Income certificate

Sir, why is an income certificate that is only 6 months old being required? My income certificate is 10 months old, but it is not being accepted. The portal is open for only 2 days, while getting a new income certificate takes around 7 days. Therefore, it is not possible for me to obtain a new certificate within the given time. Generally, an income certificate is valid for up to 3 years. So why is only a certificate that is less than 6 months old being required for this scheme? If my 10-month-old income certificate cannot be accepted, then why was my name included for the scooty scheme? Kindly look into this issue and provide a solution.
