Scheme Introduction: A Brief Overview

The Uttarakhand Mukhyamantri Kaushal Unnyan Evam Vaishvik Rozgar Yojana (MM-KUVRY) is a flagship initiative of the Government of Uttarakhand. The scheme aims to prepare the state's youth for overseas employment through skill development and international placement support. It helps eligible candidates acquire language, technical and cultural skills required by foreign employers. The Government also provides financial assistance to reduce the cost of training and improve access to global job opportunities.

The Uttarakhand Mukhyamantri Kaushal Unnyan Evam Vaishvik Rozgar Yojana aims to prepare and facilitate overseas employment for 50,000 youth from the state by 2030 through skill development, language training, financial assistance, and placement support.

Eligible domicile holders of Uttarakhand aged 18 years or above can register through the Apuni Sarkar Portal. Selected candidates receive language, domain-specific and cultural training through empanelled training partners. Depending on the approved training programme, beneficiaries can receive a monthly incentive of up to ₹7,500 for a maximum period of six months. Eligible candidates can also avail bank loan assistance of up to ₹1 lakh or 60% of the programme fee, whichever is lower. The scheme further provides an interest subsidy of up to 75% on eligible loans. After completing the training and selection process, candidates receive assistance for overseas placement through empanelled agencies and Government-to-Government (G2G) partnerships.

The scheme is implemented by the Department of Skill Development & Employment, Government of Uttarakhand. It aims to create a globally skilled workforce and increase employment opportunities for the youth of the state. An Overseas Placement Cell and Helpdesk have also been established to guide candidates before and after overseas placement. The Government has also prescribed responsibilities for empanelled agencies, including placement commitments and candidate protection measures, to ensure quality training and transparent implementation.

Besides this scheme, the Government of Uttarakhand is implementing several initiatives to promote employment and entrepreneurship. Eligible entrepreneurs can avail financial assistance under the Veer Chandra Singh Garhwali Veer Udhyami Yojana to establish new enterprises. Women can also benefit from the Ekal Mahila Swarojgar Yojana to start self-employment ventures.

• If you are a new user, complete the registration by providing the required details. Existing users can log in using their User ID and Password.
• After logging in, open the User Dashboard and click on Services.
• Under the Directorate of Training and Employment, select the "Overseas Employment Registration" service.
• Enter the required personal, educational, and contact details in the application form.
• Select your preferred overseas employment sector or job category based on your qualifications and interests.
• Upload the required documents and submit the application.

Selection Process

• Selected candidates complete the passport, visa, medical fitness and other immigration formalities, wherever applicable.
• After fulfilling all the prescribed requirements, candidates receive overseas placement support through empanelled recruitment agencies or Government-to-Government (G2G) arrangements.
