Scheme Introduction: A Brief Overview

The Uttarakhand Out of Turn Sevayojan for Medal-Winning Sportspersons provides eligible sportspersons who win medals in specified national and international competitions with government employment opportunities. The provision operates under Khel Niti-2021 and the related government orders issued by the Uttarakhand Government. Eligible sportspersons can receive appointment to identified government posts according to their sports achievement and medal category, without sitting any competitive recruitment examination. Posts filled under this route are kept outside the purview of the Public Service Commission and the Subordinate Service Selection Commission.

The applicable post and pay level depend on the competition and medal won by the sportsperson. The highest category covers Olympic and Paralympic medal winners as well as specified gold-medal winners in major international competitions. Other categories cover gold, silver and bronze medals in competitions such as the World Cup, World Championship, Commonwealth Games, Asian Games, Asian Championship, Commonwealth Championship, National Games and SAF Games. The current 2026 notification provides appointments across Level 10, Level 8, Level 7, Level 6, Level 5, Level 3 and Level 2, depending on the eligible achievement.

The Uttarakhand Out of Turn Employment Scheme for Sportspersons is implemented by the Directorate of Sports, Uttarakhand, with detailed service conditions laid down by a government order dated 14 September 2023. Appointments are made against identified posts in the Sports, Youth Welfare, Home, Forest, Secondary Education and Transport departments. In September 2026, the state cabinet approved 243 posts, and a government order dated 22 September 2026 cleared the appointment of 243 medal winners holding 103 medals between them. Younger talent is backed earlier through the Mukhyamantri Udayman Khiladi Unnayan Yojana, while established players receive support under the Mukhyamantri Khiladi Protsahan Yojana.

To apply under the current 2026 notification, the sportsperson must be a permanent resident of Uttarakhand and must have won a medal in an eligible competition. For the current recruitment drive, the eligible competition period is 25 September 2021 to 25 September 2026. The applicant must also have represented Uttarakhand in the National Games before participating in the relevant international competition. A sportsperson who does not yet hold the qualification prescribed for the post is still eligible for appointment, with five years allowed after joining to acquire it.

The current application process for Uttarakhand Out of Turn Sevayojan is offline. Applications for the current recruitment drive started on 25 September 2026, and the last date to submit the application is 9 October 2026 up to 5:00 PM. Applicants must submit the application to the Director, Sports, Directorate of Sports, Uttarakhand, Maharana Pratap Sports College Campus, Raipur, Dehradun, either directly or through registered post or courier. The official Sports Department website is sports.uk.gov.in. The current notification is being issued under the existing Out of Turn employment framework and is not a newly launched scheme in 2026.

Scheme Benefits

Out of turn sevayojan under Uttarakhand Sports Policy 2021 gives medal-winning sportspersons a permanent government job instead of a one-time cash award. Here is what a selected player actually receives.

• A direct government appointment, without sitting any competitive recruitment examination.
• A gazetted or non-gazetted post in the Sports, Youth Welfare, Home, Forest, Secondary Education or Transport department.
• Pay level and grade pay fixed according to the medal won and the level of the competition.
• Attachment to the Sports Department for five years for special training, so the playing career continues alongside the job.
• Five years after joining to acquire the minimum educational qualification prescribed for the post.
• Promotion on the same terms as others in that cadre, with Assured Career Progression if no promotional post is free.
• One extra increment for every further medal won while still an active player, up to five times.

Post and Pay Level Classification

The applicable post and pay level are determined according to the category of competition and medal specified in the government order.

Departments and Posts Covered

The Out of Turn employment provision covers identified posts across six Uttarakhand government departments.

• Sports: District Sports Officer, Deputy Sports Officer and Assistant Coach.
• Youth Welfare: District Youth Welfare Officer, Vyayam Instructor, Regional Youth Welfare and PRD Officer.
• Home: Deputy Superintendent of Police (DSP), Sub-Inspector (SI) and Constable.
• Forest: Assistant Conservator of Forests (ACF), Forest Range Officer (FRO), Forest Daroga and Forest Guard.
• Secondary Education: Assistant Teacher (Vyayam).
• Transport: Assistant Regional Transport Officer (ARTO) and Enforcement Constable.

Eligibility Requirements

Medal-winning sportspersons can apply for Out of Turn Seva Yojana only when they meet the eligibility conditions prescribed under Khel Niti-2021 and the related government orders. The current 2026 notification also specifies the competition period, residency and National Games representation requirements.

• The applicant must be a permanent resident of Uttarakhand.
• The applicant must have won a medal in an eligible competition listed in the government notification.
• For the current notification, the applicant's eligible medal-winning performance must fall between 25 September 2021 and 25 September 2026.
• The applicant must have represented Uttarakhand in the National Games before participating in the relevant international competition for which the applicant is seeking Out of Turn employment.
• The applicant must meet the educational qualification and other requirements prescribed for the post for which appointment is sought.
• The applicant must provide the required sports certificates, educational certificates, permanent residence certificate, character certificate and other prescribed documents.
• The applicant must comply with the applicable WADA/NADA anti-doping requirements.
• Demonstration sports are not eligible under the current notification.
• The applicant must provide a preference order for the departments covered under the Out of Turn employment provision.

The applicant must also satisfy the other conditions prescribed in the relevant government orders and Standard Operating Procedure. Meeting the medal requirement alone does not automatically guarantee appointment, as the applicant must fulfil the applicable eligibility, qualification, verification and appointment conditions.

Required Documents

Applicants must attach self-attested copies of the documents required to verify their educational qualification, sports achievements, Uttarakhand residency and other eligibility conditions. The following documents are required with the application under the current 2026 notification:

• Educational qualification certificates as applicable to the post.
• Sports achievement certificates showing the medal won in the eligible competition.
• Permanent residence certificate of Uttarakhand.
• Character certificate.
• National Games representation certificate confirming that the applicant represented Uttarakhand in the National Games before participating in the relevant international competition.
• Age-related document as required for verification.
• Other documents prescribed for the concerned post, wherever applicable.
• WADA/NADA-related declaration or required proof regarding compliance with applicable anti-doping requirements.

Applicants should submit self-attested copies of the required records along with the prescribed application form. The Directorate of Sports may require additional documents or records during verification, wherever applicable.

Steps to Apply

Applications for Uttarakhand Out of Turn Sevayojan are accepted offline only, as there is no online portal or registration facility for this scheme. Eligible sportspersons must send the filled application to the Directorate of Sports in Dehradun on or before 09 October 2026.

1. Visit the official website of the Sports Department at sports.uk.gov.in and open the out-of-turn sevayojan notification.
2. Read the eligibility conditions, the competition classification table and the document list given in the notification before proceeding.
3. Download and print the Out of Turn Sevayojana application form attached to the notification.
4. Fill in the personal details, educational qualification, sport, competition, date and venue of the competition, and the medals won.
5. Enter the number and date of the Uttarakhand permanent residence certificate and the National Games representation certificate.
6. Identify the applicable medal category in the classification table given on the form.
7. Give the preference order for all six departments where posts are available.
8. Affix a recent self-attested photograph in the space provided on the form.
9. Sign the declaration confirming compliance with WADA and NADA anti-doping rules and the correctness of the information given.
10. Attach self-attested copies of all required certificates and note the number of enclosures on the form.
11. Submit the completed form in original to the Director, Directorate of Sports, Uttarakhand, Dehradun, in person or by registered post or courier.
12. Ensure the application reaches the Directorate by 5:00 PM on 09 October 2026, as applications received after this date will not be accepted.
