Scheme Introduction: A Brief Overview

The Uttarakhand Mukhyamantri Yuva Bhavishya Nirman Yojana is an initiative of the Uttarakhand Government to help students prepare for competitive examinations through free online coaching. The scheme aims to provide quality coaching and guidance to eligible students who want to prepare for major competitive examinations but may not be able to afford expensive coaching. The online format also makes coaching more accessible to students living in remote and hilly areas of Uttarakhand.

The scheme was launched by the Uttarakhand Government on 7 September 2026, with the initial launch involving 1,588 youth. Under the scheme, the Uttarakhand Government is providing free coaching for examinations such as UPSC, PCS, Banking, SSC, Railway, CDS and CAPF. The Chief Minister's Office has specifically highlighted preparation for UPSC, CDS, Banking, Railway and SSC examinations as part of the scheme.

According to the Directorate of Higher Education notification dated 04 August 2026, three coaching institutions have been selected for the first phase. Study IQ Education Private Ltd., New Delhi will provide coaching for UPSC and PCS, Mahendra Education Pvt. Ltd., Lucknow will provide coaching for Banking, SSC and Railway examinations, while Doon Defence Dreamers Ltd., Dehradun will provide coaching for CDS and CAPF.

The Uttarakhand Cabinet approved the scheme on 10 December 2025, and the government allocated Rs 10 crore for the financial year 2026-27 for its implementation. The scheme is being implemented through the Uttarakhand Higher Education Department. In the first phase, the department has selected students studying in the final year of graduation or postgraduation in state universities and government colleges. Students who passed their graduation or postgraduation examination in the previous year and received a scholarship under the Mukhyamantri Uchch Shiksha Shodh Protsahan Chhatravritti Yojana have also been included in the selection process.

With the launch of the scheme on 7 September 2026, the initiative has now moved from the implementation stage to the actual delivery of coaching support to selected youth. The concerned universities and government colleges have been directed to provide verified details of eligible topper students to the Directorate of Higher Education. Under the Mukhyamantri Yuva Bhavishya Nirman Yojana, the Uttarakhand Government will provide free online coaching to eligible students preparing for various competitive, entrance and eligibility examinations. The examinations covered under the scheme include:

Examinations and Coaching Institutes in the First Phase

In the first phase of the scheme, the Directorate of Higher Education, Uttarakhand has selected three coaching institutions to provide free coaching for specific competitive examinations. The details are as follows:

Scheme Benefits

The scheme provides selected students with free online coaching and study support for various competitive and eligibility examinations.

• Selected students will receive free online coaching for competitive and eligibility examinations covered under the scheme.
• Students can access coaching from home, making exam preparation easier and more convenient.
• The scheme will particularly benefit students from remote and hilly areas of Uttarakhand who may have limited access to reputed coaching institutes.
• The free coaching will help reduce the financial burden on students who cannot afford expensive private coaching.
• Selected students will receive access to online study material, video lectures, practice sets and mock tests as part of the coaching support.
• The scheme has been launched with 1,588 youth in the initial phase.
• Around 11,000 young aspirants are targeted to receive free online coaching every year under the scheme.
• Coaching will be provided through reputed coaching institutions selected by the government for different examination categories.

Eligibility Requirement

• The applicant must be a student from Uttarakhand who meets the eligibility conditions of the scheme.
• The applicant must be preparing for a competitive examination covered under the scheme.
• First Phase Selection:
  • Students studying in the final year of graduation or postgraduation in state universities or government colleges of Uttarakhand are included.
  • Students who passed their graduation or postgraduation examination in the previous year and received a scholarship under the Mukhyamantri Uchch Shiksha Shodh Protsahan Chhatravritti Yojana are also included.
  • The first phase focuses on eligible topper students identified through the concerned universities and government colleges.

The documents required for selection may depend on the verification process followed by the concerned university or government college. Students should keep their academic and student-status records ready and follow any document requirements communicated by the Higher Education Department or their institution.

Steps to Apply

The Uttarakhand Government has not shared a separate registration link for the Mukhyamantri Yuva Bhavishya Nirman Yojana. However, a coaching institute selected under the scheme has made an online application form available for students. Students interested in the coaching offered through the respective institute can complete the application through its available online portal.

• Students should first check their eligibility and confirm their selection or shortlisting under the scheme through their concerned university or government college.
• Eligible students can visit the online application portal (https://dreamerseduhub.com/DoonMYBNY/) and select their preferred examination and medium.
  
• The application form requires students to provide details such as their preferred medium, student name, father's name, date of birth, gender, WhatsApp number, email address and category.
• Students are also required to provide address details, including their full address, state and domicile information.
• Applicants need to enter their graduation details, including graduation status/course, college name and college district.
• The application form also includes an Aadhaar Number field and an alternate mobile number field. Students should provide these details as requested on the application portal.
• Applicants should review the information entered in the form and submit the application using the Submit Application option.
• After submitting the application, students should follow any further instructions provided by the concerned coaching institute regarding selection, verification, login or access to online coaching.
