Scheme Introduction: A Brief Overview

Mera Ghar Mere Naam (MGMN) Scheme is a flagship initiative of the Government of Punjab designed to identify and formally record proprietary rights over residential properties situated within eligible Abadi Deh (Lal Dora) areas of villages and towns. For generations, families residing inside the traditional Lal Lakir boundary possessed no official ownership documents for their homes. Under this scheme, the Punjab Government systematically integrates these properties into the formal land-records framework, culminating in the preparation of a Record of Rights (RoR) and the issuance of a property card to the rightful owner following rigorous verification. 

The Punjab Government launched Mera Ghar Mere Naam on 17 October 2021. The scheme is administered by the Department of Revenue, Rehabilitation and Disaster Management, Government of Punjab. It follows the survey and property-mapping approach of the Central Government's SVAMITVA initiative and has been officially described in the 2026 Vidhan Sabha address as Punjab's version of the SVAMITVA framework. Implementation of the scheme is governed by the Punjab Abadi Deh (Record of Rights) Act, 2021, and the Punjab Abadi Deh (Record of Rights) Rules, 2021.

The scheme works through a government-led survey process. The Government first notifies an Abadi Deh area. Survey teams then map the area, including through drone-based mapping, to mark boundaries and individual survey units. Revenue officials verify the survey data, publish the proposed entries for objections, decide the objections, and finally prepare the Record of Rights. The concerned SDM generates the property card from the verified record, and owners can download it through the MGMN system using OTP authentication. As reported in the Punjab Vidhan Sabha on 6 March 2026, drone flying had been completed in 10,037 villages and digital maps of 1,572 villages had been finalised under the scheme.

Mera Ghar Mere Naam is not a cash-assistance or subsidy scheme. It confers no monthly payment, financial grant, or Direct Benefit Transfer. Its core value lies in the formal recognition of proprietary rights. The resulting property record enables owners to use their homes as financial assets- facilitating loans, mortgages, and lawful property transactions- subject to applicable legal requirements. Importantly, the Act itself clarifies that a recorded proprietary right does not constitute conclusive proof of ownership and remains open to subsequent correction, appeal, revision, or judicial determination.

The scheme offers property-related benefits instead of direct financial assistance. Under Mera Ghar Mere Naam, beneficiaries receive the following key benefits:

Note: Recording a proprietary right under the Act is not conclusive proof of ownership. It remains subject to correction, appeal/revision, and the decisions of competent courts.

Is Any Financial Assistance or DBT Given?

  • No monthly payment, instalment, or subsidy amount applies under the scheme.
  • No DBT payment is made, as the scheme provides no cash benefit.
  • The NIC system mentions Aadhaar seeding and OTP authentication only as system features, not as a DBT requirement.

Eligibility Requirements

Eligibility under the Mera Ghar Mere Naam is determined solely by the location of the property and the strength of the proprietary claim, rather than by the personal profile of the resident.

  • The property must fall within an Abadi Deh area notified by the Government under the Act.
  • The competent authority must find the claimant to be the person best entitled to be recorded as proprietor of the survey unit.
  • The Act and Rules do not prescribe a general income, age, BPL, or caste-based eligibility condition for recording proprietary rights.

Documents Required

The Act and Rules do not prescribe a fixed, universal list of documents for every resident under the Punjab Mera Ghar Mere Naam Scheme.

  • During survey: The Survey Officer may consider any document or writing submitted by an interested person that helps determine the boundary, area, or type of the survey unit.
  • For proprietary claims: The Assistant Recording and Resolution Officer may consider relevant and material documents supporting the claim.
  • Additional documents: The concerned authority may ask for specific documents in a particular case.

Steps to Apply

Mera Ghar Mere Naam Scheme works mainly as an offline, government-led survey and record process, so residents do not fill a general online application form to join the scheme. The revenue authorities complete the following stages to record rights and issue property cards:

  • Notification of area: The Government identifies and notifies an Abadi Deh area for preparation of the Record of Rights.
  • Survey and mapping: The Survey Officer conducts the survey, and drone-based mapping marks boundaries, dimensions, and individual survey units.
  • Data entry: Officials enter survey-unit details and owner/proprietor information into the MGMN system. The Survey of India, Kanungo, Tehsildar, and SDM handle different stages.
  • Verification: The concerned revenue authorities verify the survey records and other details.
  • Publication of proposed entries: The authorities display the proposed entries of proprietors and survey units for objections.
  • Objections: Any aggrieved person files an objection in Form C about boundary, area, dimensions, or proprietary rights.
  • Decision: The Assistant Recording and Resolution Officer conducts an inquiry and passes an order on each objection.
  • Record of Rights: The authorities prepare the final RoR in the prescribed form.
  • Property card: The concerned SDM generates the property card from the verified Record of Rights.

How to Raise an Objection Online (Final Map-2)

Residents can check the displayed MGMN records and challenge any discrepancy through the Punjab Land Records portal by following the steps below. 

  • Visit the official Punjab Land Records portal.
  • Open the "MGMN Final Map-2" data section.
  • Select your area and check the property details shown in the map data.
  • If you find any error, use the "Raise Objection" facility.
  • Enter the details of the discrepancy and submit the objection.

How to Request a Correction (Final Map-3)

The portal also allows residents to request corrections in the Final Map-3 data.

How to Download the Property Card

The MGMN system offers a citizen interface for downloading property cards with OTP authentication.

  • Visit the official MGMN portal at abadirecords.punjab.gov.in.
  • Open the property card download option in the citizen interface.
  • Enter the required details and verify yourself through the OTP.
  • Download the property card once the system generates it.
