Scheme Introduction: A Brief Overview

Jharkhand Mukhyamantri Pashudhan Vikas Yojana is an important scheme of the Jharkhand Government aimed at increasing the income of rural farmers and livestock owners and creating employment opportunities through animal husbandry. Under the scheme, eligible beneficiaries can receive government assistance for various livestock activities, including cattle, buffalo, goat, pig, poultry, and duck farming. Eligibility Requirements

  • The applicant must be a farmer or livestock owner residing in Jharkhand.
  • The applicant must have the basic livestock farming infrastructure required for the respective scheme component.
  • For the milch animal scheme, the applicant must have an approved animal shed and submit the required land details and documents related to the shed.
  • For dairy schemes involving 5 and 10 milch animals, the applicant must have the required number of improved or crossbred milch animals and the necessary infrastructure as prescribed under the scheme.
  • For the Assistance Scheme for Progressive Dairy Farmers, the applicant must have at least 5 milch cows/buffaloes along with the required infrastructure.
  • For a manual chaff cutter, the applicant must have at least 5 milch cows/buffaloes, while at least 10 milch cows/buffaloes are required for an electric chaff cutter.
  • Special-category beneficiaries under the Two Milch Cows/Buffaloes Scheme must provide valid proof of their respective category. These categories include families affected by disasters, fire incidents, or road accidents, abandoned women, and women with disabilities.
  • Selected beneficiaries must complete the prescribed training. They will not be eligible to purchase the respective milch animals without a valid training certificate.
  • Beneficiaries will be selected based on the recommendation of the Gram Sabha/Panchayat-level committee, followed by the prescribed block-level process and approval by the district-level committee.

Special Eligibility for Rural Women

Rural women applying for the Two Milch Cows/Buffaloes Scheme must submit a separate self-certified declaration form. In this declaration, the woman applicant must select the applicable category from the following:

  • Local resident.
  • Abandoned woman.
  • Disaster-affected.
  • Woman with a disability.
  • Family affected by a fire incident.
  • Small/marginal farmer family.
  • Family affected by a road accident.

Women applying under a special category must provide valid proof of the respective category. To receive the prescribed 90% subsidy under the scheme, the applicant must fulfil the conditions applicable to the respective special category.

Ineligibility

  • Beneficiaries who have received benefits under a similar state or central government scheme during the previous 5 years will not be eligible for the respective scheme.
  • Under the Two Milch Cows/Buffaloes Scheme, a family will not be eligible if any of its members is an institutional landholder.
  • A family will not be eligible for the Two Milch Cows/Buffaloes Scheme if any of its members is currently or was previously holding a prescribed constitutional post.
  • A family will not be eligible if any of its members is an employee of the Central or State Government, a public sector undertaking, or a government autonomous body and falls under the specified employee category.
  • A family will not be eligible under the prescribed conditions if any of its members receives a monthly pension of ₹10,000 or more.
  • A family will not be eligible for the Two Milch Cows/Buffaloes Scheme if any of its members paid income tax during the previous assessment year.
  • A family will not be eligible for the respective scheme if any of its members is engaged in a prescribed registered profession such as a doctor, engineer, lawyer, chartered accountant, or architect.
  • Incomplete applications or applications submitted after the prescribed deadline will not be accepted.

Required Documents

  • Prescribed application form, duly filled with accurate information and signed by the applicant.
  • Local residence certificate.
  • Photocopy of the Aadhaar Card.
  • Caste certificate for applicants belonging to Scheduled Castes/Scheduled Tribes.
  • Clear photocopy of the land receipt or relevant land documents required for the construction of the animal shed.
  • Copy of the resolution and recommendation passed during the Gram Sabha/Panchayat-level committee meeting, bearing the required signatures and official stamp.
  • Relevant certificate for special-category beneficiaries, such as proof related to disaster, fire incident, road accident, abandoned woman, or disability.
  • Recent passport-size photograph.
  • Geo-tagged photographs of the animals and animal shed, wherever applicable.

Selection Process

  • First, the Gram Sabha/Panchayat-level committee of the concerned Panchayat recommends a list of eligible applicants.
  • The recommendation is then forwarded to the concerned block-level committee for further processing.
  • The final selection is made by the district-level committee constituted under the chairmanship of the Deputy Commissioner.
  • Along with the recommendation for milch animals, a recommendation for the construction of the animal shed is also mandatory.
  • After receiving the selection notification, the beneficiary must deposit their share in the escrow account within 1 month. If the beneficiary fails to deposit the required contribution within this period, the next beneficiary from the waiting list will be selected in their place.
  • Milch animals must be purchased from an animal seller registered/listed with the Directorate of Dairy Development. The purchase process will be completed only after the animal has been milked continuously three times and the beneficiary is fully satisfied with the animal.

Steps to Apply

Beneficiaries can apply for the Mukhyamantri Pashudhan Vikas Yojana through the offline mode. The application process must be completed according to the latest government notification issued for the respective district.

  1. Obtain the prescribed application form and fill in all the required information correctly.
  2. Attach clear photocopies of the required documents and relevant certificates with the application form.
  3. Attach a signed and stamped copy of the resolution and recommendation passed by the Gram Sabha or Panchayat-level committee meeting.
  4. Submit the completed application form to the concerned Block Animal Husbandry Office within the prescribed deadline.
  5. After the recommendation of the Gram Sabha/Panchayat, the application will be verified and recommended at the block level, following which the district-level committee will make the final selection of beneficiaries.
  6. Selected beneficiaries under dairy schemes involving 2, 5, or 10 milch animals must complete the prescribed training.
  7. After final selection, the beneficiary must deposit the prescribed contribution into the Escrow Account within one month.
  8. After completing the required procedures and training, the beneficiary can purchase milch animals from the prescribed registered or listed animal seller.
  9. Incomplete applications or applications received after the prescribed deadline will not be considered.
