Scheme Introduction: A Brief Overview
- The Government of Rajasthan launched the Gaon Gwala Yojana as a rural welfare initiative to restore the traditional system of village cowherds and improve cattle management in villages.
- The state introduced the scheme in February 2026 to address the rising problem of stray and unattended cattle while also generating employment in rural areas.
- Under this scheme, the government appoints dedicated village gwalas to take responsibility for managing and supervising cattle.
- The scheme focuses on ensuring that cows receive proper grazing, protection, and daily care.
- At the same time, the government formalizes the role of cattle caretakers to create a stable and regular income source for rural residents.
- The Department of Panchayati Raj, Government of Rajasthan, implements and monitors the scheme at the village level to ensure proper coordination.
- The appointed gwala collects cows from village households every morning, takes them to designated gochar (grazing) land during the day, and safely returns them to their owners in the evening.
- The authorities appoint one gwala for approximately every 70 cows in a village to maintain effective supervision.
- If the number of cows exceeds 70, the department appoints additional gwalas to ensure proper management.
- The selected gwala receives a fixed monthly honorarium of Rs. 10,000 directly in their bank account under the scheme.
- This financial support provides a steady income and reduces the need for rural residents to migrate to cities in search of work.
- The community supports the honorarium through Bhama Shah contributions, which helps maintain regular payments.
- Physically fit residents of the concerned village who can manage cattle responsibly become eligible for appointment under the scheme.
- Interested individuals can apply through the selection process conducted by their respective Gram Panchayat.
- Additionally, cattle owners can insure their animals under the Mukhyamantri Mangla Pashu Bima Yojana, which provides life insurance coverage for livestock.
