Scheme Introduction: A Brief Overview
- Tamil Nadu Chief Minister Thiru. M. K. Stalin introduced one of the state's key child welfare initiatives, the Anbu Karangal Scheme, on 15-09-2025.
- The scheme carries the tagline "Arms of Love."
- Across Tamil Nadu, many children have lost one or both parents and now depend entirely on relatives for care and survival.
- To support such children and secure their future, the Tamil Nadu Government launched the Anbu Karangal Financial Assistance Scheme in the state.
- The government runs this scheme as a component of the Chief Minister Thayumanavar Scheme.
- The Social Welfare and Women Empowerment Department, Government of Tamil Nadu, oversees and implements the Anbu Karangal Scheme.
- Under this scheme, the government provides monthly financial assistance of Rs. 2,000 to eligible children until they reach 18 years of age.
- The scheme follows a Direct Benefit Transfer (DBT) model, ensuring that the monthly amount reaches the beneficiary children directly in their bank accounts.
- Children who have lost both parents, or those who have lost one parent while the surviving parent remains unable to support education or daily needs, can apply for financial assistance under this scheme.

Scheme Benefits
- All selected and eligible children will receive monthly financial support under the scheme.
- The government will credit Rs. 2,000 per month directly into the beneficiary child's bank account.
- Authorities will continue providing this monthly assistance until the child completes 18 years of age.
- Officials will also issue a separate Scheme Identification Card to each beneficiary.
- After school education, the scheme will offer support for college-level studies as well.
- In addition, beneficiaries will get access to skill development training to improve future employment opportunities.
Eligibility Requirement
- Only children who are permanent residents are eligible to apply.
- The applicant child must fall under any one of the following categories :-
- Destitute children who have lost one parent or both parents.
- Abandoned children where one parent has died and the other has deserted the child.
- Children whose one parent has passed away and the surviving parent suffers from a physical or mental disability.
- Children whose one parent has died and the remaining parent is currently in prison.
- Children whose one parent has passed away and the surviving parent is battling a life-threatening illness.

Steps to Apply
- A guardian or close relative of the beneficiary child can apply on the child's behalf and complete registration under the Tamil Nadu Government's Anbu Karangal Scheme.
- Applicants can collect the Anbu Karangal Scheme application form free of cost from the following locations :-
- Ungaludin Stalin Camps.
- Office of the District Collector.
- Office of the District Child Protection Officer (DCPO).
- Obtain the Anbu Karangal Scheme application form from any of the offices listed above and fill in all details carefully.
- Attach all the necessary documents with the completed application form.
- Submit the filled Anbu Karangal Scheme application form along with the required documents at the Ungaludin Stalin Camps, DCPO Office, or District Collector's Office.
- The District Child Protection Officer will conduct the initial scrutiny of the submitted application and documents.
- If needed, the DCPO may carry out field-level verification to clear any doubts or discrepancies.
- After verification, officials will forward the list of eligible children under the Anbu Karangal Scheme to the concerned department for final approval.
- Once approved, beneficiary children will receive financial assistance of Rs. 2,000 per month, credited directly to their bank accounts until they reach 18 years of age.
