Scheme Introduction: A Brief Overview
The Government of Arunachal Pradesh runs the Chief Minister Vidya Scheme to keep girl students in school after the elementary stage. The Department of School Education opens a fixed deposit of ₹10,000 in the name of the girl child when she passes Class V and takes admission in Class VI in a State Government school. She does not touch this money during her school years and receives the maturity amount only after she completes Class XII, so the deposit rewards her for finishing school instead of paying her a yearly stipend.
The state launched the scheme in 2013-14 to cut the dropout rate and raise the enrolment of girl students, and it enhanced the incentive from ₹5,000 to ₹10,000 from 2015-16. The deposit goes to the State Bank of India, or to another public sector bank where SBI has no branch in the district, and stays locked for around seven years with no premature withdrawal. At the end, the girl must produce proof of passing Class XII verified by the DDSE, must have completed 18 years of age, and must furnish a non-marriage certificate as required by the district education administration.
The CM Vidya Scheme runs offline through the school, since no online portal exists for it. The girl or her parent collects the form from the Head of the School or the Principal, attaches the DDSE-countersigned Class V pass certificate with the other documents, and submits it to the school, after which the DDSE and the Deputy Commissioner clear the claim. Schools enrol fresh Class VI girls every session, so the department has fixed no statewide last date.
The scheme continues in the current financial year. The Gender Budget 2026-27 lists it as a Chief Minister's Flagship Programme (CMFP) item under Elementary Education, with a provision of ₹68.18 crore for 68,823 girl beneficiaries, which matches ₹10,000 per girl. The same department carries a budget provision for the Girl Students Health & Hygiene Scheme under the same head of account, so a girl student of Arunachal Pradesh can benefit from both schemes together.
Scheme Benefits
The following benefits are provided under the Arunachal Pradesh Chief Minister Vidya Scheme:
- A girl child studying in Class VI is provided with an incentive of Rs.10,000/- as a fixed deposit in the name of the individual girl child.
