Scheme Introduction: A Brief Overview

The Goa Chief Minister's Medical Assistance Cell Scheme is a new medical financial assistance initiative of the Government of Goa for patients who cannot bear the cost of treatment for serious, life-threatening diseases. Chief Minister Dr. Pramod Sawant launched the Chief Minister's Medical Assistance Cell on 13 October 2026 at Mahalaxmi. The Government constituted the Cell under the Chief Minister's Relief Fund through a notification of the Finance (Budget) Department, and the Cell functions from the CM War Room at the Directorate of Planning, Statistics and Evaluation (DPSE), Porvorim.

The Government launched this Cell to ease the financial burden that costly medical procedures put on Goan families. Its objective is to support patients who are unable to bear the cost of treatment, ensure access to necessary healthcare services for severe diseases, and reduce the financial burden on every Goan family. Along with money, the initiative also aims to give families access to appropriate medical care and guidance when they face a serious illness.

Under the CM Medical Assistance Cell, the Government assists up to 30% of the cost of a medical procedure, subject to a maximum of ₹2,00,000 per patient. The Chief Minister's Medical Committee recommends the amount for each case. For diseases already covered under the Deen Dayal Swasthya Seva Yojana (DDSSY), Goa Mediclaim Scheme or Ayushman Bharat PM-JAY, the scheme gives coverage over and above the prescribed limit when the treatment expenditure for a particular disease exceeds that limit. The Government releases the sanctioned amount directly to the hospital from the CM Relief Fund, so the patient does not receive the money in a bank account.

Only applicants who have been residents of Goa for at least 15 years are eligible to apply. The scheme covers only life-threatening diseases. A beneficiary cannot apply again for three years from the date of sanction, although this restriction does not apply to other members of the family. In the initial phase, the facility is available only at hospitals empanelled under DDSSY, Mediclaim or PM-JAY. The Chief Minister can relax any provision on a case-to-case basis for reasons recorded in writing.

Patients can apply for CM Medical Assistance Cell online through the Goa Online portal or offline at the Chief Minister's Medical Assistance Cell in the CM War Room, DPSE, Porvorim. Applicants need proof of residence, an estimate of the procedure cost from the hospital, Aadhaar details, an email ID and a mobile number. For any help, applicants can call the helpline 14524.
