Scheme Introduction: A Brief Overview

The Tamil Nadu Government launched the Mudhalvarin Kakkum Karangal Scheme, also known as the Chief Minister Caring Hands Scheme, to support ex-servicemen and their family members in establishing self-employment ventures. Introduced by Chief Minister Thiru M.K. Stalin and implemented through the Department of Ex-Servicemen's Welfare, the scheme provides financial assistance to eligible beneficiaries for starting business and income-generating activities.

Under the scheme, ex-servicemen, widows of ex-servicemen, dependent sons and daughters, including unmarried and separated daughters, can avail business loans of up to Rs. 1 crore. To reduce the financial burden on entrepreneurs, the Government provides a 30% capital subsidy on the sanctioned loan amount along with a 3% interest subsidy.

The Mudhalvarin Kakkum Karangal Scheme is exclusively meant for ex-servicemen and their eligible dependents residing in Tamil Nadu. However, applicants who have already availed benefits under the following scheme are not eligible under this scheme.

• Prime Minister Employment Generation Programme (PMEGP)
• Annal Ambedkar Business Champions Scheme (AABCS)
• Unemployed Youth Employment Generation Programme (UYEGP)
• New Entrepreneur cum Enterprise Development Scheme (NEEDS)
• Bank Loan Interest Subsidy Scheme (BLISS)

Following the successful implementation of the scheme in previous years, the Tamil Nadu Government has extended the scheme for the financial year 2026-27 and approved subsidy benefits for additional beneficiaries. Eligible ex-servicemen, war widows, and dependents can apply through the official website of the Department of Ex-Servicemen's Welfare. Applications are scrutinized by the competent committee and, after bank verification, the approved subsidy amount is transferred directly to the beneficiary's account. Applicants may also contact their District Ex-Servicemen Welfare Office for guidance and assistance regarding the scheme.

Scheme Benefits

• Eligible ex-servicemen and their dependents can avail of business loans of up to Rs. 1 crore for self-employment and entrepreneurial activities.
• The Tamil Nadu Government provides a 30% capital subsidy on the sanctioned loan amount.
• Beneficiaries are also eligible for a 3% interest subsidy, reducing the overall loan repayment burden.
• The subsidy is credited directly to the beneficiary's account after approval and bank verification.

Eligibility Requirement

• The applicant must belong to any one of the following categories:
  • Ex-Servicemen.
  • Widows of Ex-Servicemen.
  • Dependent sons of Ex-Servicemen.
  • Dependent daughters of Ex-Servicemen, including unmarried and separated daughters.
• The applicant must be a permanent resident of Tamil Nadu.
• There is no income limit prescribed under the scheme.
• The applicant must be willing to establish a new business or self-employment venture and obtain a bank loan for the project.
• Dependent sons of Ex-Servicemen are eligible to apply only up to the age of 21 years.
• If a dependent son is above 21 years of age but below 25 years, the Ex-Serviceman must apply as the primary applicant, and the son may be included as a co-applicant.
• Dependent sons above 25 years of age are not eligible to receive benefits under the scheme.
• The spouse of an Ex-Serviceman cannot be added as a co-applicant or business partner under the scheme.
• Applicants must not be beneficiaries of PMFME, PMEGP, UYEGP, NEEDS, AABCS, BLISS, or any other similar Government subsidy-linked self-employment scheme.
• Applicants must complete the Entrepreneurship Development and Innovation Institute (EDII) training programme and comply with the conditions prescribed by the Department of Ex-Servicemen's Welfare.

• Discharge Book or Service Discharge Certificate.
• Dependent Identity Card (if applying as a dependent).
• Death Certificate of Ex-Serviceman (for widows, wherever applicable).
• Age Proof of the applicant and dependent beneficiary.
• Passport Size Photograph.
• Mobile Number.
• Email ID.
• Bank Account Passbook or Bank Account Details.
• Project Report for the proposed business activity.
• Land Ownership / Lease Documents related to the proposed project site, wherever applicable.
• Co-applicant documents in cases where the Ex-Serviceman applies along with an eligible dependent son.
• EDII Training Certificate or documents required for the Entrepreneurship Development and Innovation Institute (EDII) training, if demanded by the authorities.
• Any other document required by the Department of Ex-Servicemen's Welfare or the lending bank during verification.

Steps to Apply

• Eligible Ex-Servicemen, war widows, and eligible dependents can apply online for financial assistance under the Tamil Nadu Mudhalvarin Kakkum Karangal Scheme (Chief Minister Caring Hands Scheme).
• The online application form for the Mudhalvarin Kakkum Karangal Scheme is available on the Department of Ex-Servicemen's Welfare Website.
• Visit the official website of the Department of Ex-Servicemen's Welfare, Tamil Nadu.
• Click on the "Registration of Mudhalvarin Kakkum Karangal Scheme" option available on the portal.
  
• Select "Applicant Login" and log in using the registered mobile number.
• Fill in the online application form with the required details, including:
  • Personal Details.
  • Address Details.
  • Ex-Servicemen / Dependent Information.
  • Project and Business Details.
  • Bank and Loan Details.
  • Land Details, wherever applicable.
• Upload all required documents, including identity proof, Ex-Servicemen documents, project report, bank details, and other supporting documents.
• If the applicant is a dependent son between 21 and 25 years of age, the Ex-Serviceman must apply as the primary applicant and include the dependent son as a co-applicant.
• Review all information carefully and submit the application form.
• After preliminary scrutiny, eligible applicants may be nominated for Entrepreneurship Development and Innovation Institute (EDII) training as prescribed under the scheme.
• The Department and the designated committee will evaluate the project proposal and verify eligibility conditions.
• Shortlisted applications will be forwarded to the lending bank for loan appraisal and verification.
• Upon approval of the loan by the bank, the Government will release the eligible 30% capital subsidy and applicable interest subsidy under the scheme.
• The subsidy amount will be credited directly to the beneficiary's account as per the scheme guidelines.
• Applicants can contact their respective District Ex-Servicemen Welfare Office for assistance regarding registration, EDII training, and application status.
