Scheme Introduction: A Brief Overview
The Delhi Saheli Pink Smart Card Yojana is a free bus travel scheme launched by the Government of NCT of Delhi for women, girls, and transgender persons. Under this scheme, eligible beneficiaries can travel without paying any fare in Delhi Transport Corporation (DTC) and Cluster buses operating within Delhi. The Delhi Government introduced the scheme to reduce the financial burden of daily travel, encourage greater use of public transport, and make commuting safer and more convenient for women. Instead of the earlier paper-based Pink Ticket system, the government has now adopted a digital National Common Mobility Card (NCMC) to deliver the benefit in a more transparent, efficient, and organised manner.
The Delhi Free Bus Travel Scheme was officially launched on 02 March 2026 and is implemented by the Delhi Transport Corporation (DTC). Women, girls, and transgender persons who are permanent residents of Delhi and are at least 5 years of age are eligible to avail its benefits. The free travel facility is available only in DTC and Cluster buses operating within Delhi. Although the Pink Saheli Smart Card can also be used as a National Common Mobility Card for travelling in the Delhi Metro and RRTS, passengers must pay the applicable fare while using those transport services.
To avail the free travel facility, eligible beneficiaries must first obtain a Delhi Saheli Pink Smart Card. For this purpose, the Delhi Transport Corporation (DTC) has established 50 NCMC Card Distribution Centres across Delhi where eligible persons can apply for and collect their Smart Card. Applicants can also complete the online pre-registration process through the Mufin Pay Portal and Mobile App before visiting a distribution centre to collect the card. During the application process, Aadhaar and mobile number verification are carried out. Once the Smart Card is issued and activated, beneficiaries can use it while boarding eligible DTC and Cluster buses to travel free of cost under the scheme.
To ensure that no eligible woman was deprived of the free bus travel facility during the rollout of the Pink Saheli Smart Card, the Delhi Government continued issuing the existing paper Pink Tickets along with the Smart Card system. This temporary arrangement allowed women who had not yet obtained their Smart Card to continue travelling free in DTC and Cluster buses. However, the Delhi Government had already clarified that the paper Pink Ticket system would eventually be phased out after the transition to the Smart Card.
The Delhi Government has again extended the validity of the existing paper Pink Ticket system until 17 September 2026. Therefore, eligible women can continue to travel free in DTC and Cluster buses using the paper Pink Ticket during this transition period. From 18 September 2026, carrying a valid Saheli Pink Smart Card (NCMC) will be mandatory to avail free bus travel. Beneficiaries who do not have the Smart Card after this date will have to purchase a regular bus ticket. Eligible beneficiaries should therefore obtain their Saheli Pink Smart Card before 17 September 2026 to continue enjoying uninterrupted free bus travel.
Pink Ticket Validity Extended till 17 September 2026
The Delhi Government has further extended the validity of the existing paper Pink Ticket system. Women can now continue to avail free travel in DTC and Cluster buses through the paper Pink Ticket until 17 September 2026. This extension gives eligible beneficiaries additional time to obtain the Saheli Pink Smart Card.
From 18 September 2026, the Saheli Pink Smart Card will become mandatory for availing free bus travel in DTC and Cluster buses. Women who do not carry a valid Saheli Pink Smart Card after this date will not be able to use the free travel facility through the paper Pink Ticket and will have to purchase a regular bus ticket.

Steps to Apply
Eligible Women can apply for the Delhi DTC Pink NCMC Card either online or offline.
Offline through designated NCMC Centres
- Under the Delhi Government's Saheli Pink Smart Card Yojana, women who want to travel free in Delhi buses must first obtain the NCMC Saheli Pink Smart Card.
- To make the application process easy, the Delhi Transport Corporation (DTC) has established 50 NCMC Card Distribution Counters across Delhi.
- Eligible women, girls, and transgender persons can visit any authorised NCMC Card Distribution Counter to apply for and collect their Smart Card.
- Carry your Aadhaar Card and an Aadhaar-linked mobile number while visiting the distribution centre.
- At the counter, submit your Aadhaar details and mobile number for verification.
- After successful verification, the NCMC Saheli Pink Smart Card will be issued in your name.
- The card can also be used in Delhi Metro and RRTS by paying the applicable fare. However, the free travel facility is available only in DTC and Cluster buses.
- As per the latest Delhi Government update, the paper Pink Ticket will remain valid for free travel until 17 September 2026.
- The Saheli Pink Smart Card will become mandatory for availing free bus travel from 18 September 2026.
- Eligible beneficiaries should obtain their Smart Card before 17 September 2026 to continue enjoying uninterrupted free bus travel.
- NCMC Card Distribution Counters remain open from 9:00 AM to 5:00 PM on all working days.
Online through Mufin Pay
Eligible beneficiaries can also complete the online pre-registration process for the Delhi Saheli Pink Smart Card through the Mufin Pay Portal by following these steps:
- Visit the official Mufin Pay Website.
- Under the "Our Products" section, click on "Mufin Pay DTC Pink NCMC Cards".
- Click on the "Apply Online for Saheli Pink Card" button.
- Enter your name and mobile number, then click on "Send OTP".
- After verifying your mobile number, enter your Aadhaar number and click on "Send OTP" again.
- Complete the Aadhaar authentication by entering the OTP received on your Aadhaar-linked mobile number.
- After successful verification, a QR code will be generated. Download and save this QR code.
- Visit any authorised NCMC Card Distribution Centre and show the downloaded QR code to the staff.
- After verification, your Delhi Saheli Pink Smart Card will be issued.
- The first Pink Saheli Smart Card is issued free of cost. However, a duplicate card is issued on payment of Rs. 49.
NCMC Saheli Pink Smart Card Distribution Centres
The Delhi Government has made the Pink Saheli Smart Card mandatory for availing free bus travel in DTC and Cluster buses. Therefore, all eligible women, girls, and transgender persons who have not yet obtained their Smart Card should complete the application process before 17 September 2026. To facilitate card issuance, the Delhi Transport Corporation (DTC) has established 50 NCMC Saheli Pink Smart Card Distribution Centres across Delhi. Eligible applicants can visit any authorised centre with the required documents to complete Aadhaar and mobile number verification and collect their Smart Card. Applicants who complete the online pre-registration process through the Mufin Pay Portal must also visit one of these centres to receive their card.
