Scheme Introduction: A Brief Overview
The Haryana Unemployment Allowance Scheme, officially known as the Unemployment Allowance for the Educated Unemployed Youth Scheme, provides monthly financial assistance to educated unemployed youth in Haryana. The Haryana Government introduced this scheme on 1 November 1988 to support eligible young people financially while they search for suitable employment opportunities. Under the revised allowance rates effective from May 2025, eligible applicants can receive ₹1,200 or ₹2,000 per month, depending on their educational qualifications.
Under the Haryana Berojgari Bhatta Yojana, eligible applicants who have passed Class 12 or completed a recognised 2-year certificate or diploma course after Matric receive ₹1,200 per month. Applicants holding a graduate or postgraduate degree or completing an eligible 3-year certificate or diploma course after Class 12 can receive ₹2,000 per month. The scheme aims to provide financial support to educated unemployed youth during their period of unemployment.
To apply for the Haryana Unemployment Allowance Scheme, applicants must be permanent residents of Haryana, aged between 21 and 35 years, and registered with a Haryana Employment Exchange for at least 3 continuous years as of 1 November of the concerned year. Applicants must also fulfil the prescribed family income, property, educational qualification, and employment conditions to qualify for the monthly allowance. Students, trainees, employed persons and self-employed persons cannot claim the allowance. Anyone registered under the Saksham Yuva Scheme is also not eligible, which is a separate scheme of the same department.
The Haryana Employment Department invites applications online through its official portal at hrex.gov.in from 1 November to 30 November every year. For the 2026–27 application cycle, eligible candidates can submit their applications between 1 November 2026 and 30 November 2026. Applicants must provide their Family ID (PPP), Employment Exchange registration details, educational certificates, Haryana domicile certificate, self-declaration form, and other prescribed documents to complete the application process.
Jobseekers can also explore the central government's Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY). Unlike the Haryana Unemployment Allowance Scheme, it provides financial incentives to youth after they secure their first formal job.
