Scheme Introduction: A Brief Overview

For many low- and middle-income families, owning a house in an urban area can be difficult because land prices, construction costs and property prices continue to make homeownership expensive. To increase the availability of reasonably priced housing and make homeownership more accessible to eligible families, the Government of Rajasthan introduced the Mukhyamantri Jan Awas Yojana (CMJAY).

The main focus of CMJAY is to create a larger supply of affordable housing for Economically Weaker Sections (EWS) and Lower Income Groups (LIG). Instead of limiting housing development to government agencies, the policy brings together the Rajasthan Housing Board (RHB), Urban Local Bodies (ULBs), Urban Improvement Trusts (UITs), Development Authorities and eligible private developers to develop affordable houses, flats and plots in urban areas.

  • For later Rajasthan Housing Board CMJAY implementation, the EWS category generally covers annual income up to ₹3 lakh, while LIG covers annual income from ₹3,00,001 to ₹6 lakh, subject to the applicable project notification.
  • The applicant should generally be a bonafide resident of Rajasthan, subject to the exceptions and conditions provided under the applicable policy.
  • The applicant should not own a leasehold or freehold house or plot in an urban area of Rajasthan in his/her own name, spouse's name or the name of a dependent family member, as applicable under the policy.
  • The applicant must provide the required income certificate or other prescribed income proof.
  • Beneficiary identification is linked with Aadhaar, Bhamashah or another prescribed unique identification to help prevent duplicate allotments.
  • The applicant must comply with the conditions relating to occupation, allotment and transfer of the allotted property.
  • Additional conditions specified in the individual project advertisement or registration booklet must also be fulfilled.

Important Note: Income limits and other eligibility conditions have changed through subsequent government orders and may differ between projects. Do not rely only on a general CMJAY eligibility list. Always check the latest registration booklet or advertisement of the housing project for which you want to apply.

The Rajasthan Housing Board currently lists the following general income categories for its housing schemes:

The Rajasthan Housing Board has also separately divided EWS applicants for CMJAY registration into EWS-I and EWS-II in an earlier 2018 order. Therefore, applicants should follow the income classification specifically mentioned in the latest CMJAY project notification rather than assuming that one income limit applies to every project.

Housing Unit Size

The size of a house or flat under the Mukhyamantri Jan Awas Yojana depends on the income category, type of housing and the applicable CMJAY provision. Therefore, there is no single unit size applicable to every CMJAY project.

Under the CMJAY-2015 framework, affordable EWS and LIG housing units are developed within prescribed size limits so that the houses remain suitable for the target income groups and affordable to eligible families.

How Much Does a House Cost Under CMJAY?

There is no single fixed price for every house under Mukhyamantri Jan Awas Yojana. The actual cost depends on the CMJAY provision, project, unit size, construction specifications and the applicable government or project-specific pricing rules.

For example, the V Park residential project on Sirsi Road, Jaipur, developed under CMJAY Provision 3A, lists a 1 RK EWS flat of 475.88 sq. ft. saleable area at a base price of ₹22 lakh. The project also lists a 2 BHK LIG flat of 1,048.20 sq. ft. at a base price of ₹42 lakh.

The final cost can also include applicable taxes, stamp duty, maintenance or club-related charges, PLC and other charges mentioned in the project terms. Central Government Housing Scheme Linkage

Some CMJAY projects may be linked with the Government of India's urban housing programme if the project and beneficiaries satisfy the applicable Central Government requirements.

The original CMJAY policy was designed alongside the Government of India's Housing for All framework. However, Central housing assistance is not an automatic cash benefit available to every CMJAY applicant.

If a particular CMJAY project is linked with a Central housing programme, the applicant must satisfy the eligibility, documentation and other conditions of that Central scheme as well as the CMJAY project conditions.

Important Note: Older PMAY-U benefits such as the earlier CLSS interest subsidy or ₹1.5 lakh AHP assistance should not be assumed to be available under every current CMJAY project. Always check the applicable Central Government scheme and the project-specific notification.

Required Documents

CMJAY Housing Development Models

CMJAY-2015 does not operate through a single type of housing project. It contains different provisions through which affordable housing can be developed by government agencies, private developers and other eligible entities.

  • Provision 1A: Mandatory affordable-housing provisions in specified residential schemes of government agencies and private developers.
  • Provision 1B: Affordable-housing provisions in specified industrial areas of RIICO and private developers.
  • Provision 1C: Special provisions concerning affordable housing development involving specified industrial or non-operational/sick industrial-unit land.
  • Provision 2: Affordable housing developed by a private developer on private land through the applicable partnership model.
  • Provision 3A: Flatted affordable housing development by a private developer on private land.
  • Provision 3B: Affordable housing development through the applicable plotted/built-up model under the amended policy.
  • Provision 4 series: Affordable housing development on government or local-authority land through prescribed allotment, auction or development models.
  • Provision 4C: Joint development arrangements under the applicable CMJAY conditions.
Important Note: The CMJAY provision structure has been changed through subsequent amendments. The original 2015 numbering should not automatically be treated as the complete current structure. The applicable government order should be checked for each project.

Steps to Apply

  • Visit the official Rajasthan Housing Board website or the website of the concerned Urban Local Body, UIT or Development Authority.
  • Check the list of current housing schemes and identify a project specifically notified under CMJAY.
  • Open the official advertisement and registration booklet of the selected project.
  • Carefully check the income limit, eligibility conditions, house/plot size, price, registration amount and payment schedule.

  • Applications are checked against the eligibility conditions of the concerned project.
  • The authority may publish a provisional or final list of eligible and non-eligible applicants.
  • Where applications exceed available houses, a priority lottery or house-allotment lottery may be conducted.
  • Applicants selected through the prescribed process receive the allotment/demand letter.
  • The beneficiary must deposit the required amount according to the prescribed payment schedule.
  • After completion of the required payments and other formalities, possession is provided according to the project schedule and applicable rules.

Rajasthan Housing Board records show CMJAY allotment lotteries for projects including CMJAY EWS/LIG housing at Aravali Vihar, Bhiwadi and CMJAY projects in Jaipur.

Important Conditions After Allotment

  • The allotted housing unit must be used for the purpose for which it was allotted.
  • Under the CMJAY-2015 conditions, the beneficiary is generally required to occupy the allotted flat within one year from possession.
  • The CMJAY-2015 policy places a 10-year restriction on sale of the allotted housing unit from the date of allotment, subject to the applicable rules.
  • The beneficiary must comply with all conditions contained in the allotment letter, registration booklet and applicable government orders.
  • Providing incorrect information or obtaining allotment by concealing relevant facts can result in action under the applicable rules.
