Scheme Introduction: A Brief Overview

The Uttarakhand Dhaulas Housing Scheme is an affordable housing project being developed by the Mussoorie Dehradun Development Authority (MDDA) at Dhaulas in Dehradun under the Affordable Housing in Partnership (AHP) component of Pradhan Mantri Awas Yojana - Urban (PMAY-U). The project aims to provide affordable pucca houses to eligible Economically Weaker Section (EWS) families who do not own a permanent house. Instead of providing free houses, the scheme follows a cost-sharing model in which the Central Government, the Government of Uttarakhand, MDDA and the beneficiary jointly contribute towards the cost of each dwelling unit. Under the project, a total of 240 EWS dwelling units (flats) are proposed to be constructed. The scheme follows a cost-sharing model instead of providing free houses.

According to the approved project proposal, the cost of one EWS dwelling unit is Rs. 8.15 lakh. Out of this amount, the Central Government provides financial assistance of Rs. 1.50 lakh under PMAY, the Government of Uttarakhand contributes Rs. 1.00 lakh, and MDDA bears Rs. 1.15 lakh. The remaining Rs. 4.50 lakh is to be paid by the beneficiary. This financial contribution pattern significantly reduces the overall cost of purchasing a house, making home ownership more affordable for eligible low-income families.

The Dhaulas Housing Scheme is intended for eligible EWS families who fulfil the eligibility conditions prescribed under PMAY-U and the project guidelines. Applicants must not own a pucca house anywhere in India and should satisfy the income and other eligibility requirements notified under the scheme. Preference in allotment may be given to eligible applicants belonging to priority categories such as women, senior citizens, persons with disabilities, Scheduled Castes (SC), Scheduled Tribes (ST), minority communities and other vulnerable groups in accordance with PMAY-U guidelines.

Recently, the MDDA has conducted the allotment of 232 EWS flats under the Dhaulas Awasiya Yojana through a fully digital and transparent lottery process. The lottery was conducted in the presence of beneficiaries and officials to ensure transparency. During the allotment, priority was given to 4 Divyang beneficiaries and 2 Senior Citizens by allotting them ground floor flats. Future allotments, if any, will be carried out as per the notifications issued by MDDA.

Financial Contribution Pattern

The cost of each Economically Weaker Section (EWS) dwelling unit under the MDDA Dhaulas Housing Scheme has been shared between the Central Government, the Government of Uttarakhand, Mussoorie Dehradun Development Authority (MDDA), and the beneficiary. Note: The above contribution pattern is based on the approved project proposal of the Dhaulas Housing Scheme. The beneficiary is required to contribute Rs. 4.50 lakh towards the purchase of the dwelling unit. The payment schedule, booking amount, loan facility and allotment procedure will be notified separately by the Mussoorie Dehradun Development Authority (MDDA).

Eligibility Requirements

Applicants must fulfil the following eligibility conditions to become eligible for allotment under the MDDA Dhaulas Awasiya Yojana:

  • The applicant must be a citizen of India.
  • The applicant should belong to the Economically Weaker Section (EWS) category.
  • The annual household income should not exceed Rs. 3,00,000.
  • The applicant or any member of the applicant's family must not own a pucca house anywhere in India.
  • The applicant or any family member must not have received benefits under any Central Government, State Government, or Local Government housing scheme during the last 20 years.
  • The applicant must not have availed benefits under any other vertical of Pradhan Mantri Awas Yojana - Urban (PMAY-U) 2.0.
  • The applicant must possess Aadhaar or Aadhaar Virtual ID for beneficiary verification.
  • The applicant must satisfy all eligibility conditions prescribed by Mussoorie Dehradun Development Authority (MDDA) at the time of allotment.

Preference in Allotment

As per PMAY-U 2.0 guidelines, preference may be given to the following categories of eligible applicants:

  • Widows and single women.
  • Persons with Disabilities (PwDs).
  • Senior Citizens.
  • Transgender persons.
  • Scheduled Caste (SC) and Scheduled Tribe (ST) applicants.
  • Minority communities.
  • Safai Karmis.
  • Street Vendors identified under PM SVANidhi.
  • Artisans registered under PM Vishwakarma.
  • Anganwadi Workers.
  • Building and Other Construction Workers.
  • Residents of eligible slums or other vulnerable sections identified by the Government.

Note: Final selection and allotment of dwelling units will be carried out by MDDA in accordance with the PMAY-U 2.0 guidelines and the terms and conditions prescribed in the official housing scheme brochure.

Required Documents

Applicants should keep the following documents ready while applying for the MDDA Dhaulas Housing Scheme. Since the project is being implemented under the Affordable Housing in Partnership (AHP) component of Pradhan Mantri Awas Yojana - Urban (PMAY-U) 2.0, MDDA may verify these documents during allotment and beneficiary verification.

  • Aadhaar Card of the applicant.
  • Aadhaar Cards of eligible family members, wherever applicable.
  • PAN Card (if available).
  • Passport-size photographs.
  • Proof of Date of Birth.
  • Permanent Residence / Domicile Certificate.
  • Income Certificate issued by the competent authority.
  • Bank Account Passbook or Cancelled Cheque.

Note: The final list of required documents will be mentioned in the official MDDA application form and allotment brochure. Applicants should submit only the documents specified by MDDA during the application process.

Steps to Apply

  • Ensure that you fulfil the eligibility conditions prescribed under PMAY-U and the Dhaulas Housing Scheme.
  • Register your housing demand through the PMAY-U Portal or the application process notified by MDDA.
  • Fill out the application form and submit the required supporting documents.
