Scheme Introduction: A Brief Overview

The Delhi Chief Minister Advocates Welfare Scheme (CMAWS) is a welfare initiative of the Government of NCT of Delhi aimed at providing financial security and health insurance benefits to practising advocates in the National Capital Territory. Implemented by the Department of Law, Justice & Legislative Affairs, the scheme helps advocates and their families deal with unforeseen circumstances by offering life insurance and medical insurance coverage. The scheme is available to practising advocates who are enrolled with the Bar Council of Delhi and are registered voters (EPIC holders) of the National Capital Territory of Delhi.

Under the Chief Minister Advocates Welfare Scheme, every eligible advocate receives a ₹10 lakh life insurance cover. In addition, the Government provides a ₹5 lakh health insurance cover on a family floater basis for the advocate, their spouse and up to two dependent children below 25 years of age. Apart from insurance benefits, eligible advocates can also access the E-Journal facility available in all District Courts of Delhi. These benefits are provided after successful verification of the applicant's eligibility and completion of the prescribed formalities.

The scheme operates through the official Chief Minister Advocates Welfare Scheme (CMAWS) Portal, where advocates can complete registration, submit their application, upload the required documents and check their application status. As per the latest official notice, the portal is open twice every year for fresh registrations. For the current registration cycle, eligible advocates can submit their online applications from 1 July 2026 to 15 July 2026. Advocates who are already beneficiaries under the scheme are not required to register again, while applicants whose earlier applications remained incomplete due to deficiencies can log in using their existing credentials and complete the application.

Before granting the benefits, the Government verifies the advocate's Bar Council of Delhi Enrolment Number and EPIC (Voter ID) through the concerned authorities. Registration on the portal alone does not make an applicant a beneficiary. The insurance benefits become available only after successful verification, completion of administrative formalities and issuance of the insurance policy. Eligible advocates are therefore advised to submit accurate information, upload all required documents and complete the online application within the prescribed registration period to avail the benefits under the Delhi Chief Minister Advocates Welfare Scheme.

Scheme Benefits

• Financial assistance of ₹10 lakh is provided to the family of an eligible advocate in case of the advocate's death.
• Free health insurance cover of up to ₹5 lakh is provided every year.
• The health insurance covers the advocate, their spouse and up to two dependent children below 25 years of age.
• Eligible advocates can also use E-Journal facilities in all District Courts of Delhi.

Eligibility Requirements

• Applicant should be a practising advocate.
• Applicant should be enrolled with the Bar Council of Delhi.
• Applicant should be an elector (voter) of the National Capital Territory of Delhi.
• Applicant should apply online through the CM Advocates Welfare Scheme portal during the registration period.

Required Documents

Applicants should keep the following documents and details ready before filling the online application under the Delhi Chief Minister Advocates Welfare Scheme:

• Bar Council of Delhi Enrolment Certificate.
• EPIC (Voter Identity Card) issued in the NCT of Delhi.
• PAN Card.
• Aadhaar Number.
• Recent Passport Size Photograph.
• Active Mobile Number.
• Valid Email ID.
• Details of spouse and dependent family members (if applicable).
• Nominee details for Group Term Life Insurance.

Steps to Apply

Eligible advocates can apply for the Delhi Chief Minister Advocates Welfare Scheme only through the official CMAWS portal. The application process consists of two stages. First, applicants need to complete the online registration. After successful registration, they can log in to fill out the application form, upload the required documents, and submit it for verification. The step-by-step process is explained below.

Step 1: Register on the CMAWS Portal

• Visit the Chief Minister Advocates Welfare Scheme (CMAWS) Portal.
• Click on the New User Registration option to create a new account.
• Enter your Aadhaar Number and Mobile Number to begin the registration process.
• Complete the OTP verification sent to your registered mobile number.
• Fill in the registration form with the following details:
  • Name.
  • Aadhaar Number.
  • Mobile Number.
  • Email ID.
  • Create Password.
  • Confirm Password.
• Click on Register to create your account.
• After successful registration, log in to the CMAWS Portal using your registered email ID and password.

Step 2: Complete the Application & Verification Process

• After logging in, fill in the online application form with your personal and professional details.
• Upload the required documents, including your Bar Council of Delhi Enrolment Certificate, EPIC (Voter ID), PAN Card and passport-size photograph.
• Provide the details of your nominee, spouse and dependent children (if applicable).
• Review all the information carefully and submit the application online.
• An Application ID will be generated after successful submission. Keep it safe for future reference.
• The Bar Council of Delhi Enrolment Number and EPIC Number will be verified by the concerned authorities.
• Benefits under the scheme will be provided only after successful verification, completion of administrative formalities and issuance of the insurance policy.
• According to the latest notice, fresh registration for the current policy period is open from 1 July 2026 to 15 July 2026.

How to Check the Eligible Advocates List?

The Government of NCT of Delhi publishes the list of advocates covered under the Chief Minister Advocates Welfare Scheme on the official CMAWS portal. You can check your status by following these steps:

• Visit the Chief Minister Advocates Welfare Scheme (CMAWS) Portal.
• Click on the Eligible Advocates List or Beneficiary List available on the homepage.
• Download the latest list for the current policy period.
• Search for your name or Bar Council of Delhi Enrolment Number in the downloaded list.
• If your name appears in the list, you are covered under the scheme for the applicable policy period.

Note: As per the latest official notice, advocates who are already included in the beneficiary list under the current policy do not need to submit a fresh application.
