Scheme Introduction: A Brief Overview
The Arunachal Pradesh Chief Minister's White Revolution Scheme was approved under the 2018-19 Budget to increase milk production in the state's five identified dairy-potential districts, namely West Kameng, East Siang, Lower Dibang Valley, Namsai and Lohit. The scheme aims to strengthen the cooperative dairy system on the AMUL pattern and create sustainable livelihood opportunities for dairy farmers. The scheme has a total outlay of ₹750 lakh.
The scheme targets 200 dairy farmers and organises them through Dairy Cooperative Societies around major milk production hubs such as Pasighat, Rupa, Tezu, Chowkham and Roing. It gives preference to women and genuinely poor farmers, while the detailed guidelines also provide preference to eligible women Self-Help Groups and educated unemployed youth. Selected farmers must meet the prescribed residency, dairy farming, cooperative membership and training requirements.
Under the scheme, eligible beneficiaries can receive a 50% capital subsidy up to ₹3 lakh for the prescribed dairy unit. Farmers can also receive Kisan Credit Card support of up to ₹3 lakh for working capital requirements, including feed, insurance under the Rashtriya Pashudhan Bima Yojana, vaccines and veterinary assistance. The scheme provides for a 4% interest subsidy through NABARD to the Apex Bank with the stated objective of making eligible dairy loans available at 0% interest.
The Chief Minister's White Revolution Scheme also provides dairy animals to selected beneficiaries under its prescribed assistance components. The scheme handbook mentions assistance comprising 3 milk cows and 2 heifers under the regular dairy subsidy component, while progressive dairy entrepreneurs can receive 9 milk cows and 6 heifers. It also provides a 25% top-up subsidy for eligible dairy infrastructure such as cold storage, transportation and bulk coolers.
The scheme further supports organised milk procurement by providing for a Minimum Support Price (MSP) for milk in collaboration with dairy societies. It also promotes vermicompost facilities to support organic farming. The Department of Animal Husbandry, Veterinary and Dairy Development implements the scheme in coordination with the Apex Bank and NABARD, while selected beneficiaries receive logistical funds through Direct Transfer.
Eligible applicants need to apply through the prescribed offline application process and submit the required documents to the concerned district authority. The District Dairy Development Appraisal Committee scrutinises and verifies applications before recommending eligible applicants, while the State Level Selection Committee makes the final selection. Applicants should also meet the prescribed conditions relating to Dairy Cooperative Society membership, dairy farming training, bank requirements and previous government assistance.
In the Arunachal Pradesh Budget 2026-27, the Chief Minister announced CM White Revolution Scheme 2.0 as an upgraded version of the scheme. It aims to support cooperative societies, SHGs, FPOs and individual progressive farmers through cluster-based dairy units, credit-linked subsidies, milk collection centres, veterinary and artificial insemination services, and fodder kits. The 2.0 version expands the scheme beyond individual farmers to include organised farmer groups and cooperatives. However, detailed guidelines for its implementation are yet to be issued. This article explains the original CMWRS in detail and separately covers the available information about the 2.0 version.
