Scheme Introduction: A Brief Overview
- On 02 March 2026, Chief Minister Smt. Rekha Gupta officially launched the Saheli Pink Smart Card Yojana in Delhi along with "Lakhpati Bitiya Yojana" and "Free LPG Cylinder Yojana".
- She had earlier informed the public through Twitter that the government would roll out this scheme soon.
- The Delhi Government designed this scheme as an improved version of the earlier Pink Ticket system.
- The government kept the main benefit the same, it allows eligible beneficiaries to travel free in buses within Delhi, but introduced a smart card system to manage it better.
- The Delhi Transport Corporation (DTC) implements this scheme.
- It manages the operations and ensures beneficiaries receive the benefits properly.
- Girls, women, and transgender persons aged 12 years and above can avail free bus travel under this scheme.
- However, they can travel free only in DTC and Cluster buses operating within Delhi.
- To use the free travel facility, beneficiaries must obtain the NCMC Saheli Pink Smart Card.
- The Delhi Government has set up 50 NCMC Card Distribution Counters across the city which will issue the Pink Smart Cards to eligible beneficiaries.
- Eligible applicants must visit any of these counters to get their card.
- At the counter, the applicant must provide her Aadhaar details and mobile number.
- The staff verifies the details and immediately issues the NCMC Saheli Pink Smart Card.
- After receiving the card, the beneficiary can travel in DTC and Cluster buses without paying any fare.
- The beneficiary can also use this smart card in other public transport systems such as the Delhi Metro and RRTS.
- However, she must pay the regular fare while using Metro or RRTS services because the government provides free travel only in DTC and Cluster buses.
- Through this smart card system, the Delhi Government ensures organised, transparent, and hassle-free travel for women and transgender residents of Delhi.
- The Saheli Pink Smart Card Distribution time at the centres is from 9 AM to 5 PM and the counters will open on all week days.
NCMC Saheli Pink Smart Card Distribution Counters
- If you want to avail free bus travel under the Delhi Government's Saheli Pink Smart Card Yojana, you must first visit an authorised NCMC Saheli Pink Smart Card Distribution Counter.
- The Delhi Government has established 50 distribution counters across the city where eligible women and transgender beneficiaries can apply for and collect their NCMC Saheli Pink Smart Card after Aadhaar and mobile number verification.

Scheme Benefits
- Women, girls, and Transgender beneficiaries can travel on eligible buses across Delhi without paying any fare.
- The government will not charge any ticket amount from them while using this facility.
- The Saheli Pink Smart Card issued under the scheme can also be used for travel in other supported transport systems, making it convenient for daily commuting.
Eligibility Requirements
- Women, girls, and transgender persons who permanently reside in Delhi can avail the benefit.
- The applicant must be at least 12 years old.
- The free travel facility is available only on buses operated by the Delhi Transport Corporation (DTC) and Cluster bus services within Delhi.

Steps to Apply
- Under the Delhi Government's Saheli Pink Smart Card Yojana, women who want to travel free in Delhi buses must first obtain the NCMC Saheli Pink Smart Card.
- To make the process easy, the government has set up 50 NCMC Card Distribution Counters across the city.
- Eligible women can visit any of these counters to get their card.
- To apply for the NCMC Women Pink Smart Card, you must have to carry your Aadhaar card and a working mobile number.
- When you reach the counter, you need to share your Aadhaar details and mobile number with the agent present there.
- After verifying your details, the agent will issue a Pink Smart Card in your name.
- Once you receive the card, you can use it for travel in Metro, Bus, and RRTS services.
- However, the free travel benefit within Delhi is available only on DTC-operated buses.
- In simple terms, if you want to travel free in Delhi government buses, first get your NCMC Saheli Pink Smart Card from an authorised counter.
- Without this card, you will not be able to avail the free travel facility.
- NCMC Card Distribution Counters will distribute the Saheli Pink Smart Card from 9 AM in the Morning to 5 PM in the evening.
