their cultivation status.
