Scheme Introduction: A Brief Overview

The Bihar Kushal Yuva Program (KYP) is a flagship skill development initiative of the Bihar Skill Development Mission (BSDM), functioning under the Department of Youth, Employment and Skills, Government of Bihar. Launched as a key component of the state's "Aarthik Hal, Yuvaon ko Bal" resolve under Saat Nischay, the programme was designed with a clear vision - to equip the youth of Bihar with the foundational skills needed to compete in today's job market and to create a bridge between education and employment. Over the years, it has emerged as one of the most accessible and widely implemented skill training schemes in the state, reaching young people across all 38 districts through a large network of Skill Development Centres.

At its core, the Kushal Yuva Program offers free foundational training in three essential areas: Life Skills, Communication Skills (English and Hindi), and Basic Computer Literacy. Targeted primarily at aspirants aged 15 to 28 years (with higher age limits for SC/ST, OBC, and Persons with Disabilities), the programme focuses on building confidence, workplace behaviour, language proficiency, and digital literacy - skills that are universally valued by employers.

The training not only improves employability but also complements other domain-specific skill courses, making it a strong base for both wage employment and self-employment. Candidates who successfully complete the course receive an official certificate from the Bihar Skill Development Mission, which adds value to their profile.

In a major boost to the programme, the Bihar Cabinet in August 2026 approved its extension till the financial year 2030-31 and allocated ₹430.08 crore for 2026-27. With an annual target of training approximately 2.57 lakh youth, the government is also working to update the curriculum by gradually introducing emerging skill areas such as Artificial Intelligence, drone technology, solar energy, digital marketing, banking and entrepreneurship. This continuous evolution reflects the state's commitment to keeping its youth future-ready in a rapidly changing employment landscape.

Scheme Benefits

The value of KYP lies in giving job-ready skills at no training cost to the candidate. As per the official guidelines, a trainee receives:

  • Completely free training sponsored by the Government of Bihar
    • Total duration of 240 hours (usually completed in about three months)
    • Communication Skills (English & Hindi) - around 80 hours
    • Basic Computer Literacy - around 120 hours
      Life Skills / Soft Skills - around 40 hours
  • Official certificate issued by Bihar Skill Development Mission
  • Better chances of getting a job or starting self-employment
  • Helps candidates become more confident in interviews and workplace communication
  • Mandatory for many beneficiaries of the Mukhyamantri Nishchay Swayam Sahayata Bhatta scheme (especially in the 20–25 years age group)
  • Refundable security deposit of ₹1,000 (usually returned after successful completion; SC/ST and PwD candidates are generally exempted).

Eligibility Requirements

The official guidelines lay out clear conditions for who can benefit from KYP:

  • The applicant must be a resident of Bihar.
  • Age:
    • General category: 15 to 28 years
    • SC/ST: up to 33 years
    • OBC: up to 31 years
    • Persons with Disabilities (PwD): up to 33 years
  • Candidates must have passed at least Class 10. Those pursuing or having completed higher education are also eligible.

Required Documents

Applicants are required to submit certain essential documents along with the application form for verification.

  • Aadhaar Card
  • Class 10 (Matric) pass certificate or marksheet
  • Residence Certificate of Bihar
  • Recent passport-size photographs
  • Bank account details (for refund of security deposit)
  • Caste certificate or Disability certificate (if applicable)

Steps to Apply

  • Visit the official portal of the Department of Youth, Employment and Skills / Bihar Skill Development Mission.
  • Click on New Applicant Registration. You will be redirected to the registration page.
  • Fill in the required details in the registration form, complete the OTP verification, and submit the form.
  • After registration, click on Go to Home Page. Use the temporary password received on your registered mobile number to create a new password.
  • Log in using your new password. After successful login, the scheme-related application form will appear on your screen.
  • Carefully fill in all the details in the application form and submit it. Click on Generate Acknowledgement.
  • The filled application form will be sent to your registered email ID.
  • Download the form, attach self-attested copies of all required documents, and visit the concerned District Registration and Counselling Centre (DRCC) within 30 days for document verification.
  • Once verification is completed at the DRCC, you will be allotted a Skill Development Centre for training.

Check Application Status

You can easily check the status of your Kushal Yuva Program application by following these steps:

  • Visit the official portal.
  • Here you can check the status by Registration ID or Aadhaar Card Number, followed by DOB and Captcha code.
  • Click on the Submit button.
  • Your current application status will be displayed on the screen.

Application Approval Process

After you submit the application and complete document verification at the DRCC, the following process is followed:

  • DRCC scans and uploads the application and documents online and forwards it to BSDM after verifying the original papers.
  • Applicants are informed about further actions via SMS, email, or the web portal.
  • Maximum time limits are fixed for completing services at every level.
  • Candidates are allotted (tagged) to Skill Development Centres based on their preferred blocks and informed via SMS/email.
  • Trainees must report to the allotted centre on the given date. Batches of around 20 candidates are formed after Mission approval.
  • Applicants without Aadhaar can get it enrolled at the District Registration and Counselling Centre (DRCC).
  • EID (Enrolment ID) can also be used temporarily during registration.
