Scheme Introduction: A Brief Overview
Higher education plays a key role in building a strong career, but the cost of education can often become a major barrier. To reduce this burden, the Government of Goa introduced the Interest Free Education Loan Scheme (IFEL).
Under this scheme, eligible students can get interest-free loans of up to ₹10,00,000 for studies in India and up to ₹16,00,000 for studies abroad. The loan covers important academic expenses such as tuition fees, hostel charges, and other related costs. The scheme is implemented by the Goa Education Development Corporation and funded through the Higher Education Promotion Fund.
Students who meet the eligibility conditions-such as being below 30 years of age, having at least 15 years of residency in Goa, meeting income limits, and securing admission in a recognized full-time course-can apply for this scheme.
A major benefit is that no interest is charged, provided the loan is repaid on time. Repayment starts one year after the completion of the course, giving students enough time to stabilize financially.
Overall, the scheme makes higher education more accessible by reducing financial pressure and allowing students to study now and repay later without interest.
Students may also benefit from other educational support initiatives offered by the Government of Goa, such as the Manohar Parrikar Goa Scholars Scheme, which provides financial assistance of up to ₹6 lakh for higher studies in India and up to ₹15 lakh for studies abroad, and the Goa Sant Sohirobanath Ambiye Dnyanvruddhi Shishyavrutti Bursary Scheme, which offers financial assistance of ₹40,000 to eligible students pursuing diploma, graduation, and postgraduate courses.

Steps to Apply
Applying for the Interest Free Education Loan Scheme (IFEL) is not just about filling a form-it involves verification, documentation, and financial commitment. Follow these steps carefully:
- Step 1 - Prepare Before Applying
- Before filling the form, make sure you have all the required information and documents ready.
- You should have confirmed admission in a recognized full-time course.
- Keep the complete fee structure or demand letter of your course ready.
- Ensure you have valid proof of family income within the prescribed limits.
- It is also important to decide the loan amount you actually need instead of planning to take the maximum amount by default.
- Step 2 - Fill the Application Form Carefully
- For fresh applications, visit the Chief Minister Scholarship Portal (cmscholarship.goa.gov.in), fill the form online, upload all required documents, and submit directly through the portal.
- For renewal applications, download the renewal form from GEDC, fill it carefully ensuring all details match your previous records, attach all supporting documents, and submit physically at the GEDC office on working days between 10:00 am to 12:00 pm and 3:00 pm to 5:00 pm.
- In both cases, enter all details accurately including personal, academic, and financial information.
- Mention only the loan amount you actually need - a smaller loan means an easier repayment schedule.
- The last date for both fresh and renewal applications is 27th February 2026. Late submissions are not accepted under any circumstances.
- After submission, a unique registration number is assigned to your application. Keep this safely as it must be quoted in all future communication with Goa Education Devlopment Corporation GEDC.
- Important: If documents are found incomplete after submission, you get approximately 2 weeks to correct them.
- Failing this, your application will be treated as rejected.
- Step 3 - Verification and Approval Process
- Your application is reviewed by GEDC. You may be contacted for clarification or called for an interview if required.
- Approval depends on your eligibility, availability of funds, and successful document verification.
- Insight: Approval is not automatic. Even if you meet all conditions, the loan may not be sanctioned if funds are limited.
- Step 4 - Execute Bond and Provide Surety
- Once your application is approved, you are required to complete legal formalities.
- You must sign a bond in favour of the Government.
- One parent must act as a surety. For higher loan amounts, an additional surety is required, which can be a government employee or a person owning property in Goa.
- Step 5 - Loan Disbursement
- The loan amount is released based on your course fee requirements.
- In most cases, the amount is disbursed in installments, usually on a yearly basis, directly linked to your academic progress and fee structure.
- Step 6 - Repayment Responsibility
- Repayment begins one year after the completion of your course.
- You are required to pay monthly EMIs as per the approved schedule.
- Insight: Timely repayment is very important. Missing EMIs attracts penal interest. Long delays can lead to recovery proceedings similar to arrears of land revenue. Government relief options may be available in special cases, but they are not guaranteed.
Important Instructions
- Identity verification under the scheme is carried out as per the Aadhaar Act, ensuring transparency and proper beneficiary identification.
- Applications are processed within approximately 2 months
- Interview may be conducted if required
- If course fee deadlines are near, students may arrange temporary funds and use the sanctioned loan amount later for reimbursement, subject to scheme conditions.
