Scheme Introduction: A Brief Overview

The Uttarakhand Hamara Ped Hamara Dhan Yojana is a tree plantation incentive scheme launched by the Forest Department, Government of Uttarakhand, in the Financial Year 2014–15. The scheme encourages residents to plant and protect trees on their privately owned land by offering financial incentives for their efforts. True to its name, “Our Tree, Our Wealth,” the initiative aims to make tree plantation not only an environmentally responsible activity but also a source of financial benefit for landowners.

The objective of the scheme is to encourage the people of Uttarakhand to plant fuelwood, fodder, fruit, and timber species on their private land, increase the green cover of the state, and link environmental conservation with direct economic benefit. Instead of depending only on forest land for plantation, the government involves private landholders and farmers in growing trees and gives them a financial reason to protect each sapling until it survives.

Under the Hamara Ped Hamara Dhan Scheme, the Forest Department provides an incentive of ₹300 per plant. The department does not pay this amount in cash immediately. It creates a Fixed Deposit Receipt (FDR) at the rate of ₹300 per plant and keeps it pledged in the name of the Divisional Forest Officer (DFO). After three years, a joint team inspects the plantation, and the beneficiary receives the secured amount on the basis of the number of plants that survive. One applicant or family can claim the incentive for a maximum of 100 plants every year, which means the maximum possible FDR value is ₹30,000 per year, subject to plant survival.

Any resident of Uttarakhand who owns private land or holds land jointly can apply, and the scheme does not prescribe any minimum land area. The applicant buys saplings at concessional rates from Forest Department nurseries, Horticulture Department nurseries or registered women's and farmers' nurseries, plants them at their own cost, and takes full responsibility for their protection. The Forest Department provides technical guidance whenever required.

To apply under the Hamara Ped Hamara Dhan Yojana, eligible landholders can submit an online application on the Apuni Sarkar portal on their own or through a CSC/e-District Centre, or they can collect the free form from the concerned DFO office, submit it there with land and species details, and sign an agreement on ₹10 stamp paper.

Along with the Uttarakhand Hamara Ped Hamara Dhan Yojana, the Uttarakhand Government also runs the Uttarakhand Pirul Lao Paise Pao Yojana, which encourages residents to collect dry pine needles and earn money, and the Uttarakhand Rooftop Gardening Scheme, which promotes rooftop vegetable cultivation through financial assistance. You can check the complete details of both schemes here.

Scheme Benefits

The following benefits are provided under the Hamara Ped Hamara Dhan Scheme, including survival-based financial incentives to landholders and plantation support from government departments.

  • ₹300 per plant: The Forest Department creates an FDR of ₹300 for every eligible plant and pledges it in the name of the Divisional Forest Officer.
  • Survival-based release: The beneficiary receives the secured amount after three years, based on the success and survival of the plants.
  • Up to 100 plants a year: One applicant or family can get the incentive for a maximum of 100 plants per year (maximum FDR value of ₹30,000, depending on survival).
  • Eligible species: The incentive covers fuelwood, fodder, fruit-bearing, and timber species planted on private land.
  • Concessional saplings: Applicants can buy saplings at concessional rates from the Forest Department, Horticulture Department, or registered women's and farmers' nurseries.
  • Technical support: The Forest Department provides technical guidance for planting.
  • Long-term asset: Apart from the incentive, the trees themselves stay with the landholder as a source of fuel, fodder, fruit, and timber.

Note: The ₹300 is not an immediate cash payment for each sapling. The final amount depends on how many plants the joint inspection team finds healthy and alive after three years.
