Scheme Introduction: A Brief Overview

Agriculture plays an important role in India's economy, but farmers continue to face challenges such as unpredictable rainfall, rising cultivation costs, limited irrigation facilities and the need for better farming technology. To address these challenges and promote sustainable agricultural development, the Government of India introduced the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY). Approved by the Union Cabinet on 3 October 2024, PM-RKVY is an umbrella scheme that supports different agricultural activities through state-selected components. It aims to improve farm productivity, encourage efficient use of natural resources, strengthen agricultural infrastructure and help farmers adopt modern and sustainable farming practices.

The Government of India restructured the existing Rashtriya Krishi Vikas Yojana (RKVY), first launched in 2007–08, into the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) in October 2024. The scheme is managed by the Department of Agriculture and Farmers Welfare and helps states promote sustainable farming, improve agricultural productivity and address farmers' needs through different agricultural programmes.

The scheme covers nine major components: (1) Soil Health Management, (2) Rainfed Area Development, (3) Agroforestry, (4) Paramparagat Krishi Vikas Yojana (PKVY), (5) Agricultural Mechanization, including Crop Residue Management, (6) Per Drop More Crop (PDMC), (7) Crop Diversification Programme, (8) the RKVY DPR component, and (9) the Accelerator Fund for Agri-Startups. These components allow states to address their agricultural priorities according to local needs and support activities related to soil health, organic farming, water-use efficiency, farm machinery, crop residue management, value addition and agricultural entrepreneurship.

The benefits under the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) depend on the type of support you need. For example, eligible small and marginal farmers can receive a 55% subsidy for approved micro-irrigation systems under Per Drop More Crop, while other farmers can receive 45%, subject to the scheme's conditions. Under Paramparagat Krishi Vikas Yojana (PKVY), eligible farmers can receive ₹31,500 per hectare over three years for organic farming activities. Eligible agricultural startups may also receive grants of up to ₹5 lakh at the idea or pre-seed stage and up to ₹25 lakh at the seed stage, subject to selection.

Farmers and other eligible applicants can apply for the benefits available under their state's Pradhan Mantri Rashtriya Krishi Vikas Yojana components. To check which benefits are available and whether you qualify, contact your State Agriculture or Horticulture Department or the nearest District Agriculture Officer. The documents required depend on the component, but may include Aadhaar details, bank account information and land records.

For general agricultural guidance, you can call the Kisan Call Centre at 1800-180-1551. For questions about a specific PM-RKVY subsidy or application, contact your state agriculture department, as this is not a dedicated PM-RKVY helpline.

Farmers exploring other forms of agricultural support can also read about the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), which focuses on irrigation and water management, and the Sub-Mission on Agricultural Mechanization (SMAM), which supports eligible farm machinery and mechanisation activities. Farmers seeking direct income support may also explore the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), which provides ₹6,000 per year to eligible farmer families, subject to the scheme's conditions.

Components Covered Under Pradhan Mantri Rashtriya Krishi Vikas Yojana

PM-RKVY brings together different agricultural programmes under one umbrella so that states can focus on the farming needs of their regions. It covers the following nine components, each addressing a different area of agricultural development.

  • Soil Health Management – Supports better soil management and balanced nutrient use to maintain soil fertility and improve agricultural productivity.
  • Rainfed Area Development – Promotes integrated farming systems in rain-dependent areas to improve farm income, use natural resources efficiently and reduce agricultural risks.
  • Agroforestry – Encourages the integration of trees with crops and other farming activities to support sustainable land use and diversify farmers' sources of income.
  • Paramparagat Krishi Vikas Yojana (PKVY) – Promotes organic farming through support for organic inputs, certification, training, marketing and farmer groups.
  • Agricultural Mechanization, including Crop Residue Management – Helps eligible farmers and organisations access agricultural machinery, establish machinery-hiring facilities and manage crop residue using suitable equipment.
  • Per Drop More Crop (PDMC) – Promotes drip and sprinkler irrigation to improve water-use efficiency and support better crop production.
  • Crop Diversification Programme – Encourages farmers to diversify from traditional cropping patterns towards alternative crops suited to local conditions and agricultural priorities.
  • RKVY DPR Component – Supports eligible agricultural projects prepared through Detailed Project Reports (DPRs), subject to state priorities and approval requirements.
  • Accelerator Fund for Agri-Startups – Supports eligible agricultural startups developing innovative solutions in areas such as farm technology, post-harvest management, food processing and agricultural supply chains.

The availability of a particular component and the assistance offered under it depend on the applicable guidelines, state-level planning and approval. For example, PDMC and PKVY have their own implementation conditions, while agri-startup funding is subject to the prescribed selection process.

Scheme Benefits

The Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) supports farmers through different agricultural programmes selected according to state-level needs. Its main benefits include:

  • Empowers farmers to adopt sustainable farming practices that boost agricultural productivity and long-term soil and resource health.
  • Delivers substantial financial assistance for micro-irrigation systems (drip and sprinkler) under the Per Drop More Crop component, enabling farmers to achieve higher water-use efficiency and better crop yields.
  • Accelerates the shift to organic farming through comprehensive support under Paramparagat Krishi Vikas Yojana (PKVY) — covering organic inputs, certification, training, marketing and branding.
  • Provides eligible farmers with significant subsidies to purchase approved agricultural machinery and equipment under the agricultural mechanisation component.
  • Facilitates the creation of Custom Hiring Centres and Farm Machinery Banks, allowing farmers to access modern equipment on a rental basis without the burden of full ownership costs.
  • Actively promotes specialised crop-residue management machinery to convert agricultural waste into a resource and sharply reduce stubble-burning.
  • Drives efficient water management and precision irrigation practices so farmers extract maximum value from every available drop.
  • Strengthens agroforestry, rainfed-area development, soil-health improvement and crop diversification — all tailored to local agro-climatic needs and priorities.
  • Fuels agricultural innovation by supporting eligible agri-startups with grants of up to ₹5 lakh at the idea/pre-seed stage and up to ₹25 lakh at the seed stage (subject to the prescribed selection and incubation process).
  • Gives state governments full flexibility to select the most relevant components and allocate funds according to their specific agricultural priorities.
  • Catalyses value addition, entrepreneurship and technological innovation across the entire agricultural value chain, creating new income opportunities for farmers and agri-entrepreneurs.
Note: The benefits, subsidy rates and eligibility conditions vary by component and state. Assistance is not automatically available to every farmer under all components. Applicants should check the applicable state guidelines and current application notifications before applying.

Steps to Apply

Applying for the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) is different from applying for a scheme with one central registration form. The application process depends on the type of agricultural assistance you need and the rules followed by your state. Follow these steps to find the relevant benefit and apply.

  • First, contact your State Agriculture or Horticulture Department, District Agriculture Officer or block-level agriculture office to find out which PM-RKVY components are available in your area. You can also check your state's official agriculture department website for current scheme notifications.
  • Ask about the component that matches your requirement, such as micro-irrigation under Per Drop More Crop, organic farming under Paramparagat Krishi Vikas Yojana, or assistance for agricultural machinery. Confirm the eligibility conditions, subsidy rate and application dates before proceeding.
  • If your state accepts applications online, open the relevant state agriculture or farmer-benefit portal using the link provided by the department. Find the specific component, read its guidelines and select the option to apply or register, if available. The exact menu names and process may differ between states.
  • Fill in the application form with the requested details and upload the required documents. These may include identity and bank details, land records, category certificates or equipment-related documents, depending on the component. Check every entry before submitting the form.
  • If online applications are not available for your component, ask the concerned agriculture office whether you need to submit a physical application or supporting documents. Use the prescribed form, if one is provided, and keep the acknowledgement or receipt for future reference.
  • After submission, follow the instructions provided by the state department to check your application status. Depending on the component, the department may verify your documents, land or proposed activity before approving assistance.
  • If you are applying for agri-startup funding, check the RKVY agri-startup programme website and the websites of participating agribusiness incubators. Apply only when an eligible incubator announces an open application round, and follow its instructions for submitting your proposal and supporting documents.

There is no single national application portal or common application deadline for every PM-RKVY benefit. For the applicable process and current availability, refer to your state's agriculture department. For example, the Uttarakhand Agriculture Department's RKVY page provides scheme information and links to the relevant guidelines.
