Scheme Introduction: A Brief Overview

The Haryana Saksham Yuva Scheme is an employment and financial assistance initiative launched by the Haryana Government in 2016 to support educated unemployed youth in the state. The scheme aims to provide monthly unemployment allowance, honorary work opportunities and skill development support to eligible 10+2, Graduate and Post-Graduate candidates. Through this initiative, the government helps unemployed youth gain financial assistance, practical experience and better employment opportunities.

Under the Haryana Saksham Yuva Scheme, eligible applicants can receive a monthly unemployment allowance based on their educational qualifications. The scheme provides ₹1,200 per month to eligible 10+2 candidates, ₹2,000 per month to Graduates and ₹3,500 per month to Post-Graduates. Eligible beneficiaries who undertake assigned honorary work can also receive an honorarium of ₹6,000 per month for completing 100 hours of work.

The scheme also supports eligible beneficiaries who cannot receive honorary work assignments. Subject to applicable conditions and skill training requirements, eligible 10+2 candidates may receive ₹1,200 per month, while Graduate and Post-Graduate candidates may receive ₹3,200 per month. The scheme also provides opportunities to develop skills and gain experience through government department assignments.

The Haryana Government also runs the Haryana Unemployment Allowance Scheme, which provides unemployment allowance to eligible educated unemployed residents of the state. Although both schemes aim to support unemployed youth, the Haryana Saksham Yuva Scheme additionally offers honorary work opportunities, an honorarium and skill development support to eligible beneficiaries. Separately, the Haryana IT Saksham Yuva Scheme is a different, IT-sector-specific scheme with its own, higher benefit rates, it should not be confused with this one despite the similar name."

To apply for the Haryana Saksham Yuva Scheme, candidates must meet the prescribed age and educational qualification requirements, hold Haryana domicile, and register on the Employment Exchange Live Register. The annual family income must not exceed ₹3 lakh. Applicants must complete online registration through the official portal, submit the required details and documents, and undergo verification by the concerned authorities before approval.

Eligible beneficiaries must also follow the scheme's conditions regarding skill training, honorary work assignments and other requirements to continue receiving assistance. The duration and continuation of benefits depend on the applicant's eligibility and the applicable scheme guidelines.

Scheme Benefits

The Haryana Saksham Yuva Scheme provides financial assistance, skill development opportunities and work experience to eligible educated unemployed youth in Haryana.

Financial Assistance and Honorarium

Maximum Duration of Honorarium: Up to 36 months or until the beneficiary reaches 35 years of age, whichever comes first.

Eligibility Requirements

To receive the benefits of Haryana Saksham Yuva Yojana, the applicants must meet the following conditions:

• Applicant must be a domicile of Haryana.
• Applicant must be registered in the Live Register of the concerned Employment Exchange.
• Applicant's age should be:
  • 18 to 35 years for 10+2 pass applicants.
  • 21 to 35 years for Graduate and Post-Graduate applicants.
• 10+2 must be passed as a regular student, from a school affiliated to the
  • Board of School Education Haryana (Bhiwani),
  • CBSE Delhi, or ICSE Delhi,
  • and situated in Haryana or UT Chandigarh only.
• Applicant must not have passed the 10+2 examination through correspondence or National Open School.
• Graduate and Post-Graduate applicants must have been obtained their degree through regular courses from Punjabi University, Patiala, or any recognized university in Haryana, Chandigarh or Delhi.
• Applicant must not have obtained the degree through correspondence courses.
• Applicant must not be a regular student enrolled in a full-time course.
• Applicant must not be employed in any government, private, quasi-government or other organization.
• Applicant must not be self-employed.
• Applicant must not have been dismissed from government service.
• The annual family income of the applicant from all sources must not exceed ₹3 lakh.

Other Mandatory Conditions

Besides the eligibility criteria, applicants must also give a self-attested declaration covering the following:

• The applicant's house must have a functional toilet. If not, one must be built within two months of registration.
• The applicant's family must not be a defaulter to the Power Department, if it is, part of the allowance/honorarium is used to clear the dues.
• The applicant's family must not be a defaulter of any Co-operative Bank, if it is, part of the allowance/honorarium is used to clear the dues.
• There must be no encroachment on public or Panchayat land by any member of the applicant's family.
• The applicant's family must not be a defaulter of house tax payable to an Urban Local Body, if it is, part of the allowance/honorarium is used to clear the dues.

Required Documents

Applicants must provide the following documents and details while registering for the Haryana Saksham Yuva Unemployment Scheme. The concerned department may require additional documents for verification.

• Aadhaar Card.
• Haryana Domicile Certificate.
• Family ID (Parivar Pehchan Patra).
• Matriculation Certificate as proof of date of birth.
• Educational Qualification Certificates:
  • 10+2 Certificate and Marksheet.
  • Graduation Degree and Marksheet.
  • Post-Graduation Degree and Marksheet.
• Employment Exchange Registration Number and related details.
• Income Certificate or required family income details.
• Bank Account Details for receiving financial assistance.
• Mobile Number registered with the applicant's Aadhaar or Family ID, wherever required.
• Email ID for registration and communication.
• Passport-size Photograph, if required during online registration.
• Caste Certificate, if applicable.

Applicants should ensure that their personal information, educational qualifications, Employment Exchange registration and Family ID details are correct. The department may verify the submitted information before approving the application.

Steps to Apply

Eligible candidates can apply for the Haryana Saksham Yuva Scheme online through the official portal. Applicants must first register as job seekers on the Employment Exchange Live Register and then complete their Saksham Yuva registration.

1. Register as a job seeker on the Haryana Employment Exchange Portal Live Register, if you have not already registered. This registration is mandatory for applying under the scheme.
2. Visit the official Saksham Yuva Portal and select your educational qualification category: 10+2, Graduate or Post-Graduate.
3. Enter your domicile details, place and date of birth, Employment Registration Number, mobile number, email ID, and Family ID and Member ID from the Parivar Pehchan Patra (PPP).
4. Verify the OTP received on your registered mobile number or email ID. Complete family verification using the second OTP sent to the mobile number registered with the PPP.
5. After successful registration, log in to the Saksham Yuva Portal using your Employment Registration Number, password and educational qualification.
6. Complete the Eligibility Criteria self-declaration, Personal Information, Family Background and Qualification details.
7. Enter additional qualifications such as B.Ed. or M.Ed. and special qualifications such as HTET, CTET or NET, wherever applicable.
8. Select your preferred District and Tehsil for honorary work, at least 5 Job Preferences and exactly 10 Skill Preferences.
9. Upload the required certificates and supporting documents mentioned in the Documents Required section.
10. Carefully review all the entered information before saving each section, as you cannot edit a section after saving it. Tick the self-declaration checkbox and click Final Submit.
11. Log in to the portal and check your application progress under the "Application Status" section.
